Since the proprietors of the Carolina colonies were absent, English planters from Barbados moved in and gained political power, establishing slave labor as the predominant form of labor. On February 8, 2024, EPA proposed changes to the Resource Conservation and Recovery Act regulations by adding nine particular per- and polyfluoroalkyl compounds, their salts, and their structural isomers, to its list of hazardous constituents in Title 40 of the Code of Federal Regulations Part 261 Appendix VIII. These nine PFAS are:

  • Perfluorooctanoic acid.
  • Perfluorooctanesulfonic acid
  • Perfluorobutanesulfonic acid.
  • Hexafluoropropylene oxide-dimer acid.
  • Perfluorononanoic acid.
  • Perfluorohexanesulfonic acid.
  • Perfluorodecanoic acid.
  • Perfluorohexanoic acid.
  • Perfluorobutanoic acid.

To be listed as a hazardous constituent under RCRA, scientific studies must show that the chemical has toxic, carcinogenic, mutagenic, or teratogenic effects on humans or other life forms. EPA evaluated  toxicity and epidemiology data for these chemicals and determined that these nine PFAS compounds meet the criteria for listing as a RCRA hazardous constituent.

With this proposal, EPA is working to protect communities by strengthening its ability to address PFAS contamination under the RCRA cleanup program, known as the RCRA Corrective Action Program. This change would facilitate additional corrective action to address releases of these specific PFAS at RCRA hazardous waste treatment, storage, and disposal facilities. It would not require the suite of cradle to grave management controls that are associated with a RCRA hazardous waste.

PFAS, also known as “forever chemicals,” are a class of manufactured chemicals that have been widely used in many industrial and consumer products since the 1940s, and they are still being used today. PFAS have been or are currently being manufactured for a variety of different uses, ranging from adhesives, coatings for clothes and furniture, fire-fighting foam, and other uses. Scientific studies show that exposure to some PFAS in the environment is linked to harmful health effects in humans and animals.

In June 2021, the Governor of New Mexico petitioned EPA to list PFAS, either individually or as a class, as hazardous wastes under RCRA.  New Mexico’s petition incorporated two earlier petitions submitted to EPA by reference, which also requested EPA to regulate PFAS under RCRA. EPA acted upon the Governor of New Mexico’s petition with a letter in October 2021.  EPA indicated in the letter that it would initiate a rulemaking process to propose adding PFOA, PFOS, PFBS and GenX (Hexafluoropropylene oxide-dimer acid) as RCRA hazardous constituents under 40 CFR Part 261 Appendix VIII. Listing as a hazardous constituent is a building block for any future work to regulate PFAS as a RCRA listed hazardous waste.

How many Super Bowls have the Chiefs won? All of Kansas City's past victories and appearances

There's something to be said about the heart of a champion. The Kansas City Chiefs have proven it time and again, and they did so at the 2024 Super Bowl, defeating the San Francisco 49ers 25-22 in overtime to win their second championship in a row and their third in the last five years.

Kansas City had an up-and-down regular season but still won 11 games and captured the AFC West title for the eighth consecutive year. The Chiefs then went on the road in the playoffs, which many thought would lead to their undoing considering their relative lack of postseason experience away from the friendly confines of Arrowhead Stadium.

It turns out, it didn't matter. Defense and timely performances from key offensive superstars played large roles in wins at Buffalo and Baltimore .

"We know nothing is going to be given to us. We've got an even bigger target on our back than we did last year," Chiefs safety Justin Reid said last Saturday. "But as far as the mentality in the room, we're working to continue this dynasty, and continue to build on what we did last year, not just rest on our laurels of what we did."

Kansas City Chiefs celebrate AFC Championship win

Kansas City has positioned itself as the NFL's gold standard in the post- Tom Brady  era. Brady's New England Patriots won six Super Bowls, tying them with the Pittsburgh Steelers for the most in NFL history. However, with their win Sunday night, they are now more than halfway to equaling that mark. And with a young superstar quarterback in  Patrick Mahomes , now a three-time Super Bowl MVP, a surefire Hall of Fame coach in  Andy Reid , and a front office that always seems to retool the roster, there's no reason to believe they won't continue to be a perennial Super Bowl contender for the foreseeable future.

Feb. 12, 2023: A third ring for Kansas City —The Chiefs trailed the Philadelphia Eagles by 10 points at halftime and by six after three quarters of  Super Bowl LVII in Glendale, Arizona , but eventual MVP Mahomes threw two touchdown passes in the first 5:38 of the fourth to open an eight-point advantage. The Eagles tied the game with an eight-play, 75-yard drive that was capped by Jalen Hurts' 2-yard run and subsequent two-point conversion plunge. Feb. 7, 2021: A repeat wasn't in the cards, thanks to Brady — Mahomes, star tight end Travis Kelce and the rest of an extremely talented group finished the regular season 14-2 and looked like a lock to become the first team to repeat as Super Bowl champions since the Patriots in 2004. But Brady and his new team, the Tampa Bay Buccaneers, had other ideas. The 43-year-old quarterback became the oldest player to win Super Bowl MVP, his record-breaking fifth, and the first to do it with two different franchises, as the Buccaneers cruised to a 31-9 victory at Raymond James Stadium in Tampa, Florida.

Feb. 2, 2020: Long wait ends with comeback win over 49ers — The Chiefs erased a 10-point deficit entering the fourth quarter with 21 unanswered points on their way to their second league championship and first in 50 years. Super Bowl LIV MVP Mahomes threw for 286 yards and two touchdowns and ran for another score. The title was the first for head coach Andy Reid, who has since gone on to join the short list of the greatest coaches in NFL history.

Jan. 11, 1970: Lessons learned and championship earned — Led by Pro Football Hall of Fame quarterback Len Dawson and coach Hank Stram, the Chiefs defeated the Minnesota Vikings 23-7 in Super Bowl IV at Tulane Stadium in New Orleans. Dawson, who was named MVP, threw for 142 yards and a touchdown as the Chiefs, like the New York Jets the year before, showed with relative ease that the upper-echelon teams from the AFL had come a long way in a very short time.

Jan. 15, 1967: Chiefs no match for Bart Starr-led Packers — They will always be remembered as the first team to represent the AFL in the Super Bowl following the league's merger with the NFL, but the game, itself, was anything but a celebration for the Chiefs. Kansas City hung around early and only trailed by four points at the half, but did not score over the last two quarters on its way to a humbling 35-10 loss. Coming into the game, many prognosticators believed that type of outcome was inevitable, given the strength of the more established NFL representative. Green Bay's Bart Starr threw for 250 yards and two touchdowns and was named MVP.

Super Bowl LVIII  aired  on CBS  and Nickelodeon and  streamed on Paramount+  on Sunday, Feb. 11 from Allegiant Stadium in Las Vegas.

Super Bowl was the most-watched program ever in the US, averaging 123.7 million viewers

The longest Super Bowl game will also go down as the most-watched program in U.S. television history.

According to Nielsen and Adobe Analytics, Kansas City’s 25-22 overtime victory over San Francisco on Sunday night averaged 123.7 million viewers across television and streaming platforms. That shattered last year’s mark of 115.1 million for Kansas City’s last-play victory over Philadelphia and is a 7% increase.

Nielsen updated its numbers Tuesday after releasing an early figure of 123.4 million on Monday night.

The game was televised by CBS, Nickelodeon and Univision and streamed on Paramount+ as well as the NFL’s digital platforms.

Nielsen also said a record 202.4 million watched at least part of the game across all networks, a 10% jump over last year’s figure of 183.6 million.

The CBS broadcast averaged 120.3 million. The network’s previous mark for its most-watched Super Bowl was 112.34 million for the 2016 game between the Denver Broncos and Carolina Panthers.

Some of the increase can be attributed to a change in the way viewers are counted. Nielsen began including out-of-home viewers in its ratings in 2020, but only from 65% of the country. That measurement is expected to expand to include all 50 states later this year.

Sunday’s game was only the second of the 58 Super Bowls to go to overtime. The previous one was in 2017, when New England rallied from a 28-3 deficit and beat Atlanta 34-28.

“I was managing my expectations, but I had a bit of hope that it would happen,” CBS Sports chairman Sean McManus said of overtime, which was set up when San Francisco kicker Jake Moody had an extra point blocked in the fourth quarter, which kept it a three-point game. “I can’t imagine a Super Bowl any better or more exciting than this.”

Kansas City sent it to overtime on Harrison Butker’s field goal. After the 49ers kicked a field goal on the opening possession of OT, the Chiefs won when Patrick Mahomes threw a 3-yard touchdown pass to Mecole Hardman.

This Super Bowl had the added attraction of Taylor Swift in attendance. The pop superstar is dating Chiefs tight end Travis Kelce, a romance that has brought new fans to the NFL.

It was the second straight year the Super Bowl averaged more than 100 million viewers after a period where four of the five games before 2023 had fallen short of that number because of cord-cutting. That included 95.2 million for the 2021 Super Bowl between Tampa Bay and Kansas City, which was the game’s lowest TV-only average since 2007.

Univision averaged 2.3 million viewers, the highest Super Bowl viewership on record for a Spanish-language network. The Super Bowl has been televised in Spanish in the United States since 2014.

Nielsen also said Tuesday that Usher’s Super Bowl halftime performance averaged 129.3 million viewers — the most-watched Super Bowl halftime on record and a 7% increase from Rihanna’s last year (121 million).

Nickelodeon’s kids-centric broadcast, the first alternate feed of a Super Bowl, averaged 1.2 million.

The NFL playoffs averaged 38.5 million viewers the first three weekends, a 9% increase over last year.

That followed a regular season that averaged 17.9 million, tied for the second highest since averages were first tracked in 1995.

Celebrate Black History Month with these 4 events in Springfield

As we hit the midway point in February, there are still plenty of opportunities to celebrate Black History Month in the Springfield area.

There are many historic sites in Springfield that have ties to Black history. Throughout the month there will be events to commemorate black history and opportunities to educate those who attend. The events will include walking tours, history hikes, and lunchtime programs offered throughout the month. 

Everyone is welcome to sign up for these events for an educational experience and a fun time.

People who are interested in attending these events are encouraged to sign up in advance.

Here's a look at 4 events happening the rest of this month.

Feb. 15: The Underground Railroad

Members of the Illinois Department of Natural Resources and the Abraham Lincoln National Heritage Area will be hosting the Lunch and Learn session for The Underground Railroad in Springfield on Feb. 15.

Guest speakers will be discussing research on local hearings in the Illinois Supreme Court related to the Underground Railroad. They will also be discussing podcast resources and their plans for future programs.

This event will start at noon and is being held at the Lincoln-Herndon Law Office building on Sixth and Adams.

Feb. 19: The Campaign Speeches of Barack Obama

Former President Barack Obama held two speeches at the Old State Capitol during his first campaign. The first one on Feb. 10, 2007, to announce his candidacy while the second was held on Aug. 23, 2008, to announce then Senator Joe Biden as his running mate.

On Feb. 19, former staff members of IDNR who worked behind the scenes during the speeches will hold a lunch and learn discussion to talk about both events. A lectern that was used during the speech will be put on display during this event along with a marker where Obama stood for both speeches.

The event starts at noon and will be held at the Lincoln-Herndon Office building. Guests who attended either event are encouraged to share their memories. 

Feb. 24: Black History Cemetery Walk/Race Riot Walking Tour

Two events will be held on Feb. 24; the Black History Cemetery Walk and the Race Riot Walking Tour . The hiking event is a 90-minute event hosted by the Springfield State Historic Sites and the Springfield and Central Illinois African American History Museum. A walk through the Oak Ridge Cemetery that focuses on the history of the black community in Springfield, all of their great tragedies and biggest success stories. This event will start at the museum, 1440 Monument Ave., at 11 a.m. and 2:30 p.m.

The Race Riot Walking Tour will be a 1.5-mile walking tour highlighting some of the areas where the violence took place during the 1908 Springfield Race Riots. The walking tour will start in the Visitor Center in the Lincoln-Herndon Law Office building. The tours start at 11:30 a.m. and 2:30 p.m.

Feb. 29: Langston Hughes

On Feb. 29 the IDNR state historic sites team will be at the Lincoln-Herndon Law Office for a lunch and learn discussion to talk about Langston Hughes’ life and his friendship with Vachel Lindsay.

This discussion is meant to highlight his life and work while also showing interesting details about the friendship between Hughes and Lindsay.

The Vachel Lindsay Association and other staff will be using historic letters and other details to showcase during this event. This event will start at noon, guests are encouraged to bring lunch during the event.

A limited quantity of the vinyl stickers will be available for purchase throughout the month at the Lincoln Tomb, Dana-Thomas House, Vachel Lindsay Home, Springfield Visitor Center, Lincoln Home National Historic Site, and the Illinois State Museum.

The 66th running of 'the great american race' will now take place monday due to rain in the area sunday.

DAYTONA BEACH, Fla. -- Just a short way away from the beach that became one of the major showcases of the power of the automobile, the Daytona International Speedway has served as one of the world's greatest and unmistakably American cathedrals of speed. And no race it holds all year is more unmistakably its own than the one that bears its very name.

After rain all day Sunday forced the race to be postponed , Monday afternoon marks the 66th running of the Daytona 500, the biggest prize in all of stock car racing and the season-opening race for the NASCAR Cup Series. The rainout Sunday marks the third time in race history it has been postponed to Monday, all of which have come since 2012. Matt Kenseth won the first-ever Daytona 500 run on Monday evening in 2012, while Denny Hamlin took the checkered flag just four years ago in the rain-delayed 2020 race.

Defending champion Ricky Stenhouse Jr. returns to this race to defend the biggest win of his NASCAR career, joining fellow past winners like Denny Hamlin, Austin Cindric, Michael McDowell, Austin Dillon, Jimmie Johnson and this year's polesitter Joey Logano. With them in the field are many other drivers hoping to either define or complement their racing legacies with a Daytona 500 triumph, including defending Cup champion Ryan Blaney.

It's a busy weekend as the season kicks off with arguably the biggest race of the season.
