After years of uncertainty, 2023 offered a window into a new normal for the construction industry – and despite lingering recession concerns, the industry and opportunity for growth are strong. Over the past year, we saw landmark legislation unlock substantial funding for critical projects aimed at modernizing our nation's airports and enhancing our overall climate resilience. Manufacturers are urgently moving to re-shore operations to circumvent future supply chain disruptions. While a recession seemed all but certain in 2023, the country may have pulled off a “soft landing” after all – boosting consumer spending and instilling confidence in entertainment developers.

These trends are converging to create significant demand for megaprojects – landmark builds that exceed $1 billion in budget. Megaprojects often become the cornerstones of a contractor’s portfolio, and I expect they will define the industry in 2024.

Here are the construction sectors to watch as we embark on a new year.

The infusion of $25 billion of federal funds from the Bipartisan Infrastructure Act, coupled with a significant increase in consumer travel, resulted in a surge in aviation projects in 2023. Given that the average age of U.S. airports exceeds 40 years , I foresee a sustained demand for aviation projects in the near future. After years of recovery, global airport travel is expected to reach 9.4 billion travelers in 2024 , finally exceeding pre-pandemic levels. To meet the demand, airports are spending billions to increase their capacity to help guests reach their destinations efficiently and safely. Airports will continue to invest billions into new terminals and enhancements such as consolidated rental car facilities (CONRAC), while also modernizing their technology and guest experience . The growing adoption and understanding of the benefits of public-private partnership (P3) delivery method is further helping regional municipalities finance and break ground on airport mega-projects.

Investment in clean infrastructure continues to grow, with energy generated through solar panels, windfarms and other carbon-neutral methods expected to overtake coal-produced power as the world’s top source of energy by 2025. Government funding is helping to accelerate the transition – and build the demand for new solar field projects. The White House reports the private sector has announced  $133 billion in investments in clean energy, partially motivated by the Inflation Reduction Act.

PCL Construction is on the forefront of this transition. To date, PCL’s Solar Division has designed over 60 ground-mounted projects that account for more than 4 gigawatts of solar energy (enough to power more than 600,000 homes), and four more projects are currently underway. Our solar division secured over $1 billion in new projects in 2023 , with plans to expand our workforce by 25% to meet the growing demand for renewable energy construction over the next year.

Semi-conductors power everything from cellphones to cars, and East Asia produces 75% of the world’s supply . After decades of sending manufacturing facilities overseas, a new urgency to re-shore operations has resulted in manufacturing construction starts skyrocketing 156% over 2019 levels , according to data analysis from Construction Dive. The $39 billion in funding for manufacturing from the CHIPS Act is far from drying up, fueling growth in the sector. In 2022 alone, the U.S. completed $108 billion in factory construction. Coupled with the Infrastructure and Reinvestment Act, this creates a perfect storm of U.S. smart manufacturing investment. With continued green energy investment in solar photovoltaic panel plants, electric vehicle and battery plants, the U.S. is on track to becoming the global leader in advanced manufacturing in the next 5-10 years. This will create good-paying, advanced manufacturing jobs and security for U.S. supply chains.

Despite economic uncertainty, Americans have consistently increased their spending on entertainment and travel, up 6% and 7% respectively over 2022, according to a recent report by McKinsey & Company . As a result, developers are continuing to invest in ambitious entertainment projects, with a new focus on geographic accessibility: Oklahoma and Tennessee will soon host two new amusement parks, serving as a drivable entertainment hub for the surrounding states. As park owners look to build new attractions in 2024, they’re keeping capacity front and center, creating a chain reaction across the tourism industry. With theme parks designed to welcome more guests than ever, the demand for the construction of surrounding hotels and restaurants is also growing.

There’s no denying that inflation has impacted the cost of travel – and at higher price points, today’s tourists have high expectations. Almost every hospitality project currently underway by PCL Construction teams is classified as “luxury.” Our teams are beginning to self-perform more aspects of a project than ever to control quality, schedules, and meet the high standards of excellence set by our clients.

The demand for sports stadiums or renovation projects is growing at a faster rate than even before the pandemic. With the NCAA’s adoption of the name, image and likeness policy that allows student-athletes to profit from their time on a college team, universities are updating their facilities to attract top talent. Incentives from the NFL for franchises to enhance their technology is providing funding for stadium renovations, boosting demand for construction at stadiums across the country.

As teams raise ticket prices to help cover the cost of growing pro-athlete salaries, they’re also looking to construct stadiums with state-of-the-art amenities that justify the price of admission. Over the past year, NFL teams announced billions of dollars worth of investment into new stadiums, often securing hundreds of acres to build anchored entertainment districts around the facility. The goal is to turn a few hours at the stadium into a day-long destination for fans. These complex projects will shape the future of entertainment construction in 2024 and beyond.

The continued, significant investments into our country’s infrastructure and entertainment markets underscores the confidence of the U.S.  government and developers in the resiliency of the construction industry. As complex megaprojects become the norm in construction, 2024 will provide immense opportunity for agile contractors skilled in innovation – and will necessitate a larger workforce. The construction industry is not slowing down, making solving the continued labor shortage a top priority for 2024.

Top 7 u.s. megaprojects under construction in 2023.

From the Hoover Dam in Nevada to the Golden Gate Bridge in San Francisco, the United States is home to some of the most ambitious megaprojects in history. Today, the country continues to push the boundaries with new, billion-dollar construction projects spanning multiple industries, including infrastructure, renewable energy, science attractions and more.

But when the pandemic sparked supply chain disruptions, labor shortages and economic uncertainty, these mega construction projects were put on temporary hold, causing serious delays and cost overruns . Fortunately, as the world rebounds from the height of the pandemic, we’re seeing many of these projects get back on track.

For instance, in the last edition of this series , we spoke about the California High-Speed Rail program, which aims to connect San Diego, Los Angeles, San Francisco and Sacramento through a high-speed railway. Of course, a massive infrastructure project like that will take years before completion, so while we wait to see the results, let’s look at some new megaprojects to watch in 2023 and beyond.

7 Megaprojects Underway in the U.S.A.

Here are the top seven megaprojects currently under construction in the United States:

1. Southeast Connector (Dallas-Fort Worth Area)

The Southeast Connector Project is a 16-mile-long infrastructure project with an estimated total cost of $1.6 billion, according to the Texas Department of Transportation (DoT).

With construction already in progress, the project aims to accomplish several objectives:

  • Widen I-20 to 10 traffic lanes, from I-820 to U.S. Route 287.
  • Widen I-820 to eight traffic lanes, from I-20 to Rosendale Street.
  • Rebuild the interchanges between the freeways and U.S. Route 287.

Texas DoT hopes the Southeast Connector will improve travel safety and efficiency, ease traffic congestion and promote trade around the Fort Worth area. While it is the project with the lowest construction cost on our list, it still represents the largest transportation infrastructure investment in the history of the state’s Fort Worth district.

2. Madison Square Garden Sphere (Las Vegas, NV)

The Madison Square Garden (MSG) Sphere in Las Vegas is an enormous, sphere-shaped stadium currently under construction at The Venetian Resort. Since breaking ground, the total cost has ballooned by 9% due to inflation, reaching an estimated $2.18 billion . Despite the cost overruns, the project is still on track to finish construction in the second half of 2023.

With the capacity to hold 20,000 visitors plus 23 VIP suites, the sphere will have obvious economic benefits for the State’s tourist economy. As part of the project, MSG Entertainment plans to install wrap-around LED displays on the sphere’s interior and exterior for high-resolution images visible from miles away. Inside, a spatial sound system and immersive 4D functionality aim to transport visitors into the on-screen environment for a unique experience that attracts crowds from around the world.

3. Gordie Howe International Bridge (Detroit, MI)

At over half a mile (853 meters) long, the Gordie Howe International Bridge will be the longest cable-stayed bridge in North America when it’s complete. Connecting Detroit, Michigan, to Windsor, Ontario, Canada, this massive infrastructure project has an expected construction cost of $4.5 billion . The goal is to reduce congestion on the nearby Ambassador Bridge — especially for commercial trucks.

With six lanes for traffic and a 12-foot wide walkway for pedestrians, the Gordie Howe International Bridge will facilitate greater cross-border travel to accommodate the expected increase in traffic over the next few years. On either side of the U.S.-Canadian border, both countries plan on building some of the largest border facilities in North America to help streamline international travel.

4. American Legion Bridge Replacement (Bethesda, MD)

The New American Legion Bridge I-270 Traffic Relief Plan aims to tackle one of the nation’s biggest bottlenecks between Maryland and Virginia. In addition to constructing a new American Legion Bridge, the infrastructure project will also include 37 miles of highway improvements along I-270 (from I-380 to I-70).

The relief plan is split into two phases:

  • Phase 1 (South): The first stage of the project will cover replacing the American Legion Bridge, along with two new High Occupancy Toll managed lanes to I-495 and one to I-270.
  • Phase 2 (North): This second phase is in the early stage of developing a transportation study to inform plans for future improvements.

While the estimated construction cost is $6 billion , the Center for Regional Analysis at George Mason University predicts these improvements will generate around $12.6 billion in economic activity.

5. Related Santa Clara (Santa Clara, CA)

Related Santa Clara is a new mixed-use development currently underway, covering 240 acres with a variety of commercial, residential and retail properties. As a public-private partnership between the City of Santa Clara and Related Companies, this project aims to transform the current space from a golf course into an innovative, entertaining destination for locals and visitors alike.

At an estimated $8 billion , Related Santa Clara will be the largest mixed-use private project in Silicon Valley. With plans to incorporate expansive public spaces and transit upgrades with the city’s existing transportation network, the development will facilitate easy travel for residents, employees and tourists, putting more money into the local economy.

6. Hudson Tunnel Project (New York City, NY)

The Hudson Tunnel Project is part of the long-awaited Gateway Program — a network of construction projects with the shared goal of repairing and replacing the century-old railway tunnels that run under the Hudson River. While there were plans to repair the tunnel and add capacity since 2009, there was little action until 2012, when Hurricane Sandy caused significant flooding. As a result of the damage, workers are unable to make repairs until they build new tunnels.

While the U.S. DoT recently invested $292 million in the infrastructure project, it’s only a fraction of the $16 billion expected construction costs. However, the Gateway Program estimates the new and repaired tunnels will generate $19 billion in economic activity throughout construction while providing long-term resiliency against extreme climate events.

7. JFK Airport Expansion (New York City, NY)

The JFK Airport in New York City is undergoing a complete overhaul with a total cost of $18 billion , including 23 new gates for several terminal projects. Terminal 8 completed its modernization in 2022, while Terminals 1, 2, 3, 4 and 6 are expected to advance soon and complete construction by around 2030.

Last year, the $9.5 billion Terminal 1 project broke ground, and the airport has just recently celebrated the start of the third and final phase. Meanwhile, construction is set to begin on the $4.2 billion Terminal 6 project — a 1.2 million square foot area with 10 new gates. Together, these terminal transformations will help JFK Airport accommodate more airplanes and passengers while facilitating faster, more efficient travel.

Construction begins on Winter Haven's Jersey Commons, a 68-unit affordable housing project

construction projects 202

WINTER HAVEN — Construction has started on a new 68-unit affordable housing project in Winter Haven , which takes aim at more than just a housing shortage.

Tampa-based developer Blue Sky Communities and its partners broke ground Feb. 16 on Jersey Commons, a new affordable housing community being built at 2817 Jersey Road N.W. in Winter Haven.

"Polk County is one of the fastest growing areas in the USA and Blue Sky Communities is committed to helping local governments keep up with the demand for affordable rental housing," Shawn Wilson, Blue Sky's president and CEO, said in a press statement. "We are providing not only housing but counseling and services for a population that needs and deserves it."

Jersey Commons will consist of a three apartment buildings with a total of 68 units. It will have a mix of 52 one-bedroom and 16 two-bedroom apartments, ranging from 643 to 878 square feet in size. The estimated rents are $402 to $964 per month, based on the occupants' income being under 30%, 50% or 60% of the area's average median income.

In 2023, about 50% of the average median income for Lakeland-Winter Haven metro area was $25,000 for an individual and $35,700 for a family of four, according to the U.S. Department of Housing and Urban Development.

In addition to housing, Jersey Commons will provide coordinated residential services, including primary care and mental health treatment, through its collaboration with Tri-County Human Services and Central Florida Behavioral Health Network.

“This is really a transformative moment for Winter Haven and the Polk County community," Mayor Nathaniel Birdsong said. "This initiative represents a powerful collaboration aimed at addressing the critical need for affordable housing and comprehensive support services and sets a new standard in our community."

The project is an estimated $23 million investment. The complex's first tenants are anticipated to move-in early 2025. Residents with Section 8 vouchers or other rental assistance programs will be accepted. Those individuals interested in learning more or pre-registering can visit jerseycommons.com.

Annual child well-being report: Polk County ranks 53rd of 67 in Florida

Blue Sky Communities is mid-construction on Florence Place , an 88-unit affordable housing complex in the northeast section of the city. It features one, two and three-bedroom units with a clubhouse, pool and playground. Originally estimated to open this spring, the complex's website now indicates rental applications will be available this spring with tenants moving in later in the year.

Multi-billion-dollar hydrogen hub project in Whiting likely to be biggest in state history, employing 16,000 construction workers

More than a decade ago, the $4.2 billion BP Whiting Refinery Modernization Project was a major shot in the arm for the Calumet Region economy, a boon that meant steady work for skilled tradesmen for years and a windfall that made local union coffers flush.

As many as 14,000 construction workers toiled between 2008 and late 2013 to convert the former Standard Oil Refinery on the Lake Michigan lakefront to refine heavy crude from the oil sands region of Canada after the axis of oil production shifted.

It was the largest single private-sector investment in Indiana history.

But the upcoming Midwest Regional MachH2 hydrogen hub mega-project at the BP Whiting Refinery likely will be much larger, U.S. Rep. Frank Mrvan, D-Highland, said Friday.

The U.S. Department of Energy has pledged $1 billion to in part build a hydrogen production hub in Whiting that would serve industry in Indiana, Illinois and Michigan, helping them reduce their carbon emissions by giving them an alternative to fossil fuels. The private sector has to chip in at least another $1 billion as matching funds.

But the private sector funding for the massive project is expected to fall between $5 billion and $8 billion, Mrvan said. Building the hydrogen hub at Whiting would employ more than 16,000 skilled union tradesmen for years, he said.

That's roughly the population of Griffith.

"The hydrogen hub, which is part of the infrastructure bill, that will be built at BP Amoco will create 16,000 construction jobs. Working men and women, the construction trades, will put that together," Mrvan said. "It's a $1 billion investment from the Infrastructure Bill with an additional investment from BP of up to $5 billion to $7 billion to $8 billion. It will be a larger project in dollars and workers. BP has committed to the private investment and BP isn't the only company that will be investing. U.S. Steel, Cleveland-Cliffs, Cummins, Rolls-Royce, NiSource, all of these industries are partners and are going to be benefiting from the hydrogen hub and utilizing it for their new technologies."

That price tag could more than double recently announced mega-projects like the $3.2 billion Stellantis and Samsung SDI plan to invest in an electric vehicle battery plant in Kokomo, and the $3.5 billion GM and Samsung are pumping into an electric vehicle plant near New Carlisle in St. Joseph County.

"This is big-time stuff," said U.S. Department of Energy Under Secretary for Science and Innovation Geraldine Richmond, who was hosted by Mrvan Friday on a visit to Northwest Indiana.

The total cost of the hydrogen hub is expected to be around $6 billion to $9 billion, Northwestern Indiana Building & Construction Trades Council Business Manager Randy Palmateer said. It's expected to be built at one of three 80- to 100-acre sites within two miles of the refinery.

Construction would start in 2025, Palmateer said.

"Our apprenticeship programs have increased across the board by 25% to 30% to meet the demand of the upcoming work, mainly the hydrogen hub," Palmateer said. "All our affiliates are taking more apprentices so we're ready. On paper, the BP Whiting Refinery Modernization Project was around $4 billion. It was closer to $6 billion. This is going to be $4 billion to $5 billion more than that. It's going to lead to ancillary projects with hydrogen and carbon sequestering jobs up and down the lakefront. That's going to be the new norm. Hydrogen is going to be a major jobs giver for Northwest Indiana."

Union tradesmen will need to work on related projects, such as extending hydrogen pipelines to the steel mills and building truck terminals for shipping hydrogen to more far-flung customers, Palmateer said.

"It's going to be an awesome project. It's going to create tons of jobs," he said. "It's going to be steady work not just for the construction but for the maintenance and upkeep, like at the refinery and steel mills. It will be nonstop work. We'll have manpower out there for the upkeep and maintenance. It's good stuff for the Region. The future looks bright for construction."

The construction of the hydrogen hub could take six to 10 years, Mrvan said.

"It will probably be larger than the modernization with the asphalt. The modernization was around $4 billion to $5 billion. This is expected to go over that," Mrvan said. "The dollar amount isn't what's important. It's the products we're going to be developing after that. The utilization of the steel industry to decarbonize, we talk about that loosely. What it means is that it makes our steel industry more competitive globally around the world, to be able to hit those marks. That extends the steel industry and all the workers, the men and women working at the steel industry and all the contractors at the steel industry. That creates jobs there also. It's the gift that keeps on giving when you talk about economic development and cleaner air and cleaner water, making sure we are in the cutting edge in the world in making our steel."

Injecting hydrogen into blast furnaces will allow Northwest Indiana's integrated steel mills to remain sustainable at a time when there's increased global pressure to combat climate change by eliminating carbon emissions.

"We're advancing the technology to allow our local mills to be competitive in a global market," Mrvan said.

The U.S. Department of Energy funded hydrogen hubs across the nation to ensure the whole country was covered.

"The competition for these hubs was immense," Richmond said. "States all over the country put proposals in. I can't even describe the work that went into this. To be a winner is enormous. There are a lot of disappointed states out there. That this site got chosen as a hub, the whole region should be proud. As a born Midwesterner myself, that's why I'm so particularly proud of this one. People get a sense that all that big stuff goes to the coastal regions or the big cities. In this case, it's sitting right in the heartland."

Fewer multifamily construction projects expected to get underway in 2024

Multifamily construction may begin to slow across the country, including in Dallas-Fort...

By Anna Butler

6:00 AM on Feb 20, 2024 CST

Interest rates, inflation and general uncertainty were expected to curb multifamily building across the country last year, and early data shows that it did.

Nationwide, builders were underway with about 11.6% fewer units compared with the first three quarters of 2022, signaling a cooling in a category that includes apartments, rental homes, senior living and student housing. Reporting around multifamily building lags slightly, creating a comparative range between three quarters rather than four.

While North Texas tends to buck national trends, the narrative around projects officially getting underway is drastically different in two Dallas area regions, according to a report from Yardi Matrix published in January.

Yardi's definition of Dallas-North includes Dallas County essentially north of I-30; Collin...

Dallas-North had 16,515 multifamily starts in 2022, and as of Q3 2023, the area was pacing 48.2% ahead of where it was the previous year, indicating at a minimum that units were being built at an even faster pace.

In contrast, Yardi’s Dallas-Suburban region was down 34.2% in Q3 2023 compared with where it was at the same time in 2022, a year that saw 14,651 multifamily units get underway.

Yardi Matrix divides the Dallas area into two designations.

Dallas-North for the company includes Dallas County essentially north of Interstate 30, Collin County; an eastern tranche of Denton County that includes Frisco, Little Elm, Aubrey and Pilot Point; and Rockwall County north of I-30. Key markets include part of Dallas, Plano, part of Garland, Carrollton, Richardson, McKinney, Frisco, Addison, Allen, part of Mesquite, The Colony and Farmers Branch.

Its definition of Dallas-Suburban includes southern portions of Dallas, Rockwall and Hunt counties below I-30, along with Ellis and Kaufman counties. Communities of note include Balch Springs, Coppell, part of Dallas, Denton, DeSoto, Duncanville, part of Garland, Grand Prairie, Irving, Lancaster, Lewisville and part of Mesquite.

Yardi analysts project that multifamily construction starts will continue to slow in 2024 as the planned development pipeline flatlined last year.

But cautious optimism may be warranted for investors and developers, said Megan Smith, managing director of multifamily for Dallas-based Trammell Crow Residential.

Related: Dallas-Fort Worth apartment leasing can’t keep up with construction

“There are definitely more conversations about capital deployment and finding opportunities for that,” she said.

While 2024 may be more reserved, there should be a lot more momentum moving into 2025 and 2026, said Smith, who joined Crow Holdings Capital in 2008 after she graduated from Texas Christian University.

Trammell Crow Residential focuses on two apartment products in its multifamily platform: Alexan, a luxury offering, and Allora , what it calls an “attainable” housing option.

“ Supply is a consideration in all of our markets, and it is for Dallas as well. With Dallas fundamentals, we have a strong market. While it ebbs and flows, we’ll be able to ride the wave,” she said.

The outlook comes as the U.S. saw a record-number of apartments completed in 2023 , accounting for the largest number of new apartment units added in 36 years, according to RealPage. The rental home space has also become more crowded , with Dallas-based Invitation Homes reigning in its projected rent growth to deal with the competition.

The surge in new stock coming online bodes well for renters, who are unlikely to see pre-pandemic rents, but are also unlikely to be hit with drastic rent spikes in the next year or two.

Smith said that 2024 and even 2025 may see softening among rents in some Dallas-Fort Worth submarkets due to the abundance of supply and what’s in the pipeline.

“Coming out of 2025 and into 2026, we’ll start to see [multifamily] stabilizing, and there’s going to be a wave of rent growth that we’re capturing going into 2026 and 2027 due to the supply coming online. For now, you’re seeing negative to minimal rent growth,” Smith said.

Alternating lane closures will be in place in both directions during off-peak travel hours, PennDOT said, and weekend detours will be in place. Work will begin on Wednesday, June 23 from 9 a.m. to 3 p.m.

PennDOT calls this a "critical" part of the multi-phase, $54 million effort to improve travel on a 9.1 mile stretch of U.S. 202, leading up to Route 309 in Montgomery Township.

Work will include five-foot bicycle lanes in both directions, new sidewalks, sound walls and retaining walls, pavement markings, new signage, drainage improvements, and Intelligent Transportation Systems technology.

While closures for this phase are expected to only a short time, the entirety of the 9.1 mile stretch is expected to be completed by fall 2027.

Capitol Drive construction begins Feb. 26 in Pewaukee and is expected to last until fall

construction projects 202

PEWAUKEE - The road to a smoother journey continues westward as a new round of Capitol Drive construction begins on a stretch that includes the village's biggest commercial district.

Beginning Monday, Feb. 26, construction crews will work on various road rehabilitation and traffic enhancement tasks from Five Fields Road (just east of Highway 164) to Highway 16. It's a 1.5-mile, $9 million project that runs past a concentration of big-box businesses such as Walmart, Menards and Costco and all the smaller commercial spots and restaurants nearby.

Wisconsin Department of Transportation officials, who announced the project's start Wednesday, noted that the road itself won't close, though some ramps will be subject to long-term closings during a project that's loosely scheduled to run into this fall.

What work will be done during the Capitol Drive project in Pewaukee?

While the road surface itself will get a facelift, the work involves a number of tasks.

According to transportation officials, concrete pavement from Highway 16 to the Forest Grove Drive/George Towne Drive intersection will be replaced, and the asphalt pavement in the remainder of the project area will be resurfaced.

Crews will also add new traffic signals at the westbound off-ramp at Highway 16 and Capitol Drive and replace five sets of traffic signals at other intersections. Also, sidewalk curb ramps will be upgraded to meet current Americans with Disabilities Act standards.

How will traffic be limited from Highway 16 to Highway 164?

Traffic along Capitol Drive itself will be reduced to one lane in each direction, shifting lanes as the roadwork progresses. That means that the highway itself won't close, leaving it as an option for those who don't want to use other east-west routes such as Interstate 94.

Transportation officials added that accesses to businesses will not be affected.

Will there be any closures on ramps at different points?

Yes, but the schedule about the exact timing of the closures isn't yet specified beyond the first few weeks.

For starters, the only closures set to run from Feb. 26 to March 23 are the right lane on Capitol Drive eastbound between Highway 16 and Hunters Ridge Road, various lanes on Highway 164 in the area of the Capitol Drive intersection, and the left lane of the eastbound offramp from Highway 16 to Capitol Drive.

Updates will be posted on the closures tab on WisDOT's project information page , which includes summaries of all the work.

When will the Capitol Drive project in Pewaukee end?

It's not date-certain. The project is listed as running into "fall of 2024," which generally means that work is expected to reach into October. Depending on weather conditions and lead contractor Michels Corporation and subcontractors, other similar projects have stretched into late November.

Previously, work on Capitol Drive took place farther east in 2018 and 2022 .

Reconstruction, Widening of Route 202 Set to Begin Next Week in Lower Gwynedd

(Editor's note: the following is a press release from PennDOT.) The Wolf Administration announced last week that construction will begin on Monday, Jan. 27 on a project to widen and reconstruct nearly three miles of U.S. 202 from south of Morris Road to Swedesford Road in Whitpain and Lower Gwynedd townships.

“This project is a critical part of a multi-phase program to reconstruct, widen and improve travel on a 9.1-mile section of U.S. 202 and selected intersections between Johnson Highway in Norristown and Route 309 in Montgomery Township,” Governor Tom Wolf said.

Construction on the first mainline section (65N) from Route 309 to Hancock Road was completed in 2012. Construction is ongoing on the second mainline section (61N) from Township Line Road to Morris Road. Under this section (65S), PennDOT will make the following improvements:

  • Reconstruct and widen U.S. 202 from two lanes to five lanes with a center turn lane from Morris Road to Grasshopper Lane and from Schoolhouse Lane to Swedesford Road;
  • Widen U.S. 202 from two lanes to four lanes with a mountable median curb from the Wissahickon Creek crossing to south of Schoolhouse Lane;

Features & Highlights

  • Project team completed work eight months earlier than anticipated schedule
  • Maintained continuous flow of traffic during construction through use of lane closures and phased construction

Project Overview

Sundt and a joint venture partner widened 10 miles of the Loop 202 freeway that runs through Phoenix and Tempe. The Arizona Department of Transportation project improved traffic flow by adding general purpose lanes along 10 miles of the freeway’s eastbound side and approximately 2 miles along the westbound side. Twenty-two bridges were widened as part of the project, including a mile-long bridge that spans the Salt River, which Sundt originally constructed in the 1990s.

The widening of the existing bridge over the Salt River required temporary fill to be placed across the channel and adjacent to protected wetlands. To comply with federal clean water standards, a floating turbidity curtain was installed across the river to capture sediment generated from construction before it could flow downstream. This was the first time this curtain had been used in Arizona.

This design-build project was fast-tracked with a total design and construction schedule of only 600 calendar days. Despite heavy rainfall and flooding in the Salt River, the team completed the project eight months earlier than ADOT’s original anticipated schedule.

The project was constructed using lane closures and phased construction to maintain continuous flow of traffic during construction.

“This project will be used as the model of what can be accomplished when a design-build partnership works as well as this team’s partnership worked.” Robert Samour, Deputy State Engineer, Arizona Department of Transportation

Fire Central is home to Station No. 1 and the TFD’s administrative and fire prevention support personnel. The 70,000-square-foot, two-story structure includes firefighter living accommodations, six apparatus bays, fire department offices, Tucson’s emergency operations center and a public museum, all constructed over a below grade, two-level, secure parking garage.

We took great care to fit the big, municipal building into the style and scale of the surrounding historic neighborhood. Meetings were held with neighborhood representatives at the onset of design to help guide the project to a completion that would enhance the area while providing a modern facility for the fire department. We maintained close contact with neighbors throughout the project, adjusting building processes to minimize the day-to-day impacts on their lives. We also addressed their concerns about protecting a nearby historic chapel that was extremely fragile. The team made minor repairs to the structure prior to beginning construction on Fire Central and closely monitored seismic activity from construction equipment to prevent damage to the structure.

Not only did the completed Fire Central provide the TFD with a state-of-the-art facility, the process of building it also helped enhance the community and strengthen the relationship between the neighborhood and the city.
