Now, let's address the written part of your language school business plan. While it may be less prone to errors, using software can significantly boost productivity. Word processors lack instructions and examples for each section of your business plan. They also won't automatically update your numbers when changes occur in your forecast, and they lack automated formatting capabilities.

In summary, while some entrepreneurs may consider Word or Excel for their business plan, it's far from the best or most efficient solution when compared to specialized software.

  • Having an up-to-date business plan is key to maintaining visibility on your future cash flows.

How to write a business plan for a school.

If you want to start a school or expand your current one, you need a business plan. The guide below details the necessary information for how to write each essential component of your school business plan.

Executive Summary

Your executive summary provides an introduction to your business plan, but it is normally the last section you write because it provides a summary of each key section of your plan.

The goal of your executive summary is to quickly engage the reader. Explain to them the kind of school you are running and the status. For example, are you a startup, do you have a school that you would like to grow, or are you operating a chain of schools?

Next, provide an overview of each of the subsequent sections of your plan.

  • Give a brief overview of the school industry.
  • Discuss the type of school you are operating.
  • Detail your direct competitors. Give an overview of your target customers.
  • Provide a snapshot of your marketing strategy. Identify the key members of your team.
  • Offer an overview of your financial plan.

Company Overview

In your company overview, you will detail the type of school you are operating.

For example, you might specialize in one of the following types of schools:

  • Private K-12 school : this type of school typically charges tuition, and may be affiliated with a religious organization, or specialize in a particular learning method.
  • Charter school: this type of school offers primary or secondary education for a tuition, and may receive some public funding, and/or donations. These schools require their students to take state-mandated exams.
  • Special subject school: this type of school specializes in teaching a specific subject, such as driving, first-aid, self-defense, fine arts, language, or general tutoring.
  • Preschool: this type of school typically serves children who are aged 3 and 4. These schools prepare young children to enter formal education, and are funded by some combination of tuition, donations, and government grants.

In addition to explaining the type of school you will operate, the company overview needs to provide background on the business.

Include answers to questions such as:

  • When and why did you start the business?
  • What milestones have you achieved to date? Milestones could include the number of students served, the number of students accepted into elite formal education institutions, etc.
  • Your legal business Are you incorporated as an S-Corp? An LLC? A sole proprietorship? Explain your legal structure here.

Industry Analysis

In your industry or market analysis, you need to provide an overview of the school industry.

While this may seem unnecessary, it serves multiple purposes.

First, researching the school industry educates you. It helps you understand the market in which you are operating.

Secondly, market research can improve your marketing strategy, particularly if your analysis identifies market trends.

The third reason is to prove to readers that you are an expert in your industry. By conducting the research and presenting it in your plan, you achieve just that.

The following questions should be answered in the industry analysis section of your school business plan:

  • How big is the school industry (in dollars)?
  • Is the market declining or increasing?
  • Who are the key competitors in the market?
  • Who are the key suppliers in the market?
  • What trends are affecting the industry?
  • What is the industry’s growth forecast over the next 5 – 10 years?
  • What is the relevant market size? That is, how big is the potential target market for your school? You can extrapolate such a figure by assessing the size of the market in the entire country and then applying that figure to your local population.

Customer Analysis

The customer analysis section of your school business plan must detail the customers you serve and/or expect to serve.

The following are examples of customer segments: families with elementary-aged children, families with high-school-aged children, families with preschool children.

As you can imagine, the customer segment(s) you choose will have a great impact on the type of school you operate. Clearly, families with high schoolers would respond to different marketing promotions than families with preschoolers, for example.

Try to break out your target customers in terms of their demographic and psychographic profiles. With regards to demographics, including a discussion of the ages, genders, locations, and income levels of the potential customers you seek to serve.

Psychographic profiles explain the wants and needs of your target customers. The more you can recognize and define these needs, the better you will do in attracting and retaining your customers.

Competitive Analysis

Your competitive analysis should identify the indirect and direct competitors your business faces and then focus on the latter.

Direct competitors are other schools.

Indirect competitors are other options that customers have to purchase from that aren’t directly competing with your product or service. This includes public schools, virtual schools, and families who do homeschooling. You need to mention such competition as well.

For each such competitor, provide an overview of their business and document their strengths and weaknesses. Unless you once worked at your competitors’ businesses, it will be impossible to know everything about them. But you should be able to find out key things about them such as

  • What types of students do they serve?
  • What type of school are they?
  • What is their pricing (premium, low, etc.)?
  • What are they good at?
  • What are their weaknesses?

With regards to the last two questions, think about your answers from the customers’ perspective. And don’t be afraid to ask your competitors’ customers what they like most and least about them.

The final part of your competitive analysis section is to document your areas of competitive advantage. For example:

  • Will you provide specialized instruction, either in subject or in method?
  • Will you offer courses or services that your competition doesn’t?
  • Will you provide better customer service?
  • Will you offer better pricing?

Think about ways you will outperform your competition and document them in this section of your plan.  

Marketing Plan

Traditionally, a marketing plan includes the four P’s: Product, Price, Place, and Promotion. For a school business plan, your marketing strategy should include the following:

Product : In the product section, you should reiterate the type of school that you documented in your company overview. Then, detail the specific products or services you will be offering. For example, will you provide religious-focused K-8 education, college preparatory courses, or single-subject instruction like driving or fine arts?

Price : Document the prices you will offer and how they compare to your competitors. Essentially in the product and price sub-sections of your plan, you are presenting the courses and/or extracurricular activities you offer and their prices.

Place : Place refers to the site of your school. Document where your company is situated and mention how the site will impact your success. For example, is your school located in a growing neighborhood, in the city center, or will you operate purely online? Discuss how your site might be the ideal location for your customers.

Promotions : The final part of your school marketing plan is where you will document how you will drive potential customers to your location(s). The following are some promotional methods you might consider:

  • Advertise in local papers, radio stations and/or magazines
  • Reach out to websites
  • Distribute flyers
  • Engage in email marketing
  • Advertise on social media platforms
  • Improve the SEO (search engine optimization) on your website for targeted keywords

Operations Plan

While the earlier sections of your business plan explained your goals, your operations plan describes how you will meet them. Your operations plan should have two distinct sections as follows.

Everyday short-term processes include all of the tasks involved in running your school, including answering calls, planning and delivering instruction, applying for grants, fundraising, performing administrative tasks, overseeing instructors, handling discipline, scheduling and monitoring extracurricular activities, etc.

Long-term goals are the milestones you hope to achieve. These could include the dates when you expect to enroll your Xth student, or when you hope to reach $X in revenue. It could also be when you expect to expand your school to a new city.  

Management Team

To demonstrate your school’s potential to succeed, a strong management team is essential. Highlight your key players’ backgrounds, emphasizing those skills and experiences that prove their ability to grow a company.

Ideally, you and/or your team members have direct experience in managing schools. If so, highlight this experience and expertise. But also highlight any experience that you think will help your business succeed.

If your team is lacking, consider assembling an advisory board. An advisory board would include 2 to 8 individuals who would act as mentors to your business. They would help answer questions and provide strategic guidance. If needed, look for advisory board members with experience in running a school or experience with public school administration or who has served on a public school board.  

Financial Plan

Your financial plan should include your 5-year financial statement broken out both monthly or quarterly for the first year and then annually. Your financial statements include your income statement, balance sheet, and cash flow statements.

Income Statement

An income statement is more commonly called a Profit and Loss statement or P&L. It shows your revenue and then subtracts your costs to show whether you turned a profit or not.

In developing your income statement, you need to devise assumptions. For example, will you enroll 100 or 1,000 students per semester, and/or offer extracurricular activities? And will sales grow by 2% or 10% per year? As you can imagine, your choice of assumptions will greatly impact the financial forecasts for your business. As much as possible, conduct research to try to root your assumptions in reality.

Balance Sheets

Balance sheets show your assets and liabilities. While balance sheets can include much information, try to simplify them to the key items you need to know about. For instance, if you spend $50,000 on building out your school, this will not give you immediate profits. Rather it is an asset that will hopefully help you generate profits for years to come. Likewise, if a lender writes you a check for $50,000, you don’t need to pay it back immediately. Rather, that is a liability you will pay back over time.

Cash Flow Statement

Your cash flow statement will help determine how much money you need to start or grow your business, and ensure you never run out of money. What most entrepreneurs and business owners don’t realize is that you can turn a profit but run out of money and go bankrupt.

When creating your Income Statement and Balance Sheets be sure to include several of the key costs needed in starting or growing a school:

  • Cost of equipment and supplies
  • Payroll or salaries paid to staff
  • Business insurance
  • Other start-up expenses (if you’re a new business) like legal expenses, permits, computer software, and equipment

Attach your full financial projections in the appendix of your plan along with any supporting documents that make your plan more compelling. For example, you might include your school location lease or a list of elective courses or extracurricular activities you will offer.

Feeding a family of 13 isn't an easy feat.

Each summer — when we're not homeschooling — the kids help me plan the meals for the next school year. To keep my family from getting bored, we rotate dinners on a monthly schedule.

My kids, who range in age from newborn to 19, help me decide on a theme for each night of the week, and we brainstorm four or five meals for each one to rotate throughout the month.

This way, we eat our dinner options only 12 times a year instead of once a week.

We've enjoyed a variety of themes, but this year they're roast meat and potatoes; Asian-inspired; taco Tuesday; American; noodle night; pizza night; and seafood. Other themes we've used include soup and sandwiches; Italian; around the world; casseroles; comfort food; fry day; and breakfast for dinner.

During the brainstorming session, I encourage the kids to think of meals that are fairly inexpensive , quick to make, and enjoyed by most of the family.

Read on for a dozen of my tried-and-true meals that help me get dinner on the table.

My kids are big fans of chicken nuggets and mashed potatoes

My kids love the combination of chicken nuggets and mashed potatoes . The Instant Pot makes the side dish so simple, even on weeknights.

While the oven preheats for the nuggets, I have one of my kids help me peel the potatoes. Then I cut them in half and put them in the Instant Pot with a cup of water for 10 minutes on high pressure.

As the Instant Pot comes to the right pressure, I get the chicken nuggets in the oven. Then I open a bag of frozen vegetables (usually corn or peas for this meal) and start cooking those. I also whip up a quick cream gravy with butter, flour, chicken broth, milk, salt, and pepper.

When I plan it out like this, everything is ready at about the same time, which works out perfectly.

Breakfast for dinner is a favorite in my house

Breakfast for dinner is a fun change of pace and a simple meal that the kids can help prepare.

The menu varies depending on what we have on hand, but it typically includes waffles or pancakes, bacon , and scrambled eggs.

I usually make waffles from scratch, but I keep a bag of pancake mix on hand in case I run out of an ingredient right before dinner.

One of my daughters quickly scrambles eggs while bacon cooks in the oven . At the same time, one of my young sons helps make the waffles, because he loves rotating the handle on the waffle maker.

Sometimes I whip up a quick syrup by boiling two cups of sugar with a cup of water and about a teaspoon of maple extract. Other times the kids put blueberries and whipped cream on their waffles.

Spaghetti and meatballs are a classic combo for a reason

Since it's so easy to prepare, spaghetti and meatballs is one of the first meals I teach my kids how to make on the stove.

They put the frozen meatballs in the oven at 400 degrees Fahrenheit for about 15 to 20 minutes. While those cook, they boil water and cook the noodles .

I help them strain the noodles once they're tender, then they dump a jar of sauce in the pot and heat it all for a minute or two. Marinara sauce is our go-to, but occasionally we try new ones.

When the noodles are done, we get the meatballs out of the oven and serve dinner with a side salad and a piece of garlic bread , which we make by quickly broiling hot-dog buns slathered with butter and sprinkled with garlic.

I like to whip up pork tenderloin and potatoes in my Crock-Pot

Dinner doesn't get much easier than this pork tenderloin from Costco .

I quickly brown the meat in a pan with a bit of oil. I wash the potatoes and put them in the Crock-Pot, placing the browned pork on top.

I add generous amounts of salt, pepper, and garlic, and a little water to keep it from sticking. Then I put the lid on, turn it on low, and let the slow cooker prepare dinner while we get on with our days.

About six hours later, I put together a side salad and slice the meat. It's a simple dinner that everyone eats without complaint.

Fish sandwiches are popular for seafood night at my house

Quick fish sandwiches made with frozen fish fillets , hamburger buns, and lettuce are usually on rotation for seafood nights.

While the fish heats in the oven, I wash the lettuce and tear it into sandwich-sized pieces. When the fish is done, I put a little mayonnaise on the bun, add the fish, and top it with the lettuce.

I typically serve this meal with steamed vegetables and french fries.

I get my kids to help set up our taco bars full of toppings and sides

My kids can help me prepare a taco bar in no time — and by setting out all the ingredients individually, everyone can decide exactly what they want.

While my kids prepare the toppings and arrange them on the counter, I brown the meat with a little bit of chopped onion and flavor it with taco seasoning.

Since most of my kids prefer meatless tacos, one pound of hamburger meat is enough for my whole family.

Chips and salsa, Mexican rice, and corn are some of our favorites things to add to the simple taco bar.

Meatball subs are an easy option for sandwich night

When we need a quick option for sandwich night but are tired of cold sandwiches, meatballs come to the rescue.

I cook them in the oven, pour marinara sauce on top, and pop them back in for a few minutes until the sauce is nice and warm.

Then I spoon the meatballs over sliced French bread, ensuring that everyone gets several meatballs on their sandwich. Hoagie rolls are another great bread option.

I serve these sandwiches with chips and a side salad.

My chicken gravy over potatoes comes together quickly

For this meal, I plop several boneless, skinless chicken thighs in a pot of water and bring it to a boil. The kids help me peel potatoes, and we start them in the Instant Pot for 10 minutes on high pressure.

When the chicken is close to done, I start the gravy in another pan by melting butter and sprinkling flour on top.

I whisk it while it cooks for a few minutes to get the flour taste out and add about a tablespoon of Better Than Bouillon, about a cup of water, several cups of milk, and salt and pepper. I mix this all well to get out any clumps and let it thicken over medium-low heat.

While that simmers, I drain and dice the chicken to add it to the gravy so it all mixes together. Around this time, the potatoes are ready to drain and mash.

I serve this meal with a cooked vegetable and a roll or piece of bread and butter.

I like to spice things up with my simple kielbasa noodles

This meal adds a bit of variety to our noodle nights.

I slice Polska kielbasa and cook it in a pan with a bit of oil. Then I follow the directions on the package to boil some egg noodles until they're tender.

During the last minute the noodles are cooking, I dump in some frozen peas. This is the perfect amount of time to get them hot but not mushy.

Once the noodles and peas are done, I drain them and dump them in the pan with the sausage. I typically add a bit of butter and garlic or a can of Alfredo sauce to keep the noodles from becoming too dry.

I serve the noodles with a piece of bread and sometimes a side salad to round out the meal.

Corned beef and cabbage is one of my family's favorite comfort foods

I know I'm not the only one who stocks up on this delicious piece of meat each March around St. Patrick's Day. It's a family favorite and too good to eat only once a year.

I start by putting the meat fat-side up in the Crock-Pot . Then I add small potatoes, a sliced onion, and baby carrots.

This takes nearly all day to cook on high, so it's great for when I have time to plan ahead.

When it's getting close to dinnertime, I slice a head of cabbage and sauté it in a pan. My family prefers this method to cooking the cabbage with the meat and vegetables.

When everything's ready, I serve it with seeded rye bread.

I like to switch up the sauce when I make roasted chicken drumsticks and potatoes

For this meal, I place chicken drumsticks in a baking dish, season them with a little salt and pepper, and let them cook in the oven.

I also prepare a pan of diced potatoes, diced onions, a little bit of olive oil, and salt and pepper to cook alongside it.

These both take about 45 minutes to cook.

Once the meat is done, I add some kind of sauce, usually either Panda Express' sweet and tangy Beijing sauce, barbecue sauce, orange sauce, or sweet-and-sour sauce.

Once the sauce is on, I cook it for about another five minutes to let everything get hot.

Some of the kids enjoy bread and butter with their chicken and potatoes, but I also set out a side salad.

Cheese quesadillas are one of the easiest, crowd-pleasing meals

My young son loves helping make this quick dinner for the family.

It's the perfect option when we have somewhere to be and need to eat as fast as possible while avoiding the expense of takeout.

My son is in charge of sprinkling shredded cheese on a tortilla. Then he puts it in the microwave and pushes the "add 30 seconds" button. When it beeps, he can take it out with a bit of help and fold the tortilla in half.

I help him cut it, and he puts one on a plate for each family member.

We usually serve the quesadillas with quick sides like fresh fruit or carrot sticks and ranch dressing so cleanup can be as simple as the meal itself.

Local News | Riverside School Board to consider timeline, process for creating facilities plan

The Riverside School Board will consider a proposed timeline and process for developing a new facilities plan at its Feb. 22 meeting, nearly two years after voters rejected a bond levy for its previous facilities plan.

The proposal was introduced by board President Lori Krenisky at the Jan. 25 board meeting and details an eight-month process for creating a five-year plan, as well as the primary objectives for the plan. A motion to approve the plan has been placed on the Feb. 22 agenda, which is available on the district’s BoardDocs page.

The plan calls for the creation of a committee in its first month, led by Riverside Superintendent Chris Rateno. It would include district administrators, staff, parents, community members and a school board liaison.

The committee would then spend the second and third months reviewing the previous facilities plan, a February 2023 report from owner’s representative NV5 and a late 2023 facility condition assessment from Bialosky . It would also consider stakeholder feedback and determine if the district needs an additional consultant.

Later phases would include community consultation and the development of a five-year plan, which the board would vote on in month eight. The plan would consider the needs of existing buildings, along with ways to create more space and “unique learning spaces.”

“This timeline is designed to facilitate a collaborative and informed decision-making process, ensuring that the finalized plan reflects the input of key stakeholders and addresses the critical needs of our educational facilities,” the plan stated.

Krenisky said that she considered how the district could “get out of the starting gate” with its facilities planning.

“We seem to keep going in circles, and I’ve done some consultation with people I know that run projects, some people that are in construction, different things like that,” she said.

“We’ve got all this information, it is really great, and we need to bring in a diverse group of stakeholders to kind of really look at where our facilities are, what the tenor is and what the community needs,” Rateno added. “Our schools are the hub of the community and we need to answer to them.”

Krenisky added that the plan was designed to address the district’s longer-term facilities needs. “Day-to-day items” would be handled by the board’s buildings and grounds committee and its maintenance staff.

One project that was mentioned as a possible focus for the buildings and grounds committee involved the high school restrooms, which Rateno said have been the subject of community concern.

Board member Scott Fishel recommended hiring an owner’s representative, while board member Belinda Grassi recommended that the board’s finance committee consider bond financing options.

The district’s previous facilities plan was approved in 2016. It used a bond levy approved later that year to fund the construction of Parkside and Riverview elementary schools, while it closed Hadden, Hale Road, Leroy and Madison Avenue elementary schools.

The bond levy to support the second phase was rejected in the May 2022 election . The second phase would have involved the construction of a grades 6-12 campus to replace Riverside Campus and LaMuth Middle School. The project’s third phase would have turned LaMuth’s former building into an elementary school and closed one or both of Buckeye and Melridge elementary schools.

The Feb. 22 board meeting is scheduled to begin at 6 p.m. It will take place at the Riverside Campus Lecture Hall, 585 Riverside Drive, Painesville Township.

SEOUL, South Korea (AP) — Trainee doctors in South Korea began submitting their resignations en masse Monday in protest of a government medical policy, causing reported delays in surgeries and other treatments at hospitals.

Doctors’ groups and the government have been squabbling over a government plan to increase the number of medical school admissions by 2,000, starting from next year.

Health authorities say it’s urgent to have more doctors considering South Korea’s fast-aging population. They say the number of doctors in the country relative to the size of the population is among the lowest in the developed world.

But doctors’ groups say the government must use available resources to raise medical fees and resolve other problems first. Some doctors say raising admissions could result in unnecessary medical treatments because of a competition among doctors and could burden the public health insurance plan.

On Monday, trainee doctors at the country’s five major hospitals began submitting letters of resignation before formally walking off their jobs on Tuesday. Their association, the Korea Intern Resident Association, decided on the collective action during an emergency meeting last week.

Seoul’s Asan Medical Center said that a number of interns and resident doctors there submitted resignations and that it was trying to reschedule surgeries and other treatments for some patients. Seoul’s Severance Hospital said some of its trainee doctors also handed in resignations and suggested it could rearrange surgery schedules as well.

South Korean media reported that hundreds of trainee doctors at other hospitals also submitted resignations. Reports said some hospitals canceled or put off planned cancer surgeries, child births and other procedures in which trainees assist senior doctors.

No major troubles in the country’s medical services were immediately reported. The Health Ministry said it was trying to find out how many of the trainee doctors at the five hospitals — estimated at about 2,700 in local media — submitted their resignations. South Korea has about 140,000 professional doctors.

The Korea Medical Association, which represents doctors, said it plans to hold rallies in support of the trainees but hasn’t decided whether to join their walkouts.

Vice Health Minister Park Min-soo expressed “deep worries and regrets” over the action. Park, citing a medical law, said the government ordered the trainees to continue working.

Earlier Monday, Prime Minister Han Duck-soo said the government will take steps to prevent the action from undermining the care of emergency patients. He said that more than 400 emergency medical treatment centers across South Korea will stay open around the clock. He said the government will deploy military doctors if the situation worsens.

A telephone survey of 1,002 adults last week showed that 76% of the respondents said they believed the government’s plan to increase medical school admissions has more positive aspects, while 16% thought it has more negative aspects, according to the polling station, the Gallup Korea. A margin of error was 3.1 percentage points.

“The collective action (by trainee doctors) is like holding the people hostages so I don’t support them,” Kim Sung Bum, 75, said at a Seoul train station. “I think it would be desirable for them to make a compromise with the government.”

While Biden first attempted to cancel student debt through an executive order, he has now turned to the rulemaking process.

  • Here's who may qualify.

Since the Biden administration's first student loan forgiveness plan was rejected at the Supreme Court , it has been working on creating a new, legally viable relief package.

That debt cancellation could come as soon as this year . The alternative plan, which has become known as  Biden's "Plan B ," could forgive the student debt for as many as 10 million people, according to  one estimate .

The U.S. Department of Education and the negotiators tasked with determining who will be eligible for the president's revised aid have identified five groups of borrowers.

1. Those who owe more than they borrowed

Borrowers with outstanding federal student loan balances that exceed what they originally borrowed may be among those who qualify for the cancellation.

A person's student debt can balloon for a number of reasons, said Nadine Chabrier , a senior policy and litigation counsel at the Center for Responsible Lending.

"Unfortunately, it is very common," Chabrier said.

Student loan servicers, the companies the Education Department contract with to service its debt, have a record of steering consumers into forbearances and deferments, she said. These options for  struggling borrowers  can keep loans on hold for many years, but interest often continues to accrue. 

Scott Buchanan, executive director of the Student Loan Servicing Alliance, a trade group for federal student loan servicers, denied that the companies benefit by veering from the government's orders.

"We are incentivized to meet the requirements that the government sets, which includes giving borrowers the benefits that the law provides," Buchanan said. "We are audited, and get business or lose it based on meeting those standards."

Advocates have also said the interest rates on federal student loans are too high, especially for borrowers from the 1980s , who have rates exceeding 8%. Current fixed rates today can be nearly as high .

2. Borrowers in repayment for 20 years or more

Those who have been carrying their student debt for decades may also benefit.

With many of the Education Department's repayment plans requiring 20 years or more of payments, such stories are common. Millions of Americans older than 60 are still paying off their student loans , research finds.

"There is both financial harm and psychological harm of being in debt for decades, especially when it feels like there is no hope that it will ever be repaid," said Persis Yu , deputy executive director at the Student Borrower Protection Center.

3. Attendees of schools of questionable quality

In its revised relief package, the Biden administration notes it is looking to include student loan borrowers who attended career-training programs "that created unreasonable debt loads or provided insufficient earnings for graduates," as well as borrowers who attended institutions with high student loan default rates.

4. People eligible for forgiveness who haven't applied

The Education Department already has several programs that lead to student loan forgiveness, and as part of its new aid package, it is looking to identify those who may be eligible but just haven't applied.

For example, the Public Service Loan Forgiveness program, signed into law by then-President George W. Bush in 2007, allows certain not-for-profit and government employees to have their federal student loans canceled after 10 years of on-time payments. In 2013, the Consumer Financial Protection Bureau estimated that one-quarter of American workers  may be eligible .

However, the technical and often confusing requirements of the plan have acted as a barrier, experts say.

How Wall Street trades student loans

Student loan servicers also earn a fee per borrower per month, which advocates say discourages transparency around loan forgiveness opportunities.

"Instead of providing borrowers with access to the affordable pathway out of debt, decades of mismanagement and abuse have left these borrowers trapped in debt like hamsters on a hamster wheel with no way out," Yu said.

5. Borrowers experiencing financial hardship

The Biden administration has also said it wants to forgive the debt of those experiencing financial hardship.

So far, it has proposed a set of factors that could identify struggling borrowers, such as those with student loan balances and required payments that are unreasonable relative to their household income, and people with high child care and health-care expenses.

Politics | Florida House approves wide-ranging ‘Live Healthy’ plan, sending bills to DeSantis for signature

TALLAHASSEE — The Florida House on Thursday gave final approval to a wide-ranging health care plan that supporters say will help prepare for future population growth and fuel innovation.

With little discussion, the House voted 117-1 to pass two bills (SB 7016 and SB 7018 ) that have been priorities of Senate President Kathleen Passidomo, R-Naples. The Senate last month unanimously passed the bills, which are ready to go to Gov. Ron DeSantis.

Rep. Mike Beltran, R-Riverview, cast the only dissenting votes on the bills, dubbed the “Live Healthy” plan.

Passidomo has said the bills are needed, at least in part, to meet health needs as the state continues to grow. For example, one of the bills includes providing money to expand medical residency programs to try to keep more new doctors in Florida.

“If we do not take steps now to grow our health-care workforce, all Floridians — even those with great insurance and certainly those on Medicaid — will continue to face barriers to care,” Passidomo said last month during remarks to open the legislative session. “My goal is to make sure our health-care system is growing and innovating to better serve all Floridians.”

Groups such as the Florida Hospital Association, the Florida Behavioral Health Association and the Florida Association of Managing Entities, which is part of the behavioral-health system, quickly praised passage of the legislation Thursday.

“As Florida’s population continues to grow rapidly, this legislative package addresses prevalent health care challenges in Florida and strengthens the ability of hospitals to provide exceptional care by growing the health care workforce, advancing health care innovation and technology and supporting integrated behavioral health care,” Gino Santorio, chairman of the Florida Hospital Association Board of Trustees and president and CEO of Mount Sinai Medical Center in Miami Beach, said in a statement.

The main bill (SB 7016) includes $717 million in spending. Among other things, it would provide money for increased residency slots for doctors and put additional dollars into loan-forgiveness programs for health-care professionals.

The bill also would take workforce-related steps such as helping clear the way for foreign-trained physicians to practice in Florida.

The bill also includes issues such as trying to shift patients away from hospital emergency rooms for non-emergency conditions. The plan would require hospitals to take steps to divert patients such as by creating a “collaborative partnership” with federally qualified health centers or other primary-care providers.

The bill also includes allowing “advanced birth centers” that could provide cesarean-section deliveries for women who have what are considered low-risk pregnancies. Birth centers already exist but are not allowed to provide cesarean sections, which are surgical procedures done in hospitals.

With Passidomo’s support, the bills drew relatively little resistance as they moved through the Senate and House. But the advanced birth centers drew questions about issues such as whether safety precautions would be in place if complications arise during surgeries.

Also, Democrats urged that the plan include expanding eligibility for Medicaid coverage — an idea that Republicans have repeatedly rejected over the past decade. Passidomo made clear the package would not include Medicaid expansion.

The other bill (SB 7018) includes providing $50 million a year for a revolving-loan fund program for health-innovation projects. The program would provide loans with a maximum interest rate of 1 percent, with priority given to applicants such as rural hospitals and organizations that provide care in medically underserved areas.

“It will be changing health care as we know it in Florida,” Rep. Karen Gonzalez Pittman, a Tampa Republican who sponsored the innovation bill in the House, said Thursday.
