Create a form in Word that users can complete or print
In Word, you can create a form that others can fill out and save or print. To do this, you will start with baseline content in a document, potentially via a form template. Then you can add content controls for elements such as check boxes, text boxes, date pickers, and drop-down lists. Optionally, these content controls can be linked to database information. Following are the recommended action steps in sequence.
Show the Developer tab
In Word, be sure you have the Developer tab displayed in the ribbon. (See how here: Show the developer tab .)
Open a template or a blank document on which to base the form
You can start with a template or just start from scratch with a blank document.
Start with a form template
Go to File > New .
In the Search for online templates field, type Forms or the kind of form you want. Then press Enter .
In the displayed results, right-click any item, then select Create.
Start with a blank document
Select Blank document .
Add content to the form
Go to the Developer tab Controls section where you can choose controls to add to your document or form. Hover over any icon therein to see what control type it represents. The various control types are described below. You can set properties on a control once it has been inserted.
To delete a content control, right-click it, then select Remove content control in the pop-up menu.
Note: You can print a form that was created via content controls. However, the boxes around the content controls will not print.
Insert a text control
The rich text content control enables users to format text (e.g., bold, italic) and type multiple paragraphs. To limit these capabilities, use the plain text content control .
Click or tap where you want to insert the control.
To learn about setting specific properties on these controls, see Set or change properties for content controls .
Insert a picture control
A picture control is most often used for templates, but you can also add a picture control to a form.
Insert a building block control
Use a building block control when you want users to choose a specific block of text. These are helpful when you need to add different boilerplate text depending on the document's specific purpose. You can create rich text content controls for each version of the boilerplate text, and then use a building block control as the container for the rich text content controls.
Select Developer and content controls for the building block.
Insert a combo box or a drop-down list
In a combo box, users can select from a list of choices that you provide or they can type in their own information. In a drop-down list, users can only select from the list of choices.
Select the content control, and then select Properties .
To create a list of choices, select Add under Drop-Down List Properties .
Type a choice in Display Name , such as Yes , No , or Maybe .
Repeat this step until all of the choices are in the drop-down list.
Fill in any other properties that you want.
Note: If you select the Contents cannot be edited check box, users won’t be able to click a choice.
Insert a date picker
Click or tap where you want to insert the date picker control.
Insert a check box
Click or tap where you want to insert the check box control.
Use the legacy form controls
Legacy form controls are for compatibility with older versions of Word and consist of legacy form and Active X controls.
Click or tap where you want to insert a legacy control.
Select the Legacy Form control or Active X Control that you want to include.
Set or change properties for content controls
Each content control has properties that you can set or change. For example, the Date Picker control offers options for the format you want to use to display the date.
Select the content control that you want to change.
Go to Developer > Properties .
Change the properties that you want.
Add protection to a form
If you want to limit how much others can edit or format a form, use the Restrict Editing command:
Open the form that you want to lock or protect.
Select Developer > Restrict Editing .
After selecting restrictions, select Yes, Start Enforcing Protection .
Advanced Tip:
If you want to protect only parts of the document, separate the document into sections and only protect the sections you want.
To do this, choose Select Sections in the Restrict Editing panel. For more info on sections, see Insert a section break .

Open a template or use a blank document
To create a form in Word that others can fill out, start with a template or document and add content controls. Content controls include things like check boxes, text boxes, and drop-down lists. If you’re familiar with databases, these content controls can even be linked to data.
Go to File > New from Template .
In Search, type form .
Double-click the template you want to use.
Select File > Save As , and pick a location to save the form.
In Save As , type a file name and then select Save .
Start with a blank document
Go to File > New Document .
Go to File > Save As .
Go to Developer , and then choose the controls that you want to add to the document or form. To remove a content control, select the control and press Delete. You can set Options on controls once inserted. From Options, you can add entry and exit macros to run when users interact with the controls, as well as list items for combo boxes, .
Adding content controls to your form
In the document, click or tap where you want to add a content control.
On Developer , select Text Box , Check Box , or Combo Box .
To set specific properties for the control, select Options , and set .
Repeat steps 1 through 3 for each control that you want to add.
Set options
Options let you set common settings, as well as control specific settings. Select a control and then select Options to set up or make changes.

Select Macro to Run on lets you choose a recorded or custom macro to run on Entry or Exit from the field.
Bookmark Set a unique name or bookmark for each control.
Calculate on exit This forces Word to run or refresh any calculations, such as total price when the user exits the field.
Add Help Text Give hints or instructions for each field.
OK Saves settings and exits the panel.
Cancel Forgets changes and exits the panel.
Set specific properties for a Text box
Type Select form Regular text, Number, Date, Current Date, Current Time, or Calculation.
Default text sets optional instructional text that's displayed in the text box before the user types in the field. Set Text box enabled to allow the user to enter text into the field.
Maximum length sets the length of text that a user can enter. The default is Unlimited .
Text format can set whether text automatically formats to Uppercase , Lowercase , First capital, or Title case .
Text box enabled Lets the user enter text into a field. If there is default text, user text replaces it.
Set specific properties for a Check box .
Default Value Choose between Not checked or checked as default.
Checkbox size Set a size Exactly or Auto to change size as needed.
Check box enabled Lets the user check or clear the text box.
Set specific properties for a Combo box
Drop-down item Type in strings for the list box items. Press + or Enter to add an item to the list.
Items in drop-down list Shows your current list. Select an item and use the up or down arrows to change the order, Press - to remove a selected item.
Drop-down enabled Lets the user open the combo box and make selections.
Protect the form
Go to Developer > Protect Form .
Note: To unprotect the form and continue editing, select Protect Form again.
Save and close the form.
Test the form (optional)
If you want, you can test the form before you distribute it.
Protect the form.
Reopen the form, fill it out as the user would, and then save a copy.
Creating fillable forms isn’t available in Word for the web.
You can create the form with the desktop version of Word with the instructions in Create a fillable form .
When you save the document and reopen it in Word for the web, you’ll see the changes you made.

What Trump is promising supporters he’d do in a second term
At a Donald Trump rally, it is often an off-the-cuff one-liner that ends up driving headlines.
In between, in speech after speech, the former president is laying out an aggressive and ambitious policy agenda for a second term — one that makes elements of his first term in the White House look mild in comparison.
Most of the agenda items aren’t brand new — on immigration and other issues, Trump is making a lot of the same promises he did during his 2016 campaign that never came to fruition due to a lack of congressional support or limitations on his executive authority. But there are some unique areas Trump is focused on now that telegraph a more hard-line approach if he returns to office.
Trump makes many consequential pronouncements suddenly, like his recent statement about letting Russia attack a NATO ally that wasn’t paying enough for defense . But here are some of the campaign promises Trump is repeating most often from the campaign trail.
‘Record-setting’ deportations
Immigration was perhaps the biggest driving force, policywise, behind Trump’s 2016 campaign. Now, he has unofficially deemed it the top priority of his 2024 White House bid, speaking in depth about it during every campaign speech he has given.
“On my first day back in the White House, I will terminate every open borders policy of the Biden administration, stop the invasion on our southern border and begin the largest domestic deportation operation in American history,” Trump said at an Iowa campaign event in December.
Trump made similar promises back in 2016 that he wasn’t able to keep, deporting fewer people than President Barack Obama did in each of his two terms, according to federal government data. If anything, Republican voters might be more animated by border and immigration policy now, and NBC News’ latest poll showed Trump’s biggest policy advantage over President Joe Biden was on the subject of securing the border .
Trump has also promised not only to reinstate his travel ban targeting certain Muslim-majority countries but to expand the ban to include Gazan refugees and institute certain “ideological screenings” for all immigrants.
“I banned refugees from Syria, I banned refugees from Somalia — very dangerous places — and from all of the most dangerous places all over the world, I banned them,” Trump said at an Iowa rally in October. “In my second term, we’re going to expand each and every one of those bans,” he added.
In 2016, Trump repeatedly promised to build a U.S.-Mexico border wall that was 1,000 miles long. What ended up coming together was 453 miles of border wall, the vast majority of which was reinforcement of existing walls. Trump also vowed that Mexico would cover the cost, which it did not. This time around, in a similarly ambitious fashion, Trump promises to finish what he started.
A hard-line approach on global affairs — including a big import tax
The former president has projected a my-way-or-the-highway approach to international dealings, floating the idea of a universal 10% tax on all goods coming from countries outside the U.S., in an attempt to prioritize domestic production.
On the campaign trail, Trump often generalizes his economic approach as “America first,” threatening big tariffs on goods from companies that choose to outsource labor and production from the U.S.
Economists on both sides of the aisle have cautioned against Trump’s universal proposal. A center-right think tank, American Action Forum, said Trump’s proposed policy would “distort global trade, discourage economic activity, and have general negative consequences on the American economy.” Treasury Secretary Janet Yellen, meanwhile, said the plan would “raise the cost of a wide variety of goods that American businesses and consumers rely on.”
Trump’s recent comments about Russia and NATO also drew a rebuke from the head of NATO, who said it could put at risk the lives of American and European soldiers.
A military crackdown on crime
Trump has suggested using the National Guard to address crime, which he argues is worse than it’s ever been.
The former president often alludes to expanding the military domestically to address crime in cities. Referring to Washington, D.C., and Chicago as “crime dens,” Trump has vowed to intervene with military force without gaining the necessary permission from local leaders.
“One of the things I’ll do — you’re supposed to not be involved in that, you just have to be asked by the governor or the mayor to come in — the next time, I’m not waiting,” Trump said.
There has traditionally been a bright dividing line between the military and domestic law enforcement. But figures on the right have argued for a more aggressive use of the Insurrection Act by Trump to deploy the military domestically during a second term.
Trump has also upped his harsh rhetoric on crime: For certain low-level crimes, Trump has suggested the punishment of death.
“Very simply, if you rob a store, you can fully expect to be shot as you are leaving that store, shot,” Trump said to a rowdy California GOP convention crowd in September.
Trump also routinely insists that the death penalty should be instituted for drug dealers, depending on the severity of their offenses.
Eliminating the Department of Education — and using federal dollars to fight local mandates
Trump intends to slash the federal department entirely, a 4,400-person operation with a $68 billion budget . Trump claims this would give full educational authority back to the states, even though an elimination of the department wouldn’t directly transfer over any new state power.
While Trump talks about returning power to states and localities, another promise met with roaring applause at each rally is to cut the funding of any public school system that has a mask mandate for child safety, an increasingly rare authorization.
The former president floated eliminating the Department of Education when running in 2016. While in office, he attempted an unsuccessful merger of the Education and Labor departments into one entity. Trump also attempted to cut billions from the department’s budget that would have ended subsidized student loans and the public service loan forgiveness program.
Political retaliation against Biden
One of Trump’s most consistent talking points on the trail centers on his intention to prosecute Biden if he regains executive power.
“I will appoint a real special prosecutor to go after the most corrupt president in the history of America, Joe Biden, and go after the Biden crime family,” Trump said in June at his Bedminster, New Jersey, residence, just hours after being arraigned at a federal courthouse in Miami on charges alleging willful retention of classified documents.
Trump often points to the 91 felony counts he is facing as evidence of a “two-tiered” system of “weaponized” justice that he says has opened “Pandora’s box.”
During a South Carolina rally last week, Trump seemed to sardonically shift that messaging around, saying he no longer wanted to seek revenge on Biden because he was too incompetent. When Trump asked the crowd in a tongue-in-cheek manner if they agreed with not taking revenge on Biden, shouts of no and ardent boos filled the arena.

CHICAGO (AP) — Illinois Gov. J.B. Pritzker pitched a $52.7 billion state spending plan Wednesday with more money to address the migrant crisis , education and quantum computing , while proposing tax increases that will mostly target business, including a major sports betting tax hike.
The second-term Democrat characterized the proposed budget for the fiscal year that starts July 1, and representing a roughly 2% increase in spending, as “focused and disciplined.”
"I wish we had big surpluses to work with this year to take on every one of the very real challenges we face,” Pritzker told lawmakers during the budget combined with the yearly State of the State address. “It’s important to note, that while this budget is tight this year, our fiscal house is in order, and we are able to keep our commitments to the people of Illinois."
Funding for asylum seekers is expected to be among the most controversial issues as lawmakers in the Democrat-majority House and Senate begin budget negotiations. House Speaker Emanuel “Chris” Welch has already convened a panel on new arrivals while Republicans vow to target sanctuary laws. Illinois has already invested $638 million to address the crisis.
The budget proposal includes another $182 million for migrants, part of a joint funding plan with Cook County. The money would be used for "welcoming center" services, like coordinating housing and legal help, and a program used to fight homelessness.

Chicago , which has allocated roughly $150 million in the city budget, has struggled to house and care for the nearly 36,000 asylum seekers who have arrived since 2022 on buses and planes largely under the direction of Texas Gov. Greg Abbott. While migrants are still arriving, recent weeks have seen the pace slow, coinciding with a dip at the border attributed partially to the weather.
Abbott has said the federal government should step up, but Pritzker has repeatedly blamed the Republican governor for manufacturing a crisis that has been cruel to families. Pritzker ratcheted up the criticism during his speech, which comes as immigration has moved to the forefront of presidential year politics and Chicago prepares to host the Democratic National Convention in August.
“Abbott willfully planned the arrival of these individuals in locations and at times that would engender the maximum chaos for the city of Chicago and for the asylum seekers themselves,” Pritzker said. “Children, pregnant women, and the elderly have been sent here in the dead of night, left far from our designated welcome centers, in freezing temperatures, wearing flip flops and T-shirts. Think about that the next time a politician from Texas wants to lecture you about being a good Christian.”
Late last year, Pritzker’s budget office had predicted a nearly $900 million shortfall, but his budget office said Wednesday that the deficit is smaller than anticipated and outlined new revenues to help close the gap.
That includes more than doubling the sports wagering tax — paid by casino sportsbooks — to 35% from 15%, generating an estimated $200 million. Pritzker also wants to cap a deduction that allows corporations to reduce their taxable income for $526 million in savings.
The governor’s proposed budget also includes $500 million for quantum computing technology, including for a cryogenic facility.
Pritzker called education the “central tenet” of all six of the budgets he has presented and proposed another $150 million for a statewide effort announced last year to have universal preschool in Illinois by 2027. Spending for K-12 education will also increase by about $450 million, including money for transportation and special education grants, a state literacy program and a teacher vacancy pilot program.
Pritzker also previewed a plan to address Illinois' massive pension debt by boosting the funding target from 90% to 100% and extending the payment deadline to 2048. For consumers, he pitched permanently repealing a 1% sales tax on groceries, which was temporarily suspended for a year in 2022.

RICHMOND, Va. – Influential labor groups announced Tuesday they are opposing efforts to move two professional sports franchises from the nation's capital to northern Virginia, citing in part an apparent inability to reach a satisfactory deal for union workers on the construction projects.
The opposition of the Northern Virginia AFL-CIO and member unions including UNITE HERE Local 25, which represents hospitality workers in the national capital region, creates another hurdle for Virginia Gov. Glenn Youngkin and supporters of a proposed $2 billion deal to move the NBA's Washington Wizards and NHL's Washington Capitals from Washington, D.C., to Alexandria.

Youngkin, a Republican, responded to Tuesday's news by saying his administration and project partners had worked “in good faith” for months on negotiations that would give union workers a “substantial role” in the project. He said labor leaders had “backtracked,” and he vowed to press forward with the proposal.
“Virginia is a right-to-work state and unreasonable demands from union leaders will not derail this project. I will continue to work with the General Assembly to complete this opportunity and bring $12 billion in economic contributions that will fund shared priorities in Virginia,” he said in a written statement.
The governor was already facing obstacles in the Democratic-controlled Legislature, particularly in the state Senate, where he has so far been unable to convince leaders to advance a bill underpinning the deal.
The House of Delegates has passed its version of the legislation necessary for the relocation to go forward. But Democratic leaders from both chambers have made clear they wanted labor's voice heard in the negotiations over the deal, which have grown to encompass a range of unrelated Democratic priorities.
Senate Majority Leader Scott Surovell — who sponsored his chamber's version of the bill without fully endorsing the project — said labor's opposition won’t make it any easier to get the legislation across the finish line. But he stopped short of saying the matter was dead and laid blame with Youngkin for the impasse, saying he'd personally been working to get this piece of the puzzle solved since before the legislative session.
Democratic Del. Luke Torian, who is carrying the House version of the legislation, said that he had not personally spoken yet with anyone from the AFL-CIO.
House Speaker Don Scott didn't respond to a phone call seeking comment but told The Washington Post the unions' opposition was important.
“If they’re against it, then the arena deal is probably going to have a very difficult time,” he told the newspaper. “If it dies, it dies.”
The AFL-CIO says it tried to reach a deal with JBG Smith, the real estate developer on the Potomac Yard parcel in Alexandria where the arena would be built, and financial advisor J.P. Morgan to enter into a project labor agreement that would ensure organized labor is used to build the facility and include job protections. The group also sought a labor peace agreement to help ensure that workers at a proposed hotel that is part of the project would be able to unionize.
“To date, there’s been no interest at all on the part of this developer to consider signing agreements that would protect the rights of workers,” Virginia Diamond, president of the Northern Virginia AFL-CIO, said in an interview.
Diamond did say there had been more fruitful conversations about a possible memorandum of understanding involving the proposed stadium authority that would issue bonds to help finance the project. But that MOU, also intended to provide job protections, would cover only the publicly owned part of the project and falls far short of the AFL-CIO's other clear requests, she said.
In a written statement, Greg Akerman, president of the local Building Trades Unions, said, “Wage theft and exploitation of immigrant workers are common on construction sites in northern Virginia. The developers of this entertainment district have refused to take the necessary steps to prevent this.”
JBG Smith and the teams' parent company, Monumental Sports and Entertainment, said in a joint statement that they were “disappointed and somewhat perplexed” at the AFL-CIO's announcement but they remained open to “continued discussion with labor.”
“During near daily negotiations over the course of several months, this development partnership gave labor nearly everything it asked for including strong wages, benefits, and training commitments, as well as efforts to prevent wage theft and misclassification," the statement said.
Youngkin and Ted Leonsis, the founder and CEO of Monumental, announced plans in December to move the teams across the Potomac River to a parcel of land near Reagan National Airport, Amazon's new headquarters and a new Virginia Tech graduate campus.
The move would bring Virginia its first major pro sports franchises. But the deal has faced criticism from Alexandria residents concerned about traffic, and from D.C. officials who fear the loss of the team will devastate downtown Washington.
Others have questioned the economic wisdom of subsidizing a billionaire team owner and millionaire athletes, but proponents of the deal say it is structured in a way that the tax revenue generated by the project will more than pay for itself and provide a windfall that will boost state and local budgets.
News of the unions' decision was quickly highlighted by the Coalition to Stop the Arena at Potomac Yard, another group of critics of the proposal, which called on Youngkin and Assembly leaders to call off the deal.

The BT Tower is to be converted into an upmarket hotel, after the British telecoms company agreed to sell the London landmark to the owner of some of New York’s best-known places to stay for £275m.
BT Group said the deal with MCR Hotels would preserve the Grade II-listed building for the future, given that the evolution of fixed and mobile networks meant it no longer relies on the tower to carry microwave signals from London to the rest of the UK.
The conversion of the site, in London’s Fitzrovia, will take time, as BT Group will take years to vacate the tower because of the scale and complexity of removing its technical equipment.
BT said its media and broadcast division had already started moving services to a cloud-based platform, to ensure a “more straightforward move to a more modern and efficient premises”. MCR will pay for the site over “multiple years” as BT phases out its operations there.
MCR, which operates about 150 hotels in the US including New York’s High Line hotel and the TWA hotel at JFK airport, said the transition period would give it time to develop its design plan and engage with local communities before putting forward a final proposal.
The conversion into a hotel will be carried out by the architectural studio of Thomas Heatherwick, whose previous designs for the capital have included the new Routemaster buses for Boris Johnson when he was mayor, the Olympic cauldron for the 2012 Games and the abandoned plan for a Garden Bridge across the Thames.
BT’s 177-metre tower – which reached 189 metres tall when equipped with its aerial rigging – has been part of London’s skyline for decades, after its official opening in 1965 by the then prime minister, Harold Wilson.
Designed by the architects Eric Bedford and GR Yeats, and commissioned by the General Post Office, the tower served as a main hub for UK communication networks. It at one time featured a revolving restaurant on its top floor that was open to the public and made a total turn every 23 minutes, giving diners 360-degree views of the City. The restaurant was temporarily closed after a bomb exploded in a men’s toilet in 1971 on Halloween night, in an attack for which both the IRA and the Angry Brigade group of far-left terrorists claimed responsibility. It shut for good in 1981.
BT Group has since used the top floor for corporate and charity events, with its “infoband” screen regularly displaying adverts and messages across London, including “Control the Virus” and other government advice during the Covid pandemic.
It remained the tallest structure in the city until the NatWest Tower overtook it in 1980, and BT’s switch to fixed and digital networks led to the tower’s microwave aerials being removed more than a decade ago.

The sale of the building is part of BT Group’s cost-cutting plans, with the company having already cut the number of offices from more than 300 to 30. That included the sale of its former headquarters, BT Centre, for £210m in 2019. The company has since moved to a new hub in Aldgate, on the edge of the City of London.
Those cost cuts have involved slashing tens of thousands of jobs. Last May, BT revealed it would cut as many as 55,000 roles across the company by 2030, citing the need for a leaner business as well as the impact of artificial intelligence (AI). The latest move will take its global headcount from 130,000 to between 75,000 and 90,000 by 2030.
BT Group property director, Brent Mathews, said: “The BT Tower sits at the heart of London and we’ve been immensely proud to be the owners of this important landmark since 1984.
“It has played a vital role in carrying the nation’s calls, messages and TV signals, but increasingly we’re delivering content and communication via other means. This deal with MCR will enable BT Tower to take on a new purpose, preserving this iconic building for decades to come.”
The MCR chief executive, Tyler Morse, said he saw many parallels between BT Tower and its JFK TWA hotel, which was a reimagining of the Finnish-American designer Eero Saarinen’s 1962 landmark flight centre and received a national architecture award from the American Institute of Architects.
“It has been a privilege to adapt the TWA Flight Center into new use for future generations, as it will be the BT Tower,” Morse said.
