What is the Graduate Route?

The UK’s Graduate Route welcomes international students to apply to stay in the UK and work, or look for work, upon graduation. International students who have successfully completed an undergraduate or master’s degree can apply to stay in the UK for up to two years after their studies. PhD graduates can apply to stay for up to three years.

This is a fantastic opportunity for international students who want to take their next steps into employment in the UK.

What are the benefits of the Graduate Route?

The Graduate Route is unsponsored, meaning you can use the time after you graduate to work, or look for work, at any skill level. You will have the flexibility to gain work experience, undertake an internship or work as a freelancer in the UK.

There is no minimum salary requirement, and there is no limit on how many international students can have the opportunity to stay in the UK through the Graduate Route. Additionally, you are not tied to a specific job or employer and you can have multiple jobs at any skill level and can switch jobs during the course of the visa.

Once you have found suitable employment in the UK, you’ll have the chance to switch to a skilled work route and remain in the UK after your two or three years have come to an end.

This meant that although I was offered a job, which was part-time, I was still able to stay and work in the UK without any issues. How much does the Graduate Route cost?

Before applying for the Graduate Route visa, you should know the costs up-front. There is a one-off application fee of £822 , and you must also pay the full amount for the Immigration Health Surcharge . As of 6 February 2024, this will cost you £1035 annually.

It is worth being aware that if you impress your employer while working on the Graduate Route visa, your employer can switch you onto the Skilled Worker route if the requirements are met. But note: you cannot switch from a Skilled Worker visa to a Graduate Route visa.

What is the Skilled Worker route?

A Skilled Worker visa allows you to stay in the UK with an approved employer and eligible job. You must fulfil specific requirements to apply for this type of visa - including having a job offer with a minimum salary of at least £20,960, at least £10.75 per hour, or the 'going rate' for the type of work you'll be doing, whatever is higher. Additionally, your job needs to meet the minimum levels of skill requirements. The UK government provides a list of eligible jobs* on their website that meets this requirement.

How much does the Skilled Worker route cost?

In short, it depends, but employers will always incur costs when hiring a graduate on the Skilled Worker route. The standard fee ranges from £719 to £1,500, depending on your circumstances, for example, where the graduate is applying, the type of visa they are switching from, the employer's size, and whether the employer already has a sponsor license.

It is common for employers, especially larger organisations, to pay the cost of the fee. However, it is not a given, so if you are offered a job and want to go down this route, make sure to discuss this up-front with your employer.

If you want to work in the UK after you graduate, it's important you research your options and check the regulations of the different types of visa.

Your main options are:

Graduate Immigration Route 'Post-Study Work visa'

Skilled worker route, youth mobility scheme visa, temporary worker – government authorised exchange visa.

  • Start-Up visa

This visa is for 2 years for Undergraduate and Masters students. If you are studying a PhD level course this visa is for 3 years.

Frequently Asked Questions

Am i eligible.

  • In order to apply you must have already successfully completed your course
  • You can only apply in the UK
  • You will need to hold a valid, unexpired, Tier 4 or Student Route visa and study for the full period of your course in the UK if you have studied on a course of 12 months or less
  • If you are on a course of 12 months or more you would need to spend a minimum of 12 months in the UK studying on a valid Student Route visa
  • The University will need to notify the Home Office (UKVI) that you have been awarded your qualification before you apply for the Graduate Immigration Route (GIR) visa
  • Your qualification will be awarded after the Board of Examiners has met and confirmed that you have passed all the required elements of your course. The Board of Examiners may take place a few weeks or months after you have completed the course

When and how can I apply?

  • The University will confirm successful course completions to UKVI
  • After UKVI have been informed you will receive an email confirming your most recent CAS number and that UKVI have been informed of your successful course completion
  • You can find the application form on the  UKVI website .

How much will it cost?

  • The cost is £822 for the standard visa application for both students and dependants
  • You will also need to pay the Immigration Health Surcharge (IHS) as part of the visa application, this will cost £1,035 per year – 2 years will cost £2,070 and 3 years will cost £3,105 for each applicant and each dependant
  • From mid-January 2024 the IHS fee will increase to £1,035 per year (£2,070 for 2 years and £ 3,105 for 3 years)

Will I need to show living costs?

  • You will not be required to show proof of living costs as part of the application

What type of work can I do?

  • You can be employed or self-employed under this visa. If you wish to be self-employed you cannot start this until your GIR visa has been successfully granted 

Can I apply if I have an Official Financial Sponsor?

  • If your tuition fees and living costs have been paid by a government or an international scholarship agency within the 12 month period before you apply, you must provide a letter showing the Official Financial Sponsor's consent to apply for a Graduate Immigration Route visa

Can I apply if I switched my visa to Tier 4 or Student Route?

If you have switched into the Tier 4 or Student Route from another visa route and have not held a Tier 4 or Student Route visa for the required period you will not be able apply for this route.

Can I study on this visa?

Supplementary study is allowed but only study that could not be sponsored under the Student Route visa. This means that you could, for example, study on recreational courses, online courses or some professional courses.

Is it possible to have dependents on this visa?

Only dependants who are already in the UK as your Tier 4/Student Route dependant can apply as your Graduate Immigration Route dependant. New dependants will not be able to apply apart from a dependant child born in the UK during Tier 4/Student permission.

Children born in the UK during your Graduate Immigration Route permission can also apply as your dependant.

How do my dependents apply?

Each dependant will need to complete a separate application form when you apply for the Graduate Immigration Route.

There is a separate form for your  partner  and  dependant children .

They will need your GIR visa application reference number. This number is called a Unique Application Number (UAN). You can find it on emails and letters from the Home Office about your GIR application.

I have failed part of my course?

If you do not successfully complete your course within the original course dates you may not be able to apply for GIR.

The eligibility rules for those on a Student Route or Tier 4 visa who wish to apply for the Skilled Worker Route were updated on 17 July 2023. Further information about when you can apply for this route can be found on the UKCISA website .

You must be sponsored by an employer on the Skilled Worker register of licensed sponsors.

The job and vacancy must be genuine.

The job must have a particular skill level.

Most people who apply in the UK to switch from a Tier 4 or Student Route visa to the Skilled Worker route will be considered a ‘new entrant’ and need to meet the lower minimum salary ‘70% of going rate’.

The 70% salary figure will vary depending on the specific job. You need to meet the relevant minimum salary or £20,960, whichever is higher.

Holders of Student permission will qualify for the lower 'new entrant' wage for up to two years after their Student visa expires.

Holders of the Graduate Immigration Route will also qualify for the ‘new entrant’ wage for up to 2 years after this visa expires.

You can apply for the Youth Mobility Scheme visa if you're a citizen of Australia, Canada, Hong Kong, Iceland, Japan, Monaco, New Zealand, Republic of Korea, San Marino or Taiwan. This visa is also open to British citizens overseas, British Overseas Territories Citizens and British National (overseas).

India Young Professionals Scheme

The India Young Professionals Scheme requires applicants to be selected in the India Young Professionals Scheme ballot. You cannot apply without being successful in the ballot.

You need to be aged 18–30 and have £2,530 in savings. You also need to meet  other eligibility requirements . 

If you want to undertake a period of professional training or work experience, you can apply for  this scheme . Your initial leave is granted for 12 months, but you can extend this to 24 months. However, you're not allowed to take a permanent job.

You must show that you have £1,270 or more in your bank account for 28 days at the time of the application and you need a certificate of sponsorship reference number from a  UK sponsor .

Innovator Founder Visa

The new Innovator Founder visa is a single immigration route that replaces both the Innovator visa and Start-up visa from 13 April 2023. 

If you are an international student on a Tier 4 or Student Route Visa, you are not eligible to start a business whilst studying. However, you can still develop the business idea alongside your studies.

Upon graduation different options are available to you whether you are looking to start a business in the UK or elsewhere.

The requirements for applicants to have a minimum of £50K will be removed and their permission will count towards settlement.

The aim is for simplification and greater clarity and ease of use for you as a business founder, going through the application process. 

The new scheme is still aimed at overseas candidates who wish to establish an innovative business in the UK. 

When applying with your idea, you will still need to demonstrate you meet the following criteria

  • Innovation: Is there a genuine business plan that meets new or existing market needs and/or creatives a competitive advantage? 
  • Viability: Does the applicant have the necessary skills, knowledge, experience, and market awareness to successfully run the business? 
  • Scalability: Is there evidence of structures planning and of potential for job creation and growth into national and international markets? 

There will only be government approved endorsing bodies going forward.

The University of Portsmouth is one of the endorsing institutions for this visa, and requires applicants to meet the following criteria in full:

  • Demonstrate a level of knowledge for the business sector for your product or service, to provide some evidence that you might be able to achieve what you set out in your business plan
  • Connect with experts (academics at the University of Portsmouth or others based in industry) in the relevant business sector to receive early stage feedback 
  • Be either a current international student at the University of Portsmouth or have graduated within the last 5 years
  • Complete the initial application form (available from the Student StartUp team)
  • Be fully engaged with the Student StartUp team at the University and must participate fully on the RoutetoStartup programme
  • Meet all  eligibility requirements  as set out by the  UK Government UK Visas and Immigration website – start-up visa

The Process

Contact the Student StartUp team either by visiting one of the Enterprise Clinics (held every Wednesday 2.00pm–4.00pm and every Friday 9.30am–11.30am) or by emailing  [email protected]  for an appointment. Please note that until further notice, these are taking place virtually.

  • Complete the initial application form; this can be requested from  [email protected]
  • Submit evidence to  [email protected]  that you have received feedback from an expert in a relevant business sector

At this stage you must  submit a draft business plan  and show proof of: 

  • An academic reference
  • Degree certificate (if already received)

Business plan templates can be found on the  Student StartUp website  in the resources section under 'business planning'.

After reviewing the business plan the Student StartUp team will notify you whether you are eligible to progress to the next stage. This will depend on the criteria as laid out by the Government above.

In order to proceed and present your business idea to the endorsement panel you must submit a robust and comprehensive business plan to the Student StartUp team by the set deadline. All relevant deadlines can be found  here .

In order to qualify, your business plan must make good use of graduate-level skills and demonstrate how the business will contribute to the UK economy. Business proposals which seek to establish a routine business which will merely compete with other local traders are very unlikely to be successful. The final business plan will be sent for external review.

The Student StartUp team reserves the right to refuse a formal application if the business plan does not reach a quality threshold deemed worthy of external scrutiny.

If successful at step 5 you will be invited to present your business plan to the endorsement panel.

The panel meets twice per year: Nov/Dec and May/June. 

You will deliver a 15-minute presentation to the panel which will be followed by a question and answer session. 

The Evaluation Panel will comprise of the following: 

  • one staff member from the Student StartUp team 
  • one staff member from Academic Registry 
  • one senior academic member of University staff 
  • one subject/industry expert 
  • one visiting entrepreneur 

NB: all panel members will be asked to declare any personal or professional interests or connections prior to the panel meeting.

The decision of the panel will be final. There is no appeal. In rare circumstances, you may be asked to supply further information to the panel in a given timeframe before a decision is confirmed in writing. 

If your application is successful, the University of Portsmouth will issue an endorsement letter for you to submit to the UKVI.

Notes of the meeting (and supporting documentation) will be made available to the UKVI on request.

Supervision post-application

The University is responsible for supervising successful applicants for 24 months following Start-up visa confirmation from the UKVI. The applicant must notify the Student StartUp team in writing as soon as formal notice of Start-up visa status is received from UKVI.

A supervisor will be appointed to undertake the 24 months supervisory process. 

The supervisor will arrange an initial meeting with the Start-up visa holder and must make contact at six-monthly intervals when the visa-holder must present their progress and the current status of their business. Company accounts and business records will be fully reviewed and the supervisor will complete the attached Appendix 1 at the end of each supervision. 

Some of these meetings may be via Skype, but at least two, usually the initial meeting and again at month 12, should be face-to-face. All meetings will be recorded by the Supervisor, who will notify the Student StartUp team that the meetings have taken place and will pass on any relevant meetings notes and company records.

In order to comply with UKVI’s requirements, Start-up visa-holders must show evidence of satisfactory progress and that they are dedicating sufficient time to the development of the business. If Start-up visa-holders fail to satisfy any of these requirements or fail to attend monitoring meetings, the University of Portsmouth is obliged to report non-compliance to UKVI. 

All reasonable expenses related to supervisory visits and reports will be covered by the Start-up visa holder – covering travel and accommodation costs and must be paid directly to the University (not staff).

This guide to graduate visas or post-study work visas for the UK, US, Canada, Australia, New Zealand and Germany outlines how long you can stay in a particular country to work, how much it costs and what the conditions of your visa will be. 

International students who have completed an undergraduate or postgraduate degree in the UK are eligible for a Graduate route visa. This visa will allow students to stay in the UK for a further two years after they have graduated to work or look for work. Doctoral students will be able to stay for three years.

Students do not need to have a job secured to apply for the visa and neither do they need to meet a minimum salary requirement when they do secure a job. Students are able to work flexibly, spend the entire two years looking for work and spend time developing their skills. 

The application process is entirely digital for the majority of applicants and if your application is successful you will be issued with an eVisa.

Applicants will be required to start their application on the UK government website . You will need to create a UK Visas and Immigration account and use the UK Immigration ID Check app to verify your identity. To do this, you will need the Biometric Residence Card or Permit (BRC/P) you received when you were granted your Student (or Tier 4) visa. If you are an EU, EEA or Swiss national, you can use your biometric passport to verify your identity on the app. 

You must begin your application for the Graduate route while still in the UK. More information on the graduate route visa can be found here . 

International students in the US who were on the F-1 visa can engage in practical training either during their degree or just after. There are two types of practical training available for F-1 students: curricular practical training (CPT) and optional practical training (OPT).

CPT must be undertaken during the degree programme. However, OPT can be undertaken for up to 12 months after a student graduates. It must related to a student’s major or course of study. 

Students who have a degree in science, technology, engineering or mathematics can extend this to 24 months.

Students are also able to apply for 12 months of OPT at each level of education (12 months after a bachelor’s degree and another 12 months after a master’s programme).

Students who are interested in undertaking an OPT can speak to the international student office at their university about how to apply.

Canada offers students a post-graduation work permit, which allows students to work in the country for up to three years if they took a course that was at least two years long. It costs CAN$255 to apply and takes an average of 94 days to process.

If your programme was less than two years long, you may be able to qualify for a permit that’s valid for up to the same length as your study programme.

Students must apply for the post-graduation work permit before their study permit expires. 

Students will have up to 180 days to apply for the permit after receiving their degree or diploma. Most students will be able to apply for the permit online and will need an official letter from their university outlining that they have completed their course, as well as an official transcript.

Australia offers a temporary graduate visa that allows graduates of Australian universities to stay in the country to work, study or travel for between two and four years, depending on how long their study programme was.

It lasts two years for bachelor’s or master’s by coursework graduates, and costs AUD$1,650 to apply.

Applicants must also be able to prove their English proficiency up to a certain level and have adequate health insurance. 

Most students will be able to apply for the visa online by creating an account on ImmiAccount. You will then have to provide a range of documents including identity documents, proof of completion of study, health insurance documents and character documents.

Students who have studied in Germany can apply for an 18-month residence permit to look for a job after graduation, during which time they can do any kind of work.

Students will require a passport, proof of completion of studies, health insurance documents, and proof that they have the means to support themselves financially. 

The 18-month period begins as soon as you finish your final exam and you can spend the entire time working as much as you like, and in any job. Once you have secured a job you can then apply for the EU Blue Card or a German residence permit. The EU Blue Card will enable you to work in other EU countries too. 

Students from the European Union are able to stay and work in Germany without an 18-month residency permit.

New Zealand

Depending on the length of your course, you can stay in New Zealand for up to three years after you graduate, and work in any job. 

The requirements and allowances may differ depending whether you studied in Auckland or elsewhere.

Students are only able to apply for the visa once, unless they complete a second higher qualification at bachelor’s degree level or higher.

To apply, students will need to create an account on the New Zealand Immigration website and upload their documents.

Earlier, candidates having a masters or a bachelors degree can only stay in the UK for a maximum of 4 months to look and search for a job. After the implementation of new rules by the Government of the UK, international students are now being allowed to stay in the UK for a maximum of 2 years. The UK government and administration want skilled manpower that can grow and make its STEM-related fields in their country (UK). Those who have enrolled themselves from the year 2020/21 can now stay up to two years before they are required to upgrade or change their visa or else leave the country. 

United Kingdom clarifies UK Post Study Work Visa eligibility after confusion. Any overseas student with a Tier-4 Visa who is enrolled in an approved UK higher education programme beginning in September 2020 is eligible for a stay-back term following graduation on a Post Study Work Visa UK. Having said that, international students are required to find a suitable job with a minimum salary of around £20,800 (INR 21 lakhs approx.) for a Tier 2 Visa license. Also, those who are pursuing their PhD in the UK are further allowed to stay up to 12 months or 1 year after the degree completion.

These new rules came into effect in September 2020. These new rules have allowed post-study visa holder students to search and work in any job until they find work to move towards a general work visa after the first year of their graduation.

How to Apply for a Visa for Different Countries?

In order to apply for a Graduate Visa to continue your stay in the UK for two more years after completing your education, you need to fulfil certain pre-requisites of the post study work visa UK which are as follows: 

  • You must be a degree holder from a recognised institution of higher education, be it a diploma or an undergraduate, postgraduate and doctoral degree.
  • You must be financially independent and not in need of any monetary aid. 
  • The application for the visa must be submitted within the 12 months finishing of the program. 
  • You ought to look for employment opportunities in the 12-month period. 
  • Those of you who would not have completed their degree in the English language would be required to take up IELTS . In which you need to score within the band of 6.5 in each of the four components in the examination. 
  • You would need to have a source of adequate funding mentioned by the Government of UK.

The application has to be sent before the Tier 4/student visa (general) expiry date. Moreover, to apply the university/college must have informed the home office that the applicant has completed the course. There is no requirement to wait till the certification has been issued. However, the student must provide the necessary documents and prove their identity to obtain the visa. The visa processing would take approximately 8 weeks.

Students have to provide several documents to obtain the visa. These documents are as follows:

  • The applicant must present a valid passport/travel document that proves the nationality and identity
  • Present the  BRP or the biometric residence permit given at the time of student visa (if applicable)
  • Give the CAS or the confirmation of acceptance reference number provided to you at the time of the general student visa application.

Some of the additional documentation needed for a post-study work visa are as follows :

  • If a dependent is applying with the applicant- Proof of relationship with the spouse or children needs to be presented 
  • In case of sponsorship/scholarship- A letter approving the application is needed. That ism only if they have paid for the tuition fees and the living expenses within the last 12 months.

After completing the online application form and submitting the relevant documents. UK Visa applicants must pay the corresponding visa fee in order to book an interview with the UK Embassy/Consulate. The Visa interview is the final stage of the application procedure that decides, whether or not an applicant is eligible for the visa. The UK Visa interview allows the Officer to examine the application while confirming the documents/details given by the applicant. If you’ve already arranged your appointment, you’ll know where you need to be and when you need to be there for the visa interview.

Note: To be eligible for a UK Student Visa or the UK Post Study Visa, applicants must submit a completed application form, all required papers, pay the Visa fee, and attend the Visa interview. The Visa interview is the final step in determining whether an applicant is eligible for the same.

What if a UK university, purposefully delaying the process of CAS after paying the full tuition fees, (as there is an argument with the University rep and a complaint filed with the university higher officials) what is the action one can take? Is there any cell to address the grievances of this sort? Can the student approach UKVI in this regard? Kindly advice.

If you’re an international student in the UK, there are a number of visa routes for you to consider that will allow you to remain in the country after you graduate.

Your UK post study visa options will depend largely on your circumstances and your plans for after you finish your course. For example, do you want to find a job or start a business in the UK, or do you want to return home and come back to the UK later?

It will be important to consider all of the options available to you, and if you do make an application, ensure that you meet all the eligibility criteria, have the correct documentation and follow the correct process, since refusal rates for points-based visas are high.

You will also need to ensure you factor in all the costs of making a Home Office application, such as the Immigration Health Surcharge,  which you have to pay for each year of your grant of leave. Some visas will also require you to go through an endorsement process before you can apply for the visa, which can add time and cost to the process.

It is also your responsibility to avoid overstaying  and ensure you do not let your visa expire before making an application to remain in the UK.

Under the current rules, international students could consider the following post-study visa options:

UK graduate route & post study work visa 

International students in the UK may be eligible to apply under the Graduate route to extend their stay for up to two years after graduating with a bachelor’s or master’s degree, or three years if studying a PhD.

The route is intended to open up the UK job market to international graduates and employers are expected to adjust their entry-level recruitment and graduate programmes to take full advantage of the new rules.

To be eligible, students will have to have completed a degree at undergraduate level or above at a UK higher education institution, and they must be able to evidence a clear and compliant immigration record. The visa is open to students of all subjects and disciplines and there is no cap on the number of post-study work visas available.

Graduates will be free to use the two (or three) years to find a job and to work, with no restrictions on the type or skill level of the role during this period of leave.

The Graduate route application costs £715. It is not possible to extend the Graduate visa, but you can apply for leave to remain under a different, longer-term visa category, such as finding sponsored work and switching to the Skilled Worker route .

Skilled worker visa

There continues to be no shortage of employers willing to sponsor graduates who bring specialist skills. The Skilled Worker Visa replaced the Tier 2 General visa in December 2020. It is open to individuals who attain the requisite number of points based on skill, language and salary requirements . You will also need to have a job offer from a licensed sponsor. You can find a list of those organisations with a sponsor licence on the government’s list of registered sponsors . Employers without a sponsor licence are able to apply for a licence to hire sponsored workers, provided they meet the eligibility and compliance criteria.

Note that you will only be able to apply to switch from the Student visa straight into this visa if you have either completed the course you were sponsored to study; or you have been studying for a PhD for at least 24 months; or if the course is full-time and degree-level or above at a provider with a track record of compliance, you can apply if the course has not yet completed and the job will start no earlier than the course completion date.

The Skilled Worker visa lasts five years – provided you continue to meet the conditions of your visa such as having sponsored employment – and it offers a direct route to UK indefinite leave to remain . You can also be accompanied in the UK by your dependants.

Innovator Founder visa 

The Innovator Founder visa allows foreign nationals to set up and run their own business in the UK. It replaced the Innovator route  and  Start up visa , and is now the primary visa category for foreign entrepreneurs.

You will only be able to apply to switch into this visa if you have either completed the course you were sponsored to study or you have been studying for a PhD for at least 24 months.

The visa lasts up to three years, at which stage, provided you meet the relevant requirements, you can apply for indefinite leave to remain , otherwise known as settlement.

Applicants applying from overseas must pay £1,036, or the cost is £1,292 if applying from within the UK to switch status.

Global Talent route 

The Global Talent route is aimed at those who can evidence status as a leader or potential leader in one of the fields covered by the visa. These include:

  • academia or research
  • arts and culture
  • digital technology

Global Talent visa holders do not need to have secured employment, nor do they need to be sponsored. Global talent applicants must either have been awarded a ‘prestigious prize’ – as specified in Appendix Prestigious Prizes’ – or secure endorsement from an approved institution before making the Home Office visa application.

You will only be able to apply to switch into this visa as an international student if you have either completed the course you were sponsored to study or you have been studying for a PhD for at least 24 months.

The Global talent visa costs £623 to apply.

Scale up visa 

The Scale Up route is designed for high-growth employers to recruit international talent more easily. It is a new type of hybrid visa, which initially requires sponsorship for the first six months of employment, after which the employee can change employers or role without the need to be sponsored .

The Scale up visa lasts for two years and can lead to indefinite leave to remain.

Applications cost £715 and can be made from inside or outside the UK.

Global Business Mobility visas 

Depending on your circumstances, such as being employed by an non-UK employer, you may need to look at the Global Business Mobility visas . These five visa categories are for specific types of workers coming to the UK to undertake specific, short-term work. These are:

  • Graduate trainee visa
  • Senior or specialist worker visa
  • UK expansion worker visa
  • Secondment worker visa
  • Service supplier visa 

Each visa has its own rules and requirement, although one common requirement is that the worker has to be sponsored by a qualifying employer. In addition, you will only be able to apply to switch into this visa if you have either completed the course you were sponsored to study or you have been studying for a PhD for at least 24 months.

Long-term relationship or family basis

If you met your partner while studying in the UK, you may be eligible to remain on the basis of your relationship. A number of options may be available to you based on your relationship to a family member or under the long-term relationship rules such as civil partnership and spouse visas . The rules are strict however to deter fraudulent applications, and eligibility will depend on your personal circumstances including meeting strict financial requirements .

Temporary work visas 

There are a number of UK temporary work visas  to consider, including the Creative Worker visa , which provide short-term permission to carry out certain types of work in the UK. Each visa has its own requirements and rules. Again, you will only be able to apply to switch into temporary work visas if you have either completed the course you were sponsored to study or you have been studying for a PhD for at least 24 months.

Youth Mobility scheme

Nationals of certain countries between the ages of 18 and 30 can apply under the Youth Mobility Scheme to come to the UK for up to two years. You must however apply from outside the UK.

High Potential Individual visa 

The High Potential Individual visa is for graduates from non-UK institutions to come to the UK for up to two years, or three years with a PhD equivalent. It costs £715, with additional fees to check the application.

Who is eligible for post study work visa uk.

International graduates who have completed an undergraduate degree, or a Master's degree, or a PhD can apply under the Graduate route to remain in the UK on a short-term basis. Other work visa options may also be available depending on your circumstances, such as the Skilled Worker visa.

What is post study work visa in UK?

Eligible students can apply to remain in the UK for a further two years after graduating, or three years if they have a PhD. Graduates can use this period of leave to work or look for a job. There are no restrictions on the type of work that must be undertaken by PSW visa holders, and there is no cap on the number of PSW visas that can be issued.

Can you get PR in the UK after study?

Eligibility for UK indefinite leave to remain will depend on the individual being on a route that leads to ILR and meeting the ILR requirements. For example, if you apply for the PSW visa and then secure a sponsored job under the Skilled Worker route, you may become eligible for ILR after five years as a sponsored worker.

Graduate Visa (Post Study Work)

The Graduate Visa route is now open. The Government has published Appendix Graduate in the Immigration Rules and the Graduate Caseworker Guidance

Who can apply?

Not all students will be eligible for the Graduate Visa (GV), especially if they have used their 'wrap-up' leave to repeat referred/deferred modules. If a student is not eligible, there are other post study work visa route options available.

The GV is open to students who have a valid Student/Tier 4 visa at the point of application. If your Student/Tier 4 visa has expired, you will not be able to apply.

Those on a part-time Student/Tier 4 visa will be able to apply.

Student Union Sabbatical Officer 's with Student/Tier 4 leave will also be able to apply.

Students in receipt of a Chevening Scholarship are not eligible to apply for the GV.

Students who have previously had  a Doctorate Extension Scheme or Graduate Visa are not eligible to apply.

No other visa types will be eligible to apply.

Can current students apply?

Eligibility will be based on when you complete your studies and not when you started your studies.

Any eligible student who graduates on or after 1st July 2021 will be able to apply if they still have a valid Student/Tier 4 visa at the point of application.

Can dependants apply?

Students whose dependants are already with them in the UK on a student dependant visa are allowed to apply as a dependant under the GV. 

No new dependants can come to the UK to join you under this route.

Which courses are eligible?

Only Undergraduate, Postgraduate and Doctorate level degrees are eligible. 

If you are awarded a lower award classification, e.g. a postgraduate diploma or certificate you will not be eligible to apply unless your programme falls under one of the relevant eligible qualifications listed below.

The following relevant qualifications are also eligible:

  • a law conversion course validated by the Joint Academic Stage Board in England and Wales; or
  • the Legal Practice Course in England and Wales, the Solicitors Course in Northern Ireland, or a Diploma in Professional Legal Practice in Scotland; or
  • the Bar Practice Course in England and Wales, or the Bar Course in Northern Ireland; or
  • a foundation programme in Medicine or Dentistry; or
  • a Postgraduate Certificate in Education (PGCE) or Postgraduate Diploma in Education (PGDE); or
  • a professional course requiring study at UK bachelor’s degree level or above in a profession with reserved activities that is regulated by UK law or UK public authority ( please note that UKVI has confirmed to the University that OSPAP falls under this definition ).  

A student must have studied in the UK for a minimum period with a Student/Tier 4 visa to be eligible.  If the course is 12 months or less, the student must have studied in the UK for the full length of the course. If the course is longer than 12 months, the student must have studied in the UK for at least 12 months.

Will I still be able to apply if I studied overseas?

As mentioned above students must have studied in the UK for a minimum period with a Student/Tier 4 visa to be eligible:

(a) A course of 12 months or less:  students must have spent the entire time studying in the UK on a Student/Tier 4 visa.

(b) A course which was longer than 12 months:  students must have spent at least 12 months of study in the UK on a Student/Tier 4 visa.

COVID Concession

The Home Office announced a special Covid concession   which allowed those students who were studying  overseas due to Covid to still be eligible as long as that period of study took place within the certain times and the student returned to the UK by a set date (see below) to continue with their studies:

Courses more than 12 months

This information is for anyone completing a course of more than 12 months, which started anytime.

Any time spent outside the UK distance learning between 24 January 2020 and 27 September 2021 is not counted, and will not prevent the student from meeting the above requirement.

There is no specific deadline to return to the UK. The student will need to return to the UK while their Tier 4/Student visa is still valid, in order to enter the UK under that permission, and apply to switch to the Graduate route on or before its expiry date. 

Course started in 2020 or 2021 and was 12 months or less

If the student has been distance learning in their home country for the whole course so far, they will need to come to the UK under the Student route by 27 September 2021 . If their Student visa ends before that date, they must come to the UK by the end date of their visa, and apply to switch to the Graduate route on or before its expiry date. 

If the student already came to the UK under their current Student visa but then switched to distance learning from their home country, they just need to return to the UK on or before the end date of their Student visa, and apply to switch to the Graduate route on or before its expiry date. 

Students who take authorised absence during term-time must be mindful if their absence will affect their eligibility for the GV.

What if I change my course ?

Your final award must be the one that was listed on the CAS you used to obtain your current Student/Tier 4 visa.

However, if an integral and assessed work placement or permitted study abroad programme was added, this should not prevent you from being able to meet the qualification requirement.

If you switched course, you are still eligible to apply but only if you were allowed to transfer courses without applying for further permission on the Student/Tier 4 route. 

The University will not confirm eligibility. 

If I switch to the Advanced Research Route will I still be eligible?

If you are a placement student who must switch to the Advanced Research Route this will not affect your eligibility to apply for the Graduate Visa if you were able to transfer without the need to apply for further immigration permission.

If I switch to the one-year programme will I still be eligible?

If you are a placement student who switches to the one-year programme this will not affect your eligibility to apply for the Graduate Visa if you were able to transfer without the need to apply for further immigration permission.

If you choose to be transferred to the one-year route the University is required to notify UK Visas & Immigration (UKVI).   Once you have completed and you have been awarded, your visa will be curtailed (shortened) as you will no longer need the additional year on your visa.   You should make plans to leave the UK or switch to another immigration category (e.g. the GV) if eligible to do so.

When can I apply?

You must apply before your current student visa expires but don’t rush to apply as soon as you have completed.

  It takes time for the University to do the necessary checks before we can report completion to the Home Office.

Just because you have finished your studies it doesn’t mean you can apply straight away.   You should not apply until:

  • You have completed and successfully passed your eligible course. You must have been notified that you have successfully passed all elements of the course; and
  • Your final award has been ‘locked’ on your student record; and
  • The University has confirmed to the Home Office via their secure portal that you have successfully passed.

The University will not confirm you have successfully completed your course of study until your award is locked.  If you apply before the University has confirmed your award, your application could be rejected.

Can I apply before my award is locked?

The University will not confirm you have successfully completed your course of study until your award is locked.  The locking of the award takes place once the Exam Board has sat.  For students who have used their wrap-up leave for repeats or deferrals, this can mean that their visas are due to expire before the Exam Board sits.  

If your School is able to confirm that you have successfully completed before the Board sits then we can report on that basis.  This is a decision for the School and not the Student Immigration Team.  If you are reported on this basis (ie before your award is ratified by the Board)  then you do so at your own risk and the University will not accept liability for loss incurred by yourself because of any application submitted.   If at the Exam Board, you are awarded a lower qualification which is ineligible for the GV then we must inform the Home Office.  This may affect any pending GV pending application/GV visa if it has been granted.    

If your School is unable to confirm successful completion before your visa expires there is nothing to stop you from applying.  However, we advise against this course of action as at the point of application you haven't met the GV eligibility criteria. 

If you decide to apply before we have had the opportunity to confirm successful completion with the Home Office, then you do so at your own risk.  The Home Office may refuse your application, or they may contact us asking for confirmation of completion.    If they do contact us and your award still hasn’t been locked, then we can ask them to hold your application but there is no guarantee that they will agree to this. 

If your application is refused, then you will lose the application fee you paid and will have a visa refusal on your immigration record.

If you submit a GV application before the University has reported successful completion you do so at your own risk. The University will not accept liability for loss incurred by yourself because of any application submitted. 

Remember if you are not eligible to apply for GV you can always look at other types of visas that allow you to work in the UK .

Can I apply for a visa extension so I can get my results?

You cannot get a new CAS just to wait for your results so please do not submit a CAS request as it will be refused.

You can only apply for a visa extension if you need more time to complete your studies.   

You cannot apply for a new visa simply to wait for your exam results. 

Can I travel home for a vacation after I have completed and return to the UK to apply?

It depends if you have completed your course earlier than expected. If you have completed by the course end date on your CAS, you may travel whilst your Student visa is still valid.

If you have shortened your course and will complete your studies before the original course end date on your CAS, the University must report this to the Home Office. Your Student visa will then be subject to cancellation therefore you will not be able to leave the UK and re-enter on your cancelled Student visa. This is because:

  • cancelled permission is regarded as a variation of permission [ Immigration Rules Part 1 paragraph 31 ], and
  • the period of permission remaining will be six months or less, and
  • permission varied to a period of six months or less lapses on departure from the Common Travel Area.

The Border Force can check whether your permission has been cancelled during your absence and refuse re-entry, or can serve notice of cancellation when you request re-entry to the UK.

We would strongly advise you to apply for GV as soon as you are eligible and travel to your home country once you have received your new visa.

If I cannot apply for GV is there another visa I can apply for?

There are other types of visas that allow you to work in the UK. Please visit the UKCISA website for further details.

You may also wish to consider the option of further study in the UK.  You could then apply for GV following the successful completion of a different eligible course. 

You should not submit any visa application for which you do not meet the eligibility criteria just so you can have more time to get your results and apply for GV.  These types of applications are regarded as spurious by the Home Office and could end up costing you hundreds of pounds, a visa refusal and a mark on your immigration record. 

Can I apply if I have a University debt? 

The University will not confirm you have successfully completed if you have a debt to the University.

What if my award changes after I apply?

If subsequent to reporting your award changes we are required to report this change to the Home Office. 

If this change affects your eligibility your application will be refused.   If permission has been granted, then your new visa will be cancelled. 

Can I stop studying and apply based on my previous study in the UK?

No.  The eligible qualification must have been gained during your last grant of Student/Tier 4 leave.    You should not stop your studies to apply based on a previous degree as you will not be eligible to apply.  

How do I apply?

Applications must be made on-line . 

Applications can only be made from the UK.

You must still have valid Student/Tier 4 leave at the point of application.

The application fee will be £822.   CESC nationals may be eligible for a £55 reduction to the application fee (main applicant only).  

You will also need to pay the Immigration Health Surcharge (IHS) which will be £1,035 per year.   Degree students will therefore need to pay £2,070 for the IHS.  PhD students will need to pay £3,105 for the IHS.

You will be required to submit your biometrics as part of the application process.  The fee will vary depending on when and where you submit these.

You will also be required to include the CAS number you used to apply for the eligible course on the application form.  Make sure you keep a copy of your CAS number as we are unable to provide copies.

There is no financial requirement that must be met.  However, you need to make sure you have adequate funds to support yourself whilst you are looking for work.  There will be no access to public funds. 

If you were financially sponsored (all your tuition fees and maintenance) for your studies by a government or an international scholarship agency, you will need your financial sponsor's consent to stay in the UK under this route.

All applicants will be subject to identity, criminality and security checks.

What sorts of questions will I be asked?

They have designed the application process to be as simple as possible. 

Make sure you have the following information to hand when you apply:

  • CAS number 
  • Address details of where you have been living for the last 2 years (including dates)
  • Name, address and contact number of your landlord (if you are renting)
  • Details of any periods of 2 weeks or more spent outside of the UK 
  • Details of periods spent in any other country in the last 10 years
  • Details of any medical treatment in the UK (including visits to the doctor)
  • NI Number (if applicable)
  • Driving licence number (if applicable)

How long will it take to process the application?

You should get a decision within 8 weeks, but as with all visa applications, you should not to make any plans to leave the UK until a decision has been made and you have received your BRP/Digital status.

How long is this visa granted for?

If the application is successful, undergraduate and postgraduate students will be given 2 years.

PhD graduates will be given 3 years.

The period of leave should be granted from the date of the decision.

Can I apply for an extension or for another GV?

No.  This is a once in a lifetime visa. 

Graduates will only be eligible for one GV visa.    Once a student has been given a GV they cannot apply for an extension or apply for another one even if they do more eligible study.

If you are granted a GV but are subsequently unable to work or you decide to leave the UK for any period you will not able be able to request an extension. 

What type of work will I be able to do? 

Most types of employment, self-employment and voluntary work are allowed.  Working as a professional sportsperson is prohibited.

Full-time or part-time work and does not need to be linked to your degree and  there is no minimum wage requirement.

The GV is an unsponsored route – i.e. you don’t need to have an employer to sponsor you.  You do not need a new CAS or a COS to apply.

Although the Home Office has stated that work at any skill level will be allowed they have also implied that this route could be closed if evidence suggests that it is being used to obtain jobs it regards as 'low skilled', which is what happened with Tier 1 (Post-study Work).  For an idea of the type of jobs the Home Office thinks of as 'skilled', see Appendix Skilled Occupations of the Immigration Rules, which sets out job titles, descriptions and wages required for sponsorship under the Skilled Worker route.

Can I work full-time whilst my application is being decided?

If you are a Student/Tier 4 visa holder you will initially be able to work in the UK full-time once you have completed your studies, your completion date is defined as the completion date of your course stated on your CAS statement. You will be able to work for a maximum of 4 months after the completion date of your course or up until the expiry of your visa, whichever is soonest.

You will still be under the same Tier 4/Student restrictions on the type of work you can undertake during this period e.g. not being able to fill a full-time permanent vacancy.

Can I stay in the UK after my GV ends?

You will be able to apply to switch from this route into skilled work if you find a job that meets the requirements of the Skilled Worker route.

As previously mentioned you cannot apply to extend this visa or apply for a new GV if you undertake further study.

The GV does not count towards permanent residency requirements (settlement) for ILTR applications.

Can I study on the GV?

This visa is given to enable you to work in the UK.   The ability to study will be limited.  You should be permitted to undertake 'supplementary' study.

If the study is with an education provider who is also a student route sponsor and the study you want to do meets the approved qualification and level of study requirements of the Student route then you will not be allowed to study with a GV – in those instances, you would need to apply for a Student visa.

Will I be able to switch back to the Student Route from the UK at the end of my GV visa?

GV visa holders may switch to a Student Visa from the UK as long as there are no more than 28 days between your GV expiry date and your new course start date. Certain visa holders cannot switch onto a Student visa from the UK. 

Will other visa routes be affected?

The Home Office has closed the Doctorate Extension Scheme (DES) now the Graduate route has opened.  

GV visa holder may switch to the Start-up route in the UK. However, if you intend to start a business and want to be endorsed by the University of Hertfordshire, you should apply for the Start-Up route after graduation instead of GV, if you meet the criteria.

This Graduate route visa (also referred to as Post Study Work visa) allows graduates of eligible courses to stay and work in the UK after completing studies. You can find the application and guidance on the UK Government website . 

Your application does not need sponsorship or any endorsement by an employer or by Sheffield Hallam. The key requirement when you apply is that you have a UK degree that you received during your current period of Tier 4 visa or Student visa. You can only apply in the UK, and the visa is granted for two years (for undergraduate or postgraduates) or three years (for PhD graduates). Please note that Masters fall back awards of PgD and PgC are not eligible for Graduate route applications .

Once you have received your final results from the awarding board (and can see the final transcript on My Student Record ), the University will inform the UKVI of your successful completion. You will receive an email confirming this within 10 working days of the ratification board. The notification email will be sent to both your Sheffield Hallam and personal email addresses. Once you have received this you can apply for the Graduate route visa. Please be aware that provisional results (feedback on blackboard) do not meet the eligibility criteria for the Graduate route visa.

You must not submit your application until you have received confirmation from the University that your course completion has been reported to the Home Office. 

The Graduate route allows any work with any employer and self-employment, except work as a professional sportsperson or coach. This route does not count towards the 5-year settlement route, however it does allow switching to other work routes - including access to tradeable points for new entrant in Skilled Worker route. Read further information about the conditions of stay .

Only dependants that are already in the UK as your Tier 4 or Student dependant (partner and/or child under 18) can apply as a dependant under the Graduate route . This means that if your dependants are outside the UK, and you wish for them to receive the Graduate route leave alongside you, they must join you under the Student route first.

Skilled Worker

In order to apply under the Skilled Worker route, you need sponsorship by a licensed employer to do a specific job that meets minimum levels of skill and salary.

UKCISA has guidance for the Skilled Worker route specifically tailored to those who have studied in the UK with a Tier 4 or Student route visa, and who now wish to apply under the Skilled Worker route either in the UK or in their home country. You can only switch to Skilled Worker visa after the date of course completion as per your last CAS.

There are specialist routes within the Skilled Worker route, including  Health and Care Worker visa , that have reduced application costs and fast track processing if you have a sponsorship for one of the eligible jobs .

If you apply in the UK under the Skilled Worker route, you can typically start work as soon as you have applied.

The Skilled Worker visa is specific to the job role and employer, therefore if you change either you will need to make a new application. The route allows dependants to join you from home or switch your visa in the UK.

Skilled worker route counts towards the 5-year settlement route.

The International Experience Advisers, who specialise in student immigration applications, are unable to offer one-to-one advice on applications but we can help explain the rules. If you are instructing a solicitor for one-to-one support, make sure they are a member of ILPA (Immigration Law Practitioners Association ) .

Please note that it is against the law in the UK to pay someone to find them a job . Genuine agencies get paid by the employer, not the employee/potential employee. The Graduate Visa, also known as the ‘Graduate Route’ is a new post-study immigration route that opened on 1 July 2021 to international students who have finished their studies in the UK.

The Graduate visa allows student visa holders to stay in the UK for at least 2 years after they have successfully completed their course of study. The Graduate route has replaced the Doctorate Extension Scheme and international students who have a PhD or other doctoral qualification will be able to stay for at least 3 years.

This visa is a post-study work visa that gives you the right to both live and work in the UK. The Graduate Visa cannot be extended but if you wish to remain in the UK after your visa expires you could be eligible to switch to the Skilled Worker Visa instead.

Eligibility requirements for the Graduate Route

To be eligible for the Graduate Visa you must be able to meet a number of certain requirements, you could be eligible if you:

  • Are currently in the UK
  • Hold a valid Student Visa (Including the old Tier 4 Student Visa)
  • Have studied on an eligible course
  • Have successfully completed your course of study in the UK

You will need to have studied at an educational institution that is a licensed sponsor and you will need to have studied for 12 months or the full length of your course, whichever is shorter.

Eligible courses include:

  • Bachelor’s degrees
  • Master’s degrees
  • PhD or doctorates
  • Law conversion courses that have been approved by the Solicitors Regulation Authority
  • The Legal Practice Course in England and Wales, the Solicitors Course in Northern Ireland, or a Diploma in Professional Legal Practice in Scotland
  • The Bar Practice Course in England and Wales, or the Bar Course in Northern Ireland
  • Foundation programmes in medicine or dentistry
  • Postgraduate Certificates in Education (PGCE)
  • Postgraduate Diplomas in Education (PGDE)

You must apply for the Graduate Visa before your student visa expires. You can apply as soon as your course provider has informed you that you have successfully completed your course of study, you do not need to wait until you have officially graduated.

You must apply online whilst you are in the UK, you can do this by using the online application form available on the gov.uk website . As well as filling in the application form, you will also need to prove your identity as part of your Graduate Visa application. If you are from the EU, Switzerland, Norway, Iceland or Liechtenstein you can usually do this by scanning your passport or national identity card on the ‘UK Immigration: ID Check’ app. If you are from a country outside the EU or EEA you can prove your identity by scanning your Biometric Residence Permit (BRP) in the app. If you cannot scan your BRP then you will need to attend an appointment to have your biometric information taken (your photograph and fingerprints).

Once you have completed the application form and proven your identity you can expect to receive a decision about your visa application within 8 weeks.

When making your Graduate Visa application, there are a number of documents that you will need to provide, these include:

  • A valid passport or another travel document that shows your identity and nationality
  • Your biometric residence permit (BRP), if you were given one when you applied for your Student or Tier 4 student visa
  • Your Confirmation of Acceptance for Studies (CAS) reference number from when you applied for your Student visa

If in the last 12 months a Government, international scholarship agency or other sponsor has paid for your course fees or living costs then you will also be required to submit a letter from your scholarship or sponsorship provider alongside your application.

The Graduate route allows you to stay in the UK for 2 years (3 years if you have a PhD or other doctoral qualifications). Whilst in the UK, graduate visa holders can work in most jobs, be self-employed, look for work, travel freely in and out of the UK, volunteer and can continue to live with eligible family members.

The Graduate route does however come with some limitations. Graduate Visa holders will not be able to apply for most benefits or the state pension and cannot work as a professional sportsperson.

The Graduate Visa cannot be extended, however, if you would like to continue living in the UK after your Graduate Visa expires, you could be eligible to switch to other types of UK visas such as the Skilled Worker Visa.

To be eligible for the Skilled Worker route you must have a job offer from a registered UK sponsor company, you will also need to meet other eligibility criteria like the minimum salary requirements. As a Skilled Worker, you will be able to live and work in the UK for up to 5 years, after which your visa can be extended or you could be eligible to apply for Indefinite Leave to Remain .

Other visas that you could be eligible for include:

  • The Health and Care Visa – if you’re a medical professional who has been offered a job with the NHS
  • The Start-up Visa – If you plan to start an innovative business in the UK
  • A partner visa – if you are married to, in a civil partnership with, or in a long-term relationship with a British citizen or settled person

As one of the newer UK visas, the process for dealing with a Graduate Visa refusal is similar to the other routes. Some of the most common reasons for a Graduate Visa refusal include the following:

  • Applying from outside the UK (you must apply for this visa inside the UK)
  • Failing to provide proof of your identity
  • Not holding the correct immigration status
  • Failing to submit the correct supporting documents
  • The applicant doesn’t respond to Home Office requests for further information
  • You do not have a job offer from an eligible Home Office-approved sponsor at the required skill level
  • You cannot provide evidence that your job will meet the minimum salary threshold (typically at least £25,600 or the going rate for the job)
  • You do not have the required level of English language skills (B1 on the CEFR Scale)

If your visa is refused, you may be eligible to apply for an administrative review. You must submit your request for administrative review within the given timelines in your refusal letter (usually 14 days).

The potential outcomes of an administrative review include:

  • The review is successful and the Home Office withdraws their decision
  • The decision is maintained for the original reasons given
  • The decision is maintained but for different reasons

To be eligible to apply for the Graduate Visa you must have successfully completed an eligible course of study in the UK. Can you work while waiting for a graduate visa?

You should apply for your graduate visa before your student visa expires, whilst waiting for a decision on your graduate visa application you will remain subject to the immigration rules of your student visa, this means that you can work but are limited to the hours you can work and jobs you can do. Your graduate visa will be valid from the day that it is approved, from then you can work in most jobs and switch between jobs.

How long does the graduate visa take?

Once you apply for the Graduate Visa you can expect to receive a decision about your application within 8 weeks. Once your visa application has been approved your Graduate Visa will be valid for 2 years, or 3 years for PhD students or those with other doctoral qualifications.

Can my family members join me in the UK?

Yes, family members in the UK who already have immigration status as a student dependent can apply to stay as dependents on your Graduate Visa. Family members that can qualify as dependents include partners and children.

Each family member will need to complete a separate online application and will also need to pay the application fee and health surcharge.

PSW VISA: In May 2023, the UK Government released crucial information regarding changes to the student visa route. These changes not only impact international students themselves but also extend to their dependants, including partners and children. The Home Office promptly responded to this announcement by updating the Student Visa guide on its official website, providing a comprehensive overview of the adjustments made to the student dependants’ visa process.

FAMILY VISA FOR PSW VISA

The recent changes bring good news for international students’ dependents who wish to accompany or join them in the UK. As of January 1, 2024, two main categories of dependents will become eligible to apply for visas:

  • Government-Sponsored Students: Dependents of government-sponsored students enrolling in courses lasting more than 6 months can now apply to join their loved ones in the UK. This initiative recognizes the importance of family unity during the academic journey.
  • Postgraduate Level Scholars: Full-time students pursuing postgraduate-level courses at RQF level 7 or above, with durations of 9 months or longer, will also be able to bring their dependents to the UK or extend their dependents’ stay. This provision acknowledges the significance of familial support during advanced studies.

Processing time for PSW Visa and their Dependent visa

Transition date: january 1, 2024.

The changes outlined above are set to take effect from the beginning of the new year – January 1, 2024. This date marks a significant shift in the eligibility criteria for dependents’ visas, offering new opportunities for families seeking to experience life in the UK.

Existing Guidelines and Future Prospects

As of now, students who are commencing their courses before January 1, 2024, can continue to bring or retain their dependents under the existing criteria. This applies to students enrolled in postgraduate level 7 taught and research courses, as well as those pursuing postgraduate level 8 PhD or equivalent doctorate programs.

However, it’s important to note that after December 31, 2023, students studying postgraduate level 7 taught courses or lower-level programs will not have the privilege to bring or retain their dependents in the UK.

Impact on Transitioning to Skilled Worker Visa

In a bid to ensure a smooth transition for international students, the Statement of Changes to the immigration rules (HC 1496) issued on July 17, 2023, has provided specific guidelines. According to this statement, international students will not be able to switch to the Skilled Worker Visa route after 15:00 (UK time) on July 17, 2023, unless they have completed their course as indicated in their Confirmation of Acceptance for Studies (CAS).

What Is A Post-Study Work (PSW) Visa? 

The UK post-study work visa, also known as the Graduate Immigration Route, is a visa category for international students who have finished a degree at a UK higher education institution. The visa allows graduates to stay in the UK and work, or look for a job, for a fixed period of two years or three years for PhD students. 

Unlike other work visas, there is much more flexibility with the PSW visa. It allows you to work in any profession at any skill level and change jobs more easily. During this visa period, you may travel abroad.

Who Is Eligible for A PSW Visa? 

The PSW visa is designed only for overseas students who earned a bachelor’s degree or above in the UK. To apply for a PSW visa, you must fulfill the following requirements:

  • You hold a valid student visa (Tier 4 or General) currently.
  • You are in the UK.
  • You studied a UK bachelor’s degree, master’s degree, or other eligible course for at least twelve months with your current student visa.
  • You have the recognition from your education institution that the Home Office has been notified of the successful completion of your courses.
  • If your current student visa expires before you receive your official course results, you will not be able to switch to the PSW visa.

UK PSW Visa Fees

The whole UK PSW visa application process involves several types of fees. When you apply for the visa, you should pay the £822 application fee and pay the immigration healthcare surcharge (IHS) of £1035 per year. The total 2-year post-study work visa UK fee is £2892; the 3-year visa is £3927 in total. Below is a list of each cost type of PSW fee in the UK:

IHS Fee for UK PSW Visa Applicants

The IHS fee refers to the Immigration Healthcare Surcharge in the UK. As long as you apply for a PSW visa, you must pay the IHS fee of £1035 per year. This allows you to use the National Health Service during your stay in the UK.

Other Hidden Costs of UK PSW Visa

Depending on your circumstances, there may be extra costs associated with the application process.

  • Translation of documents: all the documents you submit should be in English. If not, you should have them translated with a fee of £20 – £60 per page.
  • Legal advice: an immigration lawyer or advisor may be involved in your case depending on its complexity. If so, the service will cost £500 – £2000 in general.
  • English language test: You should take English language tests such as IELTS to prove your English skills are compatible with your job. Generally, such tests cost £150 – £250.
  • Maintenance funds: the maintenance funds requirement is set by the UK Immigration Office to show that you have enough money to support yourself in the UK. For PSW Visa applicants, the amount of the maintenance funds is £1270 and it should be held in your bank account for a consecutive 28-day period. You should provide relevant bank statements as evidence that clearly show you have held the required amount for the period.
  • Fees for dependants: If your partner and children join you as dependants in the UK, there will be an IHS fee of £1035 per year per dependant. In addition, the UK PSW visa fee for each dependant is £822.

Can I Get A Refund for The UK PSW Visa Fees?

Generally, visa application fees are non-refundable. If your application is refused or withdrawn, or if you decide to cancel your application, you will not get a refund.

What Are The UK PSW Visa Scholarships And Waivers?

Cases are universities, governments, and some organizations that offer financial aid for eligible graduates, which can be used to cover visa fees and living costs. They have different criteria based on academic performance, financial need, the applicant’s home country, and the field of study.

How Long Does The PSW Visa Last? 

The PSW visa lasts for only two years or three years depending on your degree. If you overstay your PSW visa, there will be various penalties such as potential fines, imprisonment, detention, deportation, ban from re-entering the UK for between 1 and 10 years, and a negative impact on your future UK visa applications. Therefore, it is of utmost importance that you should have your next move planned.

What Happens After 2 Years of PSW in The UK? 

After your PSW visa validity period, there are two options, return to your home country or continue staying in the UK. If you choose the latter one, you will need to apply for a new type of visa to stay lawfully in the UK. There are many visa options. Each visa category has its own requirements, application process, and associated costs. This depends on the specific circumstances. Currently, the skilled worker visa is one of the most popular routes, which requires an eligible job with payment meeting the minimum salary requirements. After 5 years of residency in the UK under this visa, you may apply for infinite leave to remain, which is permanent residency in the UK. If you aim to start a business in the UK, you may consider the Innovator Founder route. 

Requirements for PSW Visas

When you apply for a PSW Visa, you’ll need to provide the following documents:

  • A valid passport.
  • Biometric residence permit (BRP), if you received one when you applied for your student visa.
  • Confirmation of Acceptance for Studies reference number from when you applied for your student visa.
  • Proof of your relationship with your partner or children as dependants (if applicable).
  • A letter from your scholarship or sponsorship provider approving your application, if you are eligible for scholarships or fee waivers that could cover the PSW visa fee.

All the documents should be in English. If not, you’ll also need to provide a certified translation.

How to Apply for A PSW Visa

You must apply online for a PSW Visa. Follow the steps to your post-study work visa.

Step 1. Download the ‘UK Immigration: ID Check’ app and scan your biometric residence permit. Then create a UK Visas and Immigration (UKVI) account.

Step 2. Access the official site and finish the application.

Step 3. Usually, you will get a decision by email within 8 weeks. If your application is approved, access this site to prove your right to live and work in the UK.

Can I bring dependants on a post-study work visa?

Yes, you can bring your partner and children as dependants on your PSW visa. There will be a PSW-dependant visa fee of £822 and an IHS fee of £1035 for each dependant. Each dependant must meet the maintenance funds requirement as well. Therefore, it’s important to consider these additional costs when planning your family’s move to the UK.

Can I apply for PR after PSW in the UK? 

No. According to the current immigration rules, the PSW visa does not count towards indefinite leave to remain (ILR), also known as Permanent Residence (PR) in the UK. Therefore, you can’t apply for PR after your PSW visa expires. Instead, you should apply for another visa category first, and then apply for ILR when you hold one of the following visas for at least 5 years: 

  • Family visa: 5 years
  • Work visa: 5 years
  • Long residence to ILR: 10 years
  • Business visa: 3 to 5 years.

Is the PSW visa extendable/renewable?

No, the UK PSW Visa is neither extendable nor renewable. This one-time visa is issued for a fixed period of two or three years. If you wish to continue working in the UK, during this period you may be able to switch to a different type of visa, a skilled worker visa, for instance. You will need a separate visa application.

UK offers visa to India young professional

The United Kingdom is offering 3,000 visas to Indian professionals through a new ballot system, allowing them to live, work, or study in the country for up to two years. The British High Commission in India announced the India Young Professionals Scheme, which targets Indian citizens aged 18-30.

It’s free to enter the ballot system. One only needs to pay the visa cost ie, £298 (approximately Rs 31,100).

"There are 3,000 places available for the India Young Professionals Scheme visa in 2024. Most places will be made available in the February ballot. The remaining places will be made available in the July ballot," stated the UK government website.

The ballot window will be open from Tuesday (February 20), at 2:30 pm India Standard Time, to February 22, giving eligible applicants the chance to pursue their careers in the UK.

In this two-part feature, we're exploring what Britons cutting back on booze, and students not going out as much, means for the night-time economy. Part one looked at the possible death of the nightclub - read that here . Today,  Emily Mee looks at how businesses are adapting...

The UK's nightlife economy is at risk unless it can adapt to changing attitudes towards alcohol. 

As we mentioned in the first part of this feature, adults - especially the younger generations - are drinking far less, and skipping big nights out to save money. 

So what will tempt customers back? 

For Karl Considine, the "alternative choice" his alcohol-free cocktail bar offers appears to be a huge success. 

Love From in Manchester is regularly packed with people sipping cocktails and enjoying a fun night out - but the difference is, everyone there is sober. 

"I'm really clear on that - we're a night-time venue, not a daytime venue. We don't do coffee, drinks or hot food," he says. 

Karl himself has struggled with alcohol addiction in the past, when he could "never just have a quiet night" and would "always want to take it further". 

While Love From ( @love.fromco ) is a safe space for those in recovery, Karl is clear the bar is "absolutely" for everyone - including those who are drinkers but just want something different. 

He's had to deal with trolls online who don't understand the concept, but he says he's had positive feedback from customers and gets "nice messages" online every day. 

Will alcohol-free bars become more popular?

Love From is not the only alcohol-free night-time venue to have popped up in recent years - among others, there's London's LGBT club night House of Happiness, and the alcohol-free bar and shop Club Soda. 

But Laura Willoughby, who runs Club Soda, says she doesn't think we'll see a huge increase in alcohol-free venues because "what people actually want is choice". 

"Ultimately, everywhere where alcohol is served there should be a good choice of alcohol-free so whoever's in your party can make a choice about what they want to do," she says. 

She explains that Club Soda runs workshops for retailers to learn about alcohol-free products, and those who ended up expanding their alcohol-free menus have seen their group bookings increase. 

"Everybody wants to have a nice time - they don't want to sit there with a tap water or a very sugary soda which they can only have one of - they want to participate fully," she says. 

No longer an afterthought

Low and no-alcohol products are now the fastest growing part of the industry. 

Drinks expert Dan Whiteside says the amount and range of products has "exploded" in recent years, and they can be found in most bars and restaurants. 

And Liam Davy, head of bars at steakhouse chain Hawksmoor, says he's seen a "big spike" in sales of non-alcoholic drinks. 

His company has started paying more attention to that section of the menu "when, to be honest, in the past it might have been a bit more of an afterthought or something aimed at kids". 

Although most pub and restaurant chains have adapted and now have better low and no-alcohol drinks menus, he says smaller businesses have been slower to make changes. 

Then there's that pervasive marketing problem - the perception that some of these products are overpriced, meaning people will instead opt for a cheap cola or lemonade when they're not drinking. 

So is there anything else businesses can do? 

Sacha Lord, night-time economy adviser for Greater Manchester, says he has been advising pubs to offer more event-based nights, such as darts or quizzes, to get people back in the door.  

This is an opinion shared by Laura, who says Gen Z is much more experience-led in their social lives. 

"It's not based around the strength of the drink in their glass and more about lovely evenings out," she says. 

As we reported on Tuesday, most English councils with responsibility for social care are increasing council tax by the maximum 4.99% allowed from 1 April, or have a special dispensation to go higher.

Of the 129 (out of 137) such councils to have published their plan, only eight are going below the maximum threshold, though not by much. The lowest rises are Hartlepool at 2.99% and Rotherham at 3.5%.

The maximum 4.99% annual rise only applies to councils in England that have responsibility for social care. For those that do not, the maximum hike without a referendum is 2.99%.

Where will it go up by more?

The government is allowing  Birmingham  and  Woking  to raise council tax by up to 10% - and  Thurrock  and  Slough  can put bills up 8%. All have effectively declared themselves bankrupt.

What about Wales, Scotland and Northern Ireland?

Councils in Wales must plug funding gaps of nearly £360m in 2024-25.

The caps don't apply - so proposed hikes vary wildly from 3% in  Cardiff  to between 16% and 21% in  Pembrokeshire  - a record.

In Northern Ireland,  Mid and East Antrim  has the highest uplift in household rates at 9.78%.  Lisburn  and  Castlereagh  is the lowest at 3.98%.

In  Scotland , the devolved government announced a council tax freeze for the coming year.

We've been chatting to personal stylist  Lindsay Edwards  about how to boost your confidence through fashion - and without breaking the bank.

Ms Edwards says the best place to start is within your own wardrobe - as most people get into a habit of buying more without taking items out. 

You might even find items you'd forgotten about, or ones that could be given a new lease of life with a little altering. 

For example, you can change the colour of items that are "looking a little bit tired or jaded" by buying a pod of Dylon dye for £7 and popping it in the washing machine. 

Ms Edwards also suggests changing the buttons on pieces or getting them altered for a better fit. 

She says it's worth dedicating an afternoon or a day to sorting through your wardrobe and trying on each item, mixing and matching pieces in ways you haven't tried before. 

"Lots of people get into a bit of a rut of matching that top with those bottoms. Sometimes it's just changing the way you wear that top - rather than just wearing those bottoms, have you got any skirts that work with it?" she says. 

You could get a stylist, a friend or an honest family member to give their thoughts. 

Ms Edwards says people are usually not wearing about 80% of their wardrobe - so you should identify what you're not using and be prepared to say goodbye to it. 

This will help "get rid of the noise" of having too much in your wardrobe, and could earn you some cash if you decide to sell your clothes on a platform such as Vinted. 

Ms Edwards also recommends thinking about what clothes you have and identifying what the gaps are - particularly if you're missing basic items. 

Neutral colours are more versatile, and accessories can also change the way an outfit looks. 

Everyone's personal style is different, but if you need a little inspiration here's what Ms Edwards recommends you should have in your wardrobe... 

Great fitting pair of jeans  - Ms Edwards suggests going for a dark indigo denim as it can be easily dressed up or down. She says while light stonewash jeans are great in spring and summer, they don't work as well in the colder months. 

Well-fitting blazer  - Ms Edwards says she buys an M&S ruched sleeve blazer pretty much every year and it works well for all occasions. It makes great workwear, can be dressed down with a pair of jeans and T-shirt, or can be popped over a dress when it gets chilly in the evening. 

Light jacket  - Pick something that goes with your natural style, whether that's a denim jacket, biker jacket or military jacket. 

Evening pair of shoes in a nude colour  - Nude heels elongate the legs and go with everything. You can pair with jeans and a T-shirt for a "chic and elevated" look, or take it from day to night with a dress in any colour. 

White pair of trainers  - Again, these go with anything. 

Metallic shoes  - Whether it's sandals, flip-flops or heels, picking colours such as bronze, rose gold, silver and gold will also go with anything and are great for taking on holiday. 

Five major lenders hiked mortgage rates this week - HSBC, Santander, Coventry and TSB. 

The reason for these increases is that swap rates - which dictate how much it costs lenders to offer mortgages - have been creeping up.

There is a feeling markets may have got carried away with expectations of an early base rate cut this year - leading mortgage rates to fall. What seems to be happening now is a readjustment, with forecasts for a base rate cut having shifted back from May to June.

Here's how average mortgage rates are looking...

Yesterday we found out energy prices would be coming down by £238 from 1 April.

The cap will fall to £1,690 a year for a typical dual-fuel household. The current price cap sits at £1,928 a year for a typical household.

The cap is controlled by energy regulator Ofgem and aims to prevent households on variable tariffs being ripped off. 

It doesn't represent a maximum bill. Instead it creates an average bill by limiting how much you pay per unit of gas and electricity, as well as setting a maximum daily standing charge (which all households must pay to stay connected to the grid). 

Finally, there was a record surplus in UK government finances in January thanks to a big rise in income tax receipts and lower interest payments on the national debt.

The surplus was £16.7bn - the highest since records began in 1993, but still lower than expected.

Simon French, chief economist at UK investment bank Panmure Gordon, told Sky News income tax receipts were up 11%.

This is largely due to a huge stealth tax imposed by the government in freezing income tax thresholds (instead of raising them in line with inflation) since 2021, dragging many more Britons into paying tax (this is known as "fiscal drag") and raising the amount the rest us pay significantly. The freeze will last for six years.

Jobs growth has also helped increase income tax receipts.

During the first 10 months of the financial year, the government borrowed £96.6bn. That was down £3.1bn on the same period last year and was below forecasts.

The formula for calculating the price cap is the right one for now, but it needs to become more flexible, the Ofgem chief executive has said.

Jonathan Brearley told Sky News that wholesale energy prices changed too often for the system to handle.

He said the government and Ofgem want to see more time-of-use tariffs, which offer cheaper rates at off-peak times.

"There are clearly a number of families still struggling with their bills," he said.

Today's announcement, which will see the cap reduced from £1,928 to £1,690 from 1 April to 30 June, was a "a sign that the market is finally stabilising" but it would be a "fool's game to predict the gas price" beyond July.

"I am more optimistic that things are unwinding compared to where they were last year, but things are still volatile," he said.

Defending the price cap formula, Mr Brearley said: "It adds up as best we can all the costs a company faces - we have to recover those costs and it allows for a very small profit on top of that.

"As we go forward though... we need to ask ourselves is this really flexible enough."

He added: "So it's the right formula for today, but we think you might need to change it in the future." 

Apple has fired back at Spotify after the music giant complained App Store rules would force up the price of its subscriptions.

The companies are locked in a battle at the European Commission, which is reportedly close to issuing Apple a €500m fine.

Spotify filed a complaint with the EU in 2019, claiming that Apple limited competition with its 30% fee on purchases made through the store - including subscriptions.

Last month, Spotify urged the UK government to pass a bill banning similar fees or commission charges.

"Fundamentally, their complaint is about trying to get limitless access to all of Apple's tools without paying anything for the value Apple provides," Apple said.

"Spotify pays Apple nothing for the services that have helped them build, update and share their app with Apple users in 160 countries spanning the globe."

Responding to reports of the possible fine, the tech giant said Spotify did not offer subscriptions via the App Store, so it did not pay Apple any commission in the EU.

When filing the complaint in 2019, Spotify founder Daniel Ek wrote: "If we pay this tax, it would force us to artificially inflate the price of our premium membership well above the price of Apple Music. And to keep our price competitive for our customers, that isn’t something we can do."

There are currently no sub-4% mortgage deals on the market. 

HSBC was the last lender offering a sub-4% five-year fixed rate at 3.99%, which increased to 4.15% today. 

The bank was the first of the so-called big six lenders to bring back sub-4% mortgage rates at the start of January, but competitors raising their rates has forced HSBC to follow suit. 

The apparent reason for these increases is that swap rates - which dictate how much it costs lenders to offer mortgages - have been creeping up.

This was echoed by a HSBC spokesperson, who told Sky News: "There are several factors that are taken into account when setting mortgage rates, including swap rates which have increased and like other providers, we have had to reflect that in our mortgage rates."

What seems to be happening now is a readjustment, with forecasts for a base rate cut having shifted back from May to June.

NatWest, Santander, TSB and Coventry Building Society were among other lenders to raise rates this week. 

"We're firmly focused on supporting customers to move onto or up the property ladder or renew their mortgage with us," an HSBC spokesperson said. 

"As a result, there have been increases to our residential mortgages. We continue to keep our rates under review."

The lowest five-year fix for home buyers and remortgagers on offer now is with First Direct - at 4.04%.

Coca-Cola has announced the return of a cult-favourite flavour to its roster.

Lemon was axed by the brand in 2006, but has now made its triumphant return ahead of the summer - with most major retailers now stocking it.

"We're thrilled to be able to meet consumer demand by expanding our flavour's portfolio with the inclusion of Coca-Cola Lemon – it's quite literally happiness in a bottle!" Laura Moon of Coca-Cola said.

"We're consistently considering new variations and would encourage eagle-eyed Coca-Cola fans to watch this space for more."

A 24-pack of the sugar-free drink straight from  Coca-Cola's website  can be picked up for £12.50 (52p a can), while the regulars area little more at 62p per can - because of the sugar tax.

We've all heard consumer advice that's repeated so often it almost becomes cliché. Each week the Money team looks to get to the bottom of a different "fact" and decide whether it's a myth or must.

This week's is...

 'Braking less while driving saves you money'

To help answer this one, we've enlisted the help of Stuart Masson, editorial director at The Car Expert .

"You can save a significant amount of money by braking better," Stuart says, adding that it will also make you a safer driver.

Stuart explains that most drivers don't look far enough ahead down the road; they're constantly reacting to what's going on directly in front of them, rather than anticipating what's going to happen. 

"That means they tend to brake later and harder, then accelerate harder again to get back up to speed," he says. 

This constant cycle of hard braking followed by aggressive accelerating naturally requires more fuel.

"By looking further down the road, and anticipating traffic lights and other vehicles, drivers can ease off the throttle and slow down more gradually," Stuart says. 

For example, if you see traffic lights down the road that are red, there's no point continuing to maintain your speed all the way to the lights. 

"Instead, lift off the accelerator and coast towards the lights, letting the car slow down more gradually," Stuart suggests. "There's also a chance that the lights will turn green again before you get there, so you don't have to accelerate as much to get back up to speed, again saving you fuel."

I have an electric car - why should I listen to you?

"If you have an electric car, this will also help your car to regain some electricity to the battery - a process car companies call 'energy regeneration', so you'll get more miles from your battery," Stuart adds. 

"If you're driving down a hill, you can use your gears to help keep your speed in check, rather than braking constantly to slow down," Stuart says. 

"Electric cars usually have an adjustable regeneration setting that mimic this, which returns even more electricity to the battery."

It's not just fuel money you're saving...

You can also make savings with smarter braking by avoiding a hefty bill from the garage at your next service.

"[Braking less also] reduces wear on both your tyres and your brake pads, as well as making the car easier to control in the event of a sudden emergency," Stuart explains. 

Considering the average mid-range tyre will set you back £100 each, and brake pads cost around £210 to replace - it's in your wallet's best interests to extend their longevity by looking after them.

To answer the first of these points, we learned this week that stamp duty receipts were down 21% in the first 10 months of the financial year - a direct impact on the economy. And on the second point, the Bank of England governor has said he expects the base rate to settle somewhere around 3% in the coming years.

Mike is absolutely right to say high rates used to be commonplace, though analysts point to the fact people take on far more debt these days - so 12% now would be far more impactful than in 1989.

One of the biggest stories of the week has been news that most councils in England will be putting up council tax by the maximum in April - so, 4.99% for councils that oversee social care, and 2.99% for those that don't.

Council tax is rapidly becoming the equivalent of a 2nd rent or mortgage payment, a huge monthly bill we will never escape. It offers very little value for money (should be frozen for 5 yrs). Could councils be made to summarise every £ spent in a readable digestible format? ConcernedCitizen

Overseas student applications to UK universities rise again

The number of international students applying to undergraduate courses at UK universities has risen for a second year running.

New data shows 115,730 students from outside the UK applied to start in September, up from 114,910 last year.

It comes despite tougher government rules to help "slash migration" .

And it follows accusations universities have lowered standards to recruit overseas students, who can be charged far more than UK students.

The claims have sparked a review of admissions processes .

'Highly unpredictable'

The number of international applicants remains below the high of 116,110 before the Covid pandemic.

Numbers fell over the next two years, when international travel was restricted, but have since been recovering.

Universities and Colleges Admissions Services (Ucas) chief executive Dr Jo Saxton said the rise in international-student applications should "not be a cause of concern for prospective domestic students", because UK applications had also risen in recent years.

Most international students in the UK study postgraduate courses, such as master's degrees, but they are not reflected in the new Ucas data.

'Significant decreases'

Vivienne Stern, chief executive of Universities UK, which represents 142 higher-education institutions, told BBC Radio 4's Today programme the data was not fully representative and universities were "worried" overall international-student numbers could still fall.

"Last year, despite applications going up, actually we saw some quite significant decreases in enrolments," she said.

"It's unstable and that's seriously bad for universities because... they need international students to fund domestic education."

Asked about the effect of any future fall in the numbers, Ms Stern said: "In the end, I think it will make it more difficult for universities to offer places to home students."

The most a student in the UK will pay for a year of undergraduate tuition is £9,250 - the exact amount depends on where they live .

But international students can pay £38,000 per year for undergraduate courses and £30,000 per year for postgraduate courses.

In England, the tuition-fee cap has risen only once since 2012 - from £9,000 to £9,250 per year - and universities are worried it is not keeping up with inflation.

The Russell Group, which represents 24 prestigious universities, estimates a fall in the value of student loans and government teaching grants means universities are making up for a £2,500 shortfall per domestic undergraduate student .

Data from the Higher Education Statistics Agency, which represents both undergraduate and postgraduate courses, suggests the number of international-student enrolments grew from 469,160 in the 2017-18 academic year to 679,970 in 2021-22.

The increase has been driven by applications for postgraduate degrees, according to University of Oxford migration research , rather than the undergraduate courses studied by many 18-year-olds in the UK.

However, new rules this year aimed at curbing migration mean international students can no longer bring family members with them unless they are on research courses or have government-funded scholarships.

'Political pressure'

Ms Stern said this - as well as competition from universities in countries such as the US and Australia, and UK "government rhetoric" - posed a problem for universities.

She has previously stressed universities make a loss on teaching UK students - and on research.

"Income from international students is no longer providing an additionality that allows us to invest over and above what we would be able to do with just domestic sources of income," she told MPs last year.

"Instead of being the cherry on the cake, it is becoming the flour."

A report from the British Council last week suggested the "post-Covid boom" in international-student numbers would end this year, because of "rising political pressure against migration" and the increasing cost of studying in the UK.

Signs of pressure on universities' finances are already apparent, with job cuts recently announced at several universities, including the University of Aberdeen , which said it was facing serious financial challenges, and Staffordshire University , which cited a "turbulent student recruitment market at home and abroad".

And strikes over pay and pensions have disrupted university education in recent years.

The government has a target of 600,000 international students per year studying in the UK by 2030 and says education exports "play a vital role in supporting the UK economy".

A report last year estimated one year group of international students would bring £41.9bn in economic benefits through the course of their time in the UK.

Former universities minister Jo Johnson told the Today programme international students "bring enormous benefits to the UK" and create "huge economic value that enables universities to put on courses that wouldn't otherwise be offered to domestic students at all".

Attracting international students also boosts the UK's "soft power", through its reputation and global networking, the government says.

It surpassed its 600,000 target in 2020-21 and 2021-22, according to the most recent data.

'Dangerously understaffed'

The figures come after accusations that universities have been lowering standards to recruit overseas students, including a Sunday Times report claimed international students were using "secret routes" to "buy their way in" to Russell Group universities.

Ms Stern said the newspaper had made a "fundamental error" by comparing foundation courses with degrees, adding: "International students are not taking home-student places and they're not being admitted on lower grades."

But Mr Johnson said the report "raised questions" and universities were "right to be taking it extremely seriously", after Universities UK announced admissions processes would be reviewed to ensure the system was fair.

Meanwhile, the Ucas data also suggests the number of applicants for nursing has fallen, which the Royal College of Nursing warned could leave the NHS "dangerously understaffed".

Additional information about International Student Program reforms

Ottawa, February 5, 2024— Further information is being provided to clarify the announcement of an intake cap on new international study permit applications and other changes . International students make important contributions to Canada’s campuses, communities and economy; however, we have seen unsustainable growth in the International Student Program in recent years. These recently announced reforms will support sustainable population growth in Canada and improve system integrity, while helping to ensure that international students have a positive experience in Canada.

1. Cap and provincial attestation letter

As of 8:30 a.m. ET on January 22, 2024, most new post-secondary international students at the college or undergraduate level must provide a provincial attestation letter (PAL) from a province or territory with their study permit application. Immigration, Refugees and Citizenship Canada (IRCC) will return any application received that does not include a PAL, unless otherwise exempt.

This attestation will serve as proof that the student has been accounted for under a provincial or territorial allocation within the national cap. Provinces and territories have been asked to have a plan in place for issuing PALs by March 31, 2024. The Government of Canada is working with the Government of Quebec to determine how the certificat d’acceptation du Québec pour études could serve as a PAL.

International students whose applications were received by IRCC before 8:30 a.m. on January 22, 2024, as well as those who have already been approved for a study permit and intend to travel to Canada for an upcoming program, do not need to take further action as a result of the cap.

Who needs a provincial attestation letter?

  • most post-secondary study permit applicants
  • most non-degree granting graduate programs (for example, certificate programs and graduate diplomas)
  • anyone else not included in the exception list below

Who doesn’t need a provincial attestation letter?

  • primary and secondary school students
  • master’s or doctoral degree students
  • visiting or exchange students
  • in-Canada study permit and work permit holders (includes study permit holders applying for an extension)
  • in-Canada family members of study permit or work permit holders
  • students whose application we received before 8:30 a.m. ET on January 22, 2024

2. Post-graduation work permit (PGWP) update for graduates of master’s degree programs

In recognition that graduates of master’s degree granting programs are excellent candidates to succeed in Canada’s labour market and potentially transition to permanent residence, we have made a change to the length of the PGWP, so that they have the opportunity to meet the required Canadian work experience in order to apply for their permanent residence.

Starting on February 15, 2024, a longer, 3-year post-graduation work permit will be available to those who are graduating from a master’s degree program that is less than 2 years and who meet all other PGWP eligibility criteria.

The length of PGWPs for programs other than master’s degrees will continue to align with the length of the study program, to a maximum of 3 years.

Who is eligible for a longer post-graduation work permit (PGWP)?

  • Graduates of programs that are at least two years in length at PGWP-eligible designated learning institutions are eligible for a 3-year PGWP, as are graduates of master’s degree programs less than 2 years in length.

3. PGWP eligibility for public-private partnership college programs

Some provinces allow public colleges to license their curriculum to be delivered by an affiliated private college. In these cases, students physically attend a private college, but graduate with a diploma from a public institution. Concerns have been raised with regard to the quality of education provided by these institutions, as well as the lack of sufficient student supports. The Auditor General of Ontario has also raised concerns about a lack of oversight into program quality and student services at these institutions.

As such, IRCC has made a change to restrict PGWPs for these institutions, anticipating that without the ability to apply for a PGWP, there will be a reduction in the number of international students enrolling in them.

Who is eligible for a PGWP after graduating from a public-private partnership college program?

  • International students currently enrolled will remain eligible for a PGWP if they meet other program eligibility criteria.

Who is not eligible for a PGWP after graduating from a public-private partnership college program?

  • New students enrolling in this type of program will not be eligible for a post-graduation work permit.

4. Changes to open work permit eligibility for spouses

In the coming weeks, eligibility for open work permits for the spouses and common-law partners of international students will be updated.

Who can get an open work permit?

  • Eligibility is limited to the spouses and common-law partners of students in graduate (master’s and doctorate) and professional degree–granting programs only.
  • Once these changes are in effect, spouses and common-law partners of international students seeking to extend their existing work permit will continue to be eligible under this stream.

Who will not be eligible for an open work permit?

  • The spouses and common-law partners of international students in other levels of study, including undergraduate and college programs, will no longer be eligible for an open work permit unless they already hold an open work permit under this stream.
