Analysis-Myanmar Junta's Conscription Plan Lays Bare Toll of Fighting Rebels

(Reuters) - The Myanmar's military conscription plan reveals the heavy toll that months of incessant fighting against rebels have had on its troops and the struggles the generals are facing to replenish their ranks, analysts, diplomats and a defector said.

The plan, which was announced this week, comes after the junta lost control of swathes of territory along a frontline that stretches from the highlands bordering China to the coastline near Bangladesh, some of it in a coordinated offensive by rebel groups that started in October, dubbed Operation 1027.

"The military is clearly facing significant manpower shortages, which is why it is introducing a draft for the first time in its history," said Richard Horsey, the Crisis Group's senior Myanmar adviser.

A junta spokesman did not respond to calls from Reuters seeking comment. The military has been battling an expanding armed resistance since a 2021 coup toppled the democratically elected government of Nobel laureate Aung San Suu Kyi, and the junta describes the resistance fighters as "terrorists", blaming them for destroying Myanmar's peace and stability.

The conscription plan, slated to start in April, will require all men aged 18 to 35 and women aged 18 to 27 to serve for up to two years, while specialists like doctors aged up to 45 must serve for three years. The service can be extended to a total of five years, according to state media.

Ye Myo Hein, senior advisor to the United States Institute of Peace think-tank, assessed most military battalions are currently struggling to meet the even half the recommended troop strength of 200 soldiers.

"There has been a notable decline in the number of officer enlistments as well," he told Reuters.

"Additionally, the loss of officers, including Brigadier Generals...have been significantly higher due to shrinking battalion sizes and decreasing rank-and-file soldiers."

Last year, Ye Myo Hein estimated the Myanmar military had around 70,000 combat soldiers, citing interviews with military deserters and defectors, analysis of military documents and casualty counts.

Anthony Davis, a security analyst with British-based Jane's intelligence company, had estimated the total strength of the rebel ethnic armies at around 75,000 in 2021.

The current size of the anti-junta resistance is now likely higher with the emergence of more resistance groups as the conflict drags on, analysts said.

The Tatmadaw, as the military is known, has not publicly declared the size of its fighting force in recent years.

Miemie Winn Byrd, an analyst who previously served in the U.S. army, said defections had risen sharply in the past few months, based on interviews with military battalion commanders and other soldiers who had deserted.

"Myanmar's military forces are fatigued and demoralised," she said, adding that basic supplies such as food and equipment were in short supply.

Former army captain Htet Myat, who defected in June 2021 and now helps other soldiers defect, told Reuters in December that some battalions only had around 130 soldiers. Htet Myat said he defected because he opposed the 2021 coup.

The military's battlefield defeats have lead to unprecedented public calls for Commander-in-Chief Min Aung Hlaing to step down three years after the junta took power from the civilian government.

TROOPS SPREAD THIN

Even with the mandatory recruitment, the military may not be able to rapidly ramp up its manpower, said Crisis Group's Horsey. "It does not have the organisational capability to train large numbers of new recruits simultaneously," he added.

A dozen people eligible to serve also told Reuters that they would rather leave the country than join the military. They all declined to be named citing security concerns.

At its current strength, the military does not have the manpower to effectively fight opposition troops on multiple fronts, according to a December analysis by Andrew Selth, an adjunct professor at the Griffith Asia Institute.

"The generals know how thinly spread their troops are, and how difficult it is to fight more than one major battle at the same time," said Selth, who has studied Myanmar, particularly the military, for decades.

"The use of air power, armour and artillery gives the junta certain advantages, but ultimately only troops on the ground can win back territory and exert its will over the population."

In the western region of Rakhine, where the military is fighting the Arakan Army (AA), troops have been pushed out of at least five towns, a spokesman for the ethnic armed group said.

The military has not publicly commented on the loss of territory.

"They couldn't send backup troops in Rakhine battles," AA spokesman Khine Thu Kha told Reuters via phone. "That means they don't have enough forces."

This as-told-to essay is based on a conversation with Arianna Caiazzo, 27, who moved to Japan in 2017. This essay has been edited for length and clarity. Business Insider has verified her salary and expenses.

My life in Japan started as a holiday.

I dropped out of college at 19 in my second year. My major in English at Arcadia University in Pennsylvania didn't seem like the right fit. I wanted to transfer to fashion school, but I missed the application deadline.

I had been fascinated with Japan for a long time, especially its Harajuku fashion, which is really colorful and artistic. After years of being depressed and dressing up in all black, Harajuku fashion became a way for me to express my joy. I was dressing up with rainbow-colored braids and rainbow makeup.

With fashion as a big pull factor, I decided to go to Japan for a three-week trip. My parents thought, "She's not going to make it; she's going to come home crying."

I spent my three weeks there doing all the touristy things. I had never been on my own before. I was traveling around Tokyo and hitting all the clubs — being able to drink at 19 without being carded was new.

After the first three weeks, I asked my parents if I could stay another three weeks and slowly kept extending my time. I loved the culture in Japan. I felt comfortable — no one was looking at me, no one was talking to me or bothering me.

Three months in, I called my parents again and said, "I want to live here."

One of the hardest things I've done

Before I temporarily left for the US to get a longer visa to stay in Japan, I picked a language school and a vocational school I wanted to enroll in to study fashion.

Attending language school in Japan was one of the hardest things I have done. I was the only person who wasn't Asian, and I was alone all the time because the other students all spoke Chinese, Vietnamese, or Korean.

The learning environment was harsh — teachers screamed at us and were allowed to pour water on us. They would berate me, telling me I had gained weight or saying my hair color was ugly. I started having panic attacks.

Two years later, I enrolled into fashion school, which was a different wild ride.

Schoolwork was tough. We were creating and submitting one outfit per week. My classmates were passing out from not sleeping all week and working all night long. I was completely burned out by the time I graduated in 2023.

Here, I am in a state of ease

Despite the challenges I faced in both schools, I was having an amazing time outside class. I love the food, and the friends I have made are my family at this point.

I especially appreciate the safety. Back home in New Jersey, I always felt scared anytime I was home alone. Here, I am in a state of ease.

Japan's convenient public-transportation system was another big plus point because I hated driving back home.

Life here also feels a lot more affordable. I can spend $20 for a huge amount of groceries. I am still shocked that 20 eggs cost $2.

Living with ADHD and Autism

I was diagnosed with ADHD and Autism after I moved to Japan. ADHD medication is easily accessible here. I have to take five medicines, which only add up to about $100 per month in Japan.

My treatments are also cheaper — I went for eight transcranial-magnetic-stimulation sessions in the span of one month, which was recommended for my symptoms. A set of treatments in the US would be $6,000. I pay $2,000 in Japan.

I currently live in Osaka and am renting an apartment with my boyfriend of four years. I teach English and math to 6- to 8-year-olds at an after-school service. I work three hours a day, which makes the job more accessible with my health conditions than a career in fashion would be.

My job pays me 3,000 Japanese Yen, or about $20, an hour. I am able to make about $1,340 a month, which is the same as I would get paid for an entry-level fashion job.

My rent is 300,000 Japanese Yen, or about $2,020 a month. My boyfriend and I split two-thirds of the rent evenly, and his company pays for one-third of it.

I am currently a bit hesitant to rejoin the fashion industry, but if, in the future, I am able to better manage my symptoms and am feeling creative again, I hope to pursue fashion again.

Even as a foreigner, I feel right at home in Japan and have no plans to move back.

Our Context

Kiara College is a vibrant learning community located on the western edge of the Swan Valley. Founded in 1974 as Lockridge SHS, our name change in 2015 marked our first year as an IPS school and the first year we included Year 7 students in our intake. Catering for Years 7-12, Kiara College boasts a comprehensive and innovative program that supports students to achieve their potential. Students can follow an ATAR, General or VET pathway, preparing them for university entry, TAFE or the workplace. Our ethos encourages personal development and academic aspiration while igniting a passion for lifelong learning. Well researched and evidence based decision making is a hall mark of our practice.

We have a diverse student population of approximately 440 with 28 different nationalities represented. More than 20% of our students identify as Aboriginal and or Torres Strait Islander. We celebrate and embrace our diversity with a range of programs and activities aimed at promoting respect for all. Highlights of the school calendar include Harmony Day and NAIDOC celebrations. Aboriginal students at the college are supported through the AEIO, Girls Academy and the Follow the Dream: Partnerships for Success program through an outreach program.

A wide range of partnerships with community groups and agencies such as The Smith Family, Rotary, YWCA, FoodBank, Girls’ Academy, Youth Focus and CPFS enhances the support and opportunities we provide our students with. With many students experiencing financial and social difficulties, we provide an extensive array of support ranging from scholarships, specialist programs and mentoring to our ever popular Breakfast Club. Our Student Services team includes a school psychologist, nurse and chaplain, who with other staff, lead a proactive approach to improving the resilience and wellbeing of all students. We are an Act, Belong Commit school and actively promote a positive approach to mental health and wellbeing. We are implementing a whole school approach to embed positive behaviour management strategies across the college. Our behaviour matrix is developed around the core behaviours of Respect, Responsibility, Care and Effort.

We are very proud of the significant value adding our educational programs provide to our students. As approximately 30% of our Year 7 students begin their secondary education below National Minimum Standards in NAPLAN, Literacy and Numeracy are a strong focus. The success of our interventions is remarkable. The average progress of our students from Year 7-9 is typically above that of Like Schools, WA Public Schools and Australian Schools. We use a pedagogical approach based on Explicit Instruction. Reading Mastery and Maths Mastery programs are used extensively with identified students.

Kiara College offers a unique educational experience in many ways. One particularly distinctive feature is the school farm. The fully functioning farm includes five hectares of irrigated land and houses livestock including poultry, cattle, sheep and trout. It also supports a horticulture program. Kiara College offers an approved Specialist Program in Agriculture, one of only two schools in the metropolitan area to do so. We have a long tradition of outstanding results in agricultural competitions such as The Perth Royal Show and Wagin Woolarama, and have extensive links with both tertiary and industry sectors. Our Primary Agriculture Awareness program enables more than 1500 primary school students annually from all over Perth to experience engaging and hands-on food and fibre production as well as explore global sustainability issues.

Kiara College also has an approved Specialist Basketball Program which enables students to develop their skills and tactical knowledge while also attaining qualifications in umpiring, coaching and First Aid. Our teams do exceptionally well consistently making regional finals and their talent has been recognised by repeated invitations to play exhibition games at Perth Wildcats games. The diversity of our student sporting prowess is further developed through our unique KiaraSurf and KiaraLympics events as well as interschool carnivals. Particularly success has been the recent introduction of the Nic Natanui Football Academy.

Our Contemporary Music Program is supported by the School of Instrumental Music with expert tuition and focuses on guitar, drums and vocals. Students perform at school and community events by invitation and consistently represent the college with distinction. Along with our talented Dance and Art students their skills are showcased at both KFest and the annual Arts Soiree. The Arts Learning area is further enhanced by the dedicated Media hub.

We provide a differentiated curriculum in order to extend and support students of all abilities in their individual learning journeys. In addition to our dedicated staff implementing the West Australian Curriculum in innovative ways we offer academic extension opportunities including our long standing tertiary partnerships with both UWA Aspire and ECU and our recently introduced STEM program. We enjoy strong partnerships in a variety of industry sectors that enable student access to real workplace learning environments and enhance career and employment opportunities. Our Learning Support Unit caters for students with mild intellectual disabilities and promotes integration with mainstream students where possible.

Kiara 2020 sets out the key strategies we intend to implement in order to support our students to be successful.

Measuring Success

We use the plan-act-assess continuous cycle of school improvement to monitor the effectiveness of our strategic plan. Our targets relate directly to student performance and are based on careful analysis of available data. For the three year planning cycle of Kiara 2020 we have identified general targets for improvement from which we create more specific or SMART targets to guide annual operational plans. The data analysed reflects both academic and affective domains.

We consider both longitudinal and disaggregated data to assist in identifying patterns and trends that inform our planning. Our aim to close the gap between indigenous and non- indigenous student achievement, for example, leads us to disaggregate according to Aboriginality as well as gender and year group. Other recognised sub groups at Kiara include Learning Support students, English as an Additional Language or Dialect (EALD), Girls Academy students as well as Nic Natanui Football Academy students.

IPS Independent Public School. An Independent Public school is a public school where the principal has been given increased flexibility and responsibility to make local decisions across a range of school operations to enhance education outcomes for students.

ATAR Australian Tertiary Admission Rank courses. These courses are examined by the School Curriculum and Standards Authority. The ATAR is used to determine eligibility for university admission.

New student loan repayment plan could make it easier for borrowers to become homeowners

A new, more affordable repayment plan for federal student loan borrowers may come with another advantage: It could make it easier to become a homeowner .

The Saving on a Valuable Education, or SAVE plan , can cut borrowers' monthly payments in half, and leave many people with a $0 bill. The Biden administration officially rolled out "the most affordable repayment plan yet" over the summer .

"Switching to a repayment plan that has a lower monthly payment can help a borrower qualify for a mortgage," said higher education expert Mark Kantrowitz.

Half of student loan borrowers — including 60% of millennial borrowers — who haven't yet purchased a home say their education debt is delaying them from doing so, according to a 2021 report by the National Association of Realtors.

Here's how the SAVE plan could soon change that, experts say.

Smaller payments can help prospective homebuyers

Your  debt-to-income ratio , which is usually calculated by dividing all your monthly debts by your monthly income, is a key factor in mortgage underwriting, said Christelle Bamona , a senior researcher at the Center for Responsible Lending.

"Those eligible for SAVE will experience reduced payments, which will in turn lower their debt-to-income ratio," Bamona said. Most borrowers should qualify for the SAVE plan as long as their loan is in good standing.

Borrowers making payments on their student debt who enroll in SAVE could see their ratio fall somewhere between 1.5% to 3.6%, according to a new report by the Center for Responsible Lending.

Here's how that happens.

For one, the SAVE plan increases the income exempted from your payment calculation to 225% of the poverty line, from 150%. As a result, the first roughly $33,000 of your income won't be factored into your monthly obligation, up from around $23,000 on the other income-driven repayment plans. These numbers represent single individuals. More income is protected as family size increases.

Starting in July, an even bigger perk of the plan will be available.

Instead of paying 10% of your discretionary income a month toward your undergraduate student debt under the previous Revised Pay As You Earn Repayment Plan, or  REPAYE , borrowers will be required to pay just 5% of their discretionary income. The SAVE plan has replaced REPAYE.

Kantrowitz provided some examples of how much borrowers could see their bills drop.

Previously, someone who made $40,000 a year would have a monthly student loan payment of around $151. Under the SAVE plan, their payment would fall to $30.

Similarly, someone who earned $90,000 a year could see their monthly payments shrink to $238 from $568, Kantrowitz said.

How Wall Street trades student loans

In the past, most mortgage lenders assumed that a borrower's monthly student loan payment was a certain percentage of their loan balance, even if the actual payment was lower, Kantrowitz said.

Fortunately, he said, "They now base it on the actual loan payment ."

There's one catch: Many mortgage lenders won't use a $0 monthly student loan payment in their underwriting process, which the SAVE plan could leave many borrowers with. In such cases, lenders may still calculate your monthly obligation as a share of your total debt.

The Center for Responsible Lending wants to see this change.

"By not counting their monthly payments as $0 in the underwriting process, lenders are artificially inflating consumers' monthly debt obligation," Bamona said. This could potentially prevent millions of low-income Americans from getting a mortgage, she added.

Saving for a down payment may be easier under SAVE

The SAVE plan may also help more people get in financial shape to buy a house, experts say. That's because a smaller monthly payment could enable them to direct more cash to their savings, and reach their down payment goal faster.

Student loan borrowers who are first-time homebuyers may also be eligible for financial assistance , Bamona said, and should research their options.

"Grants or down-payment assistance programs may be accessible to first-time homebuyers, provided by agencies and organizations within their state or municipality," she added. Don't miss these stories from CNBC PRO:
