NFL Week 3 Officiating Angles: Finding Edges in Saints-Packers, Patriots-Jets and Eagles-Buccaneers

In this brand-new column, we use officiating tendencies to help make NFL picks. The column went 1-2 last week, falling to 3-3 on the season. We cashed easily with the Chiefs-Jaguars Under, but lost the Bengals and Browns against the spread.

In Week 3, we are focusing exclusively on totals.

This season, Joe Gibbs (not the Hall of Fame coach, the NFL referee expert who tweets @NFLrefstats) is collaborating with SportsLine to provide weekly officiating angles. He analyzes the NFL referee assignments from the moment they are released each Tuesday.

Before you make any Week 3  NFL picks  or NFL parlays, you need to see what Gibbs and SportsLine senior analyst Larry Hartstein have to say about the officiating crews' tendencies.

A former lead writer for Covers and The Linemakers, Hartstein combines a vast network of Vegas sources with an analytical approach he honed working for Pro Football Focus. Larry tied for 52nd place (out of 1,598 entries) in the 2022 Westgate Las Vegas SuperContest, going 53-34-3 ATS. Those selections formed the basis of his SportsLine NFL best bets, which finished 36-26-1 last season and began this season 4-2 through two weeks.

We can tell you Hartstein and Gibbs are betting Over 42 (at DraftKings) for Saints-Packers despite New Orleans going Under in eight straight games dating to last season.

The assigned referee, Brad Rogers, is 37-24 to the Over in his career and ranks third this season with 116 penalty yards (on an average of 16 flags) per game. The Over is 1-1 with Rogers this season, though his games averaged 51 points.

"Rogers is calling 25% of his penalties on defensive backs, above the NFL average," Gibbs noted.

Here’s your weekly referee assignment: the NFL has scheduled Brad Rogers and his crew to oversee Week 3’s game between the New Orleans Saints and Green Bay Packers, putting one of the league’s most flag-happy officiating staffs in line for a prominent matchup in the early-afternoon slate.

New Orleans has been fouled just 10 times through the first two weeks, tied for seventh-fewest around the league; their 77 penalty yards are eighth-fewest. Conversely, the Packers are one of the most heavily-fouled teams with 16 penalty flags (tied for 28th) for 130 penalty yards (24th). Green Bay has drawn fouls for 7 pre-snap penalties, tied for second-most.

The Saints are 3-4 in games with Rogers on the field as a referee, having won their last matchup against Cleveland Browns late last season. The Packers are 3-1 in games he has officiated — but they lost their last game, the 2022 season finale with the Detroit Lions with a playoff berth on the line in Aaron Rodgers’ last start.

Rogers has officiated a game between the Saints and Packers before, too. The Saints lost their 2020 meeting at the Caesars Superdome by 37-30 while drawing 8 fouls for 83 penalty yards. Green Bay was penalized twice for 10 yards.

That’s all ancient history now, of course. Right now Rogers’ crew is tied for the second-most penalty flags thrown (37) through two weeks, though just 32 of those fouls have held up (15 on home teams, 17 on visitors). They are especially vigilant for offensive holding fouls (6) and false starts (4), so the Saints will need to be mindful at the line of scrimmage.

Bill Vinovich’s Impact on Chiefs vs. 49ers in Super Bowl 58

The Chiefs and 49ers meet in Super Bowl 58. The game will officiated by Bill Vinovich, his third Super Bowl as a head referee.

Bill Vnovich was in charge of proceedings in the Chiefs’ 31-20 victory over the 49ers in Super Bowl 54 to conclude the 2019 NFL season. This game marks the first time the same referee has officiated a Super Bowl rematch.

Vinovich is the epitome of a “let ‘em play” referee, especially in postseason games.

We have detailed the decline in offensive holding penalties throughout these playoffs versus regular season averages. Expect that to continue in Super Bowl 58.

San Francisco 49ers defensive end Nick Bosa brought the issue to the media’s and hopefully the officiating crew’s attention in the lead-up to the big game.

The Chiefs have been the number one beneficiary of the reduction in offensive holding in the playoffs. It would be an ideal scenario for the 49ers to see more offensive holding calls in Super Bowl 58, but that is unlikely.

The all-star officiating crew is a topic of conversation when assessing the Super Bowl. How can we preview a game if the referee in charge doesn’t have the entirety of his regular season crew on the field?

It’s a valid point, and we did an in-depth look at this last week.

If there is one surefire playoff trend, regardless of the crew makeup and the head referee, it’s the emphasis on reducing overall penalties.

Look for the Vinovich-led crew in Super Bowl 58 to follow that script.

Now, let’s assess the strengths and weaknesses of the teams in the Super Bowl from a penalty perspective and how the officiating of the Bill Vinovich-led crew will potentially impact these games

Penalty Tendencies:

  • Since Bill Vinovich’s first Super Bowl as a head referee between the Patriots and Seahawks in 2015, his games are averaging 9.5 penalties for 78.4 yards. Keep these numbers in mind for any penalty props that may be available for this Super Bowl
  • The Chiefs overall offense and offensive line issues were well-documented throughout the 2023 season. The penalty issues for the Kansas City offense have seen a sharp decline in their playoff run
  • The Chiefs averaged 5.3 penalties per game in the 2023 regular season, with 63% committed by their offense. That averages out to around 3.5 offensive penalties per game
  • The Chiefs are averaging just 2.6 penalties per game on their current playoff run, with the offense responsible for 70% of penalties. That amounts to around 1.8 offensive penalties per game, a significant drop from the regular season average. Since the drop in offensive penalties is primarily via offensive holding, it’s a huge boon to a Kansas City offense that struggled at times in 2023
  • The decline in offensive holding is standard operating procedure every season in the playoffs. The NFL wants an aesthetically pleasing product in highly viewed postseason games. It just so happens Kansas City is the biggest beneficiary of this in 2023
  • The 49ers offense is responsible for just 46% of the team’s overall penalties in 2023, with their offensive line responsible for just 24% of the team’s overall penalties
  • The 49ers were a below-average penalized team for offensive holding in 2023
  • In their Super Bowl 54 matchup in 2020, there was one offensive holding penalty called by Vinovich’s crew. More notable in that game were the non-calls, particularly in situations involving the aforementioned Nick Bosa 
  • The 49ers and Chiefs defensive units are the two least impactful at generating offensive holding penalties on the opposing offenses in 2023, ranking 31st and 32nd respectively. In their five combined playoff games in the 2023-24 playoffs, these defenses have generated one accepted offensive holding penalty and have had one additional call declined
  • Vinovich ranks second for false start penalties per game
  • The 49ers and Chiefs share a common trait in penalties surrendered via passing plays. Defensive pass interference makes up the bulk of penalties surrendered in this category, with 61% of the Chiefs’ infractions and 58% of the 49ers’
  • The back judge in Super Bowl 58 is from the Land Clark crew. One of the more controversial no-calls in 2023 came in Chiefs at Vikings in Week 5. It was a late-game defensive pass interference by L’Jarius Sneed on Vikings wide receiver Jordan Addison . The flag was thrown by the side judge but picked up after a discussion with the back judge and head referee Land Clark.
  • The 49ers and Chiefs offenses are top five beneficiaries of defensive holding infractions
  • The Vinovich-led crew has members from the Clark, Shawn Hochuli, and Tra Blake crews. All three were above average calling defensive holding.
  • Vinovich is co-ranked number one for illegal use of hands penalties and second overall for illegal block in the back penalties in 2023. These are two categories the Chiefs are highly penalized in versus league average. These infractions are more likely to get called in Super Bowl 58 with the Vinovich and Hochuli crews heavily represented in this game
  • No referee has called fewer roughing the passer penalties than Vinovich since the start of the 2018 NFL season, averaging one approximately every seventh game officiated. This is far fewer than other referees over that same stretch. Across the board, the average is one roughing the passer penalty approximately every 2.5 games officiated. Keep these roughing the passer numbers in mind for penalty-specific prop bets in Super Bowl 58
  • In playoff games, Vinovich-led crews have called just one roughing the passer penalty in 14 contests officiated since the 2012 season. The inclusion of two Hochuli crew members is the only cause for concern about roughing the passer, as they led the NFL in this category. However, at the end of the day, Vinovich runs this outfit and his numbers override everything else.
  • Conversely, Vinovich-led crews in those 14 playoff games have called 13 unnecessary roughness penalties
  • Pre-snap penalties are to be avoided at all costs. The Chiefs were one of the best in the NFL this season, ranking 30th overall. It’s worth noting, four of the five teams with the fewest pre-snap penalties in 2023 made the playoffs

Bottom Line:

  • Vinovich-led crews are 60-39-2 (60%) to the under since the start of the 2018 NFL season, including 10-7 (60%) to the under in 2023
  • In playoff games dating back to 2012, Vinovich is 9-8 to the under. The Chiefs’ 31-20 victory in Super Bowl 54 stayed under the closing total of 52.5 points. We are dealing with a far lower number in this contest
  • A little-mentioned factor in the lead-up to this game is the new grass field surface at Allegiant Stadium. Last year’s surface in Arizona was a debacle, and it favored the offenses. From an in-game wagering perspective, the focus on offensive holding, or the probable lack thereof, is issue No. 1. The second piece to the puzzle is field conditions. Those two factors alone will impact the total as much as anything else

If the 49ers bring their “A” game, they can win Super Bowl 58. At their best, San Francisco looked near unbeatable in the 2023 season.

However, it’s been a while since we’ve seen that form, and frankly, they were fortunate to win their first two playoff games.

We thought the Ravens would be a tough out in the AFC Championship, but the moment proved to be too big for them.

The positive for the 49ers is that they have a loaded roster with high-IQ players who shouldn’t make the same discipline-related errors that contributed to the Ravens’ downfall. The team needs to play its best game from the get-go in Super Bowl 58.

Conversely, the Chiefs’ fast starts have had them largely control games during their playoff run. Its coaching staff and its core group of players provide them with an edge in this matchup. This is especially true at the quarterback position.

The bottom line is they won’t beat themselves, making the Kansas City Chiefs the play in this game and the winner of Super Bowl 58.

Super Bowl 58 Referee Crew & Penalty Trend

Heading into the 2023 NFL playoffs, the three referees most likely to officiate the Super Bowl were Bill Vinovich, John Hussey, and Shawn Hochuli. It’s no surprise five of the seven Super Bowl officials are members are from these crews.

Two members apiece are from the Bill Vinovich and Shawn Hochuli crews.

The remaining three officials are from the John Hussey, Tra Blake, and Land Clark officiating crews.

These five crews represent 30% of all officiating crews in the NFL, which is a key number when detailing the following penalty categories.

NFL Referee Assignments Week 18: Refs Assigned for Sunday Games

B rad Allen and his crew were in the spotlight again after a controversial finish to last week’s Dallas Cowboys win over the Detroit Lions. This is not the first time the crew has received attention for their officiating this 2023 NFL season.

The crew worked the game between the Kansas City Chiefs and Green Bay Packers when there appeared to be pass interference by the Packers twice late in the game. They also officiated a game in Week 7 when all ten penalties of the game were called on the Miami Dolphins in a loss to the Philadelphia Eagles.

There are 16 of the 17 crews working this week, and Allen’s group was assigned to the Pittsburgh Steelers and Baltimore Ravens on Saturday.

The Jets, with 123 penalties, have moved ahead of the Cowboys for most in the league after picking up 26 flags in the last two games. Dallas is only averaging five penalties in the last three games after 7.5 per game in the first 13 games.

The Bengals and Raiders are tied for the lowest number of penalties with 75 through 16 games. The Falcons, Jaguars, and Chargers are also under 80 penalties for the season heading into Week 18.

Referees union accused of threatening MLS replacement officials

The negotiations between the Professional Soccer Referees (PSRA) -- the union that represents officials that work MLS matches -- and its employer, the Professional Referees Organization (PRO), are becoming increasingly acrimonious, with PRO filing an Unfair Labor Practice (ULP) charge against the PSRA earlier this week.

The filing, a copy of which has been obtained by ESPN, alleges that PSRA executive board member Chris Penso "unlawfully threatened and coerced potential replacement workers by threatening them that performing officiating work during a lockout would negatively impact the officials' eligibility for assignments to officiate college soccer matches."

The charge comes amid a lockout by PRO of PSRA referees that was instituted after the union voted overwhelmingly to reject a tentative collective bargaining agreement negotiated between representatives of the two organizations. This marks the second time in the last 10 years that PRO, which is funded in part by MLS, has locked out the PSRA referees during CBA negotiations. The PSRA is seeking increases in compensation as well as improved travel accommodations.

The MLS regular season began on Wednesday with the league using a replacement officiating crew for Inter Miami and Lionel Messi 's win over Real Salt Lake . A full slate of games is set for this weekend with replacement referees coming from the professional, college and youth ranks.

CBA talks are scheduled to resume next Wednesday in New York City, with a federal mediator present.

The ULP document goes on to allege that Penso and other bargaining unit and PSRA members have revoked college assignments of replacement officials.

"College soccer officiating assignments are outside employment unrelated to the operations of PRO, and Mr. Penso, as well as numerous other bargaining unit and PSRA members, are responsible for assigning such work for third parties," the document states.

The document also alleges that on or about Feb. 18, 2024 and continuing thereafter, other agents of PSRA, including bargaining unit and PSRA members, "threatened replacement workers with reprisals for engaging in replacement work during a lockout, including, but not limited to, loss of outside employment (i.e., college officiating assignments and other non-bargaining unit work); loss of reputation and future opportunities to officiate PRO-assigned matches; exclusion from the social and professional officiating community; and other explicit and implicit threats for engaging in work of the PSRA bargaining unit during a work stoppage, which is protected under Section 7 of the National Labor Relations Act ("NLRA")."

The PSRA had previously filed two ULP charges against PRO. The first, filed back on Jan. 5, alleged that PRO representatives spoke directly with union members about the CBA talks without union leadership present, a tactic known as "direct dealing."

The second ULP charge, filed earlier this month, alleges that PRO's general manager, Mark Geiger, sent a letter to union membership on Feb. 9 stating that if the tentative agreement wasn't approved, it would lock the players out, withdraw its current proposal and agree only to substantially inferior terms.

The PSRA complaint contends this constitutes "regressive bargaining, violates [PRO's] obligation to bargain in good faith, and constitutes reprisals against PSRA members for engaging in protected activity."

Contacted by ESPN following the disclosure of PRO's filing, PSRA president Peter Manikowski said: "The union is reviewing [the document], and we want to reiterate that the National Labor Relations Board is investigating the two Unfair Labor Practice charges that we filed in January and February."

PRO's ULP filing comes amid the two sides trading accusations about the bargaining process. Prior to Wednesday's season opener between Miami and Real Salt Lake, MLS commissioner Don Garber told reporters that the rejection of the tentative agreement amounted to " a very disappointing process ."

"I can't remember in my nearly 40 years of sports ever having a bargaining unit reach agreement and then not having the members support it," he said.

The PSRA hit back on Thursday stating, among other things, that its negotiators repeatedly told their PRO counterparts that what was being offered wouldn't be approved by its membership, and only put the tentative agreement to a vote because they were told "there is no more money," and needed to drive home how inadequate the proposal was. It also described a proposed no strike/no lockout agreement as inadequate given that it would have frozen wages at 2023 levels.

This drew a response from Geiger that the PSRA had mischaracterized his letter to union membership, and that he was simply conveying what would happen if the deal was rejected. Geiger added that the offer of paying PSRA members the same wage during negotiations was required by U.S. labor law, and would take place as negotiations continued.

Certainly, they earn considerably less than the players , despite the tremendous amount of pressure they're under to make game-deciding calls that could influence the outcome of the 2024 Super Bowl.  

Referee pay is governed by a collective bargaining agreement between the NFL Referees Association (NFLRA) — the union that represents them — and the NFL .

The latest contract, signed by both parties in September 2019, is effective through May 2026, but is not publicly available.

Previous agreements between the union and the league, however, provide a sense of how much the officials charged with adjudicating and enforcing the rules of the game earn for their work.

Not surprisingly, it pales in comparison to the players with whom they share the field.

How much do NFL referees make?

How much does an NFL referee make? In 2019, under the agreement that was to expire in May 2020, game officials earned an average salary of $205,000, according to a post on the latest NFL referee salary agreement from Football Zebras , a site focused on football referees. In 2011, under the preceding contract, officials earned $149,000, on average. That means they received a nearly 38% bump in pay from one contract to the next. 

NFL referees typically officiate 19 games per season, including preseason matchups and clinics . 

Do NFL referees get paid more money for the Super Bowl?

A Super Bowl referee's pay is supplementary to a regular season NFL football referee salary. Refs assigned to playoff games and the Super Bowl "are paid from a separate pool" on top of their regular salaries, according to the site. 

NFLRA executive director Scott Green did not immediately respond to CBS MoneyWatch's request for comment on the current contract between the union and the NFL. 

The NFL also did not respond to CBS MoneyWatch's request for comment on referee pay.

To be an NFL game official, candidates must have at least 10 years' experience officiating football games, according to the league's website. That should include at least five years refereeing "major college games." 

The NFL runs a referee development program, called the Mackie Development Program, that provides a pathway for college football refs to step up to the national league. 

Program participants attend training camps, officiate NFL preseason games and, upon completion, move up to the NFL if they are deemed fit to officiate at the highest level of the sport. 

More than 120 officials in black-and-white shirts are currently working as referees, umpires or judges in the NFL.

Where’s the comments on the disaster that was the last 2 minutes of KC/ Packers.. A bad personel foul penalty, followed by an HORRENDOUS no call on DPI .. Even Terry ( I say nothing ) Mc Cauley ripped the no call.. Refs have been brutal tha last few weeks.. Come on guys.. And Hocholi even had the week off!!!!!
