Your school business plan is a living document that should be updated annually as your company grows and changes.

With regards to funding, the main sources of funding for schools are donations and gifts, tuition, personal savings, credit cards, bank loans, and angel investors. When it comes to bank loans, banks will want to review your business plan and gain confidence that you will be able to repay your loan and interest. To acquire this confidence, the loan officer will not only want to ensure that your financials are reasonable, but they will also want to see a professional plan. Such a plan will give them the confidence that you can successfully and professionally operate a business. Personal savings and bank loans are the most common funding paths for schools.

If you want to start a school or expand your current one, you need a business plan. The guide below details the necessary information for how to write each essential component of your school business plan.

Executive Summary

Your executive summary provides an introduction to your business plan, but it is normally the last section you write because it provides a summary of each key section of your plan.

The goal of your executive summary is to quickly engage the reader. Explain to them the kind of school you are running and the status. For example, are you a startup, do you have a school that you would like to grow, or are you operating a chain of schools?

Next, provide an overview of each of the subsequent sections of your plan.

  • Give a brief overview of the school industry.
  • Discuss the type of school you are operating.
  • Detail your direct competitors. Give an overview of your target customers.
  • Provide a snapshot of your marketing strategy. Identify the key members of your team.
  • Offer an overview of your financial plan.

Company Overview

In your company overview, you will detail the type of school you are operating.

For example, you might specialize in one of the following types of schools:

  • Private K-12 school : this type of school typically charges tuition, and may be affiliated with a religious organization, or specialize in a particular learning method.
  • Charter school: this type of school offers primary or secondary education for a tuition, and may receive some public funding, and/or donations. These schools require their students to take state-mandated exams.
  • Special subject school: this type of school specializes in teaching a specific subject, such as driving, first-aid, self-defense, fine arts, language, or general tutoring.
  • Preschool: this type of school typically serves children who are aged 3 and 4. These schools prepare young children to enter formal education, and are funded by some combination of tuition, donations, and government grants.

In addition to explaining the type of school you will operate, the company overview needs to provide background on the business.

Include answers to questions such as:

  • When and why did you start the business?
  • What milestones have you achieved to date? Milestones could include the number of students served, the number of students accepted into elite formal education institutions, etc.
  • Your legal business Are you incorporated as an S-Corp? An LLC? A sole proprietorship? Explain your legal structure here.

Industry Analysis

In your industry or market analysis, you need to provide an overview of the school industry.

While this may seem unnecessary, it serves multiple purposes.

First, researching the school industry educates you. It helps you understand the market in which you are operating.

Secondly, market research can improve your marketing strategy, particularly if your analysis identifies market trends.

The third reason is to prove to readers that you are an expert in your industry. By conducting the research and presenting it in your plan, you achieve just that.

The following questions should be answered in the industry analysis section of your school business plan:

  • How big is the school industry (in dollars)?
  • Is the market declining or increasing?
  • Who are the key competitors in the market?
  • Who are the key suppliers in the market?
  • What trends are affecting the industry?
  • What is the industry’s growth forecast over the next 5 – 10 years?
  • What is the relevant market size? That is, how big is the potential target market for your school? You can extrapolate such a figure by assessing the size of the market in the entire country and then applying that figure to your local population.

Customer Analysis

The customer analysis section of your school business plan must detail the customers you serve and/or expect to serve.

The following are examples of customer segments: families with elementary-aged children, families with high-school-aged children, families with preschool children.

As you can imagine, the customer segment(s) you choose will have a great impact on the type of school you operate. Clearly, families with high schoolers would respond to different marketing promotions than families with preschoolers, for example.

Try to break out your target customers in terms of their demographic and psychographic profiles. With regards to demographics, including a discussion of the ages, genders, locations, and income levels of the potential customers you seek to serve.

Psychographic profiles explain the wants and needs of your target customers. The more you can recognize and define these needs, the better you will do in attracting and retaining your customers.

Competitive Analysis

Your competitive analysis should identify the indirect and direct competitors your business faces and then focus on the latter.

Direct competitors are other schools.

Indirect competitors are other options that customers have to purchase from that aren’t directly competing with your product or service. This includes public schools, virtual schools, and families who do homeschooling. You need to mention such competition as well.

For each such competitor, provide an overview of their business and document their strengths and weaknesses. Unless you once worked at your competitors’ businesses, it will be impossible to know everything about them. But you should be able to find out key things about them such as

  • What types of students do they serve?
  • What type of school are they?
  • What is their pricing (premium, low, etc.)?
  • What are they good at?
  • What are their weaknesses?

With regards to the last two questions, think about your answers from the customers’ perspective. And don’t be afraid to ask your competitors’ customers what they like most and least about them.

The final part of your competitive analysis section is to document your areas of competitive advantage. For example:

  • Will you provide specialized instruction, either in subject or in method?
  • Will you offer courses or services that your competition doesn’t?
  • Will you provide better customer service?
  • Will you offer better pricing?

Think about ways you will outperform your competition and document them in this section of your plan.  

Marketing Plan

Traditionally, a marketing plan includes the four P’s: Product, Price, Place, and Promotion. For a school business plan, your marketing strategy should include the following:

Product : In the product section, you should reiterate the type of school that you documented in your company overview. Then, detail the specific products or services you will be offering. For example, will you provide religious-focused K-8 education, college preparatory courses, or single-subject instruction like driving or fine arts?

Price : Document the prices you will offer and how they compare to your competitors. Essentially in the product and price sub-sections of your plan, you are presenting the courses and/or extracurricular activities you offer and their prices.

Place : Place refers to the site of your school. Document where your company is situated and mention how the site will impact your success. For example, is your school located in a growing neighborhood, in the city center, or will you operate purely online? Discuss how your site might be the ideal location for your customers.

Promotions : The final part of your school marketing plan is where you will document how you will drive potential customers to your location(s). The following are some promotional methods you might consider:

  • Advertise in local papers, radio stations and/or magazines
  • Reach out to websites
  • Distribute flyers
  • Engage in email marketing
  • Advertise on social media platforms
  • Improve the SEO (search engine optimization) on your website for targeted keywords

Operations Plan

While the earlier sections of your business plan explained your goals, your operations plan describes how you will meet them. Your operations plan should have two distinct sections as follows.

Everyday short-term processes include all of the tasks involved in running your school, including answering calls, planning and delivering instruction, applying for grants, fundraising, performing administrative tasks, overseeing instructors, handling discipline, scheduling and monitoring extracurricular activities, etc.

Long-term goals are the milestones you hope to achieve. These could include the dates when you expect to enroll your Xth student, or when you hope to reach $X in revenue. It could also be when you expect to expand your school to a new city.  

Management Team

To demonstrate your school’s potential to succeed, a strong management team is essential. Highlight your key players’ backgrounds, emphasizing those skills and experiences that prove their ability to grow a company.

Ideally, you and/or your team members have direct experience in managing schools. If so, highlight this experience and expertise. But also highlight any experience that you think will help your business succeed.

If your team is lacking, consider assembling an advisory board. An advisory board would include 2 to 8 individuals who would act as mentors to your business. They would help answer questions and provide strategic guidance. If needed, look for advisory board members with experience in running a school or experience with public school administration or who has served on a public school board.  

Financial Plan

Your financial plan should include your 5-year financial statement broken out both monthly or quarterly for the first year and then annually. Your financial statements include your income statement, balance sheet, and cash flow statements.

Income Statement

An income statement is more commonly called a Profit and Loss statement or P&L. It shows your revenue and then subtracts your costs to show whether you turned a profit or not.

In developing your income statement, you need to devise assumptions. For example, will you enroll 100 or 1,000 students per semester, and/or offer extracurricular activities? And will sales grow by 2% or 10% per year? As you can imagine, your choice of assumptions will greatly impact the financial forecasts for your business. As much as possible, conduct research to try to root your assumptions in reality.

Balance Sheets

Balance sheets show your assets and liabilities. While balance sheets can include much information, try to simplify them to the key items you need to know about. For instance, if you spend $50,000 on building out your school, this will not give you immediate profits. Rather it is an asset that will hopefully help you generate profits for years to come. Likewise, if a lender writes you a check for $50,000, you don’t need to pay it back immediately. Rather, that is a liability you will pay back over time.

Cash Flow Statement

Your cash flow statement will help determine how much money you need to start or grow your business, and ensure you never run out of money. What most entrepreneurs and business owners don’t realize is that you can turn a profit but run out of money and go bankrupt.

When creating your Income Statement and Balance Sheets be sure to include several of the key costs needed in starting or growing a school:

  • Cost of equipment and supplies
  • Payroll or salaries paid to staff
  • Business insurance
  • Other start-up expenses (if you’re a new business) like legal expenses, permits, computer software, and equipment

Attach your full financial projections in the appendix of your plan along with any supporting documents that make your plan more compelling. For example, you might include your school location lease or a list of elective courses or extracurricular activities you will offer.  

Writing a business plan for your school is a worthwhile endeavor. If you follow the template above, by the time you are done, you will truly be an expert. You will understand the school industry, your competition, and your customers. You will develop a marketing strategy and will understand what it takes to launch and grow a successful school.

Who is southside academy, southside academy’s history.

Southside Academy started as an idea from a group of school teachers, including Mike Brown. The teachers were university pals who are passionate about teaching and children. They have seen the gaps in education in St. Paul, Minnesota, and wanted to create a school that elevates the academic environment for the children of this area.

Their plans to build a school started in 2015, but it was only until April 2016 that they finally completed all the paperwork and met the legal requirements. Since then, Southside Academy has achieved the following milestones:

If you’ve not already started with the work outlined in the school identity section of this guide, now is a great time to review the topics on core values and mission. Once your core values and mission are clear, you can begin to set objectives by examining questions such as:

Who are the students and families you want to serve? There are any number of ways you might think about this: are you intending to provide services for an underserved population or a group with particular needs that aren’t being met in your community? Are you wanting to bring together families with a common interest or ideology, whether that is an academic focus, religious conviction, academic philosophy, or opportunity for particular experiences?

What is the ideal size for your program? Even knowing you won’t get there right away, do you ultimately want to remain a small community of 18 or 24, or does your objective require a population of 300 or 500 or 1000 students to support the diversity of programming, staff expertise and varies programs you’d like to offer?

What role do you want to create for yourself? This can be a particularly tricky question, but it is crucial to step back and consider as part of your plan. If your first love is working in the classroom, you should have a plan that allows you classroom time. That may mean splitting time between administrative tasks and a small class workload, or it could mean having a large enough enrollment to bring in a full-time administrator. If you are excited by strategy and operations, and enjoy building a team, recruiting parents, and overseeing the day-to-day running of the school, keep yourself in an administrative role. There are dozens of roles you might choose to play: why not use this opportunity to ensure you put yourself in your dream job?

Once you’ve worked through your objectives (and written them down!) you’re ready to move on and begin planning.

Business plans can seem daunting if you’ve never had to write one before. It is a must-have document, though, as it serves as a road map for your new school. Although there are many things that are going to be a part of the business plan, it is there to explain what you hope to accomplish with your school and how you are going to accomplish it. Additionally, business plans serve as important documentation for financial institutions or investors to see whether your school is worth investing in.

The Role of a Budget

Budgets, on the other hand, are primarily internal documents you’ll use to track your income and expenses and determine where your spending should take place. If you need new textbooks or want to give someone a raise, your budget will guide you through your decisions and help you determine if you have the money to do so, or what you need to accomplish to make it happen.

Business Plan Types

Creating a business plan can take time, but the good thing is that they tend to follow a consistent format – so you can basically work from a template to create yours. There are two common approaches used today:

Traditional "Full" Business Plan

A traditional, full business plan tends to be comprehensive and detailed. Creation of a full business plan can be time consuming but going through the process will help identify areas of planning that you may not have considered, and the resulting plan should provide sufficient details to be used when talking with banks or investors. For full business plans, the US Small Business Administration has a great  step-by-step guide  that walks you through each section of your business plan, along with some examples to look at.

Start-Up "Lean" Business Plan

An alternate approach is the lean start-up plan, which is faster to write and focuses more on high-level plans and a few key elements. Lean plans can be a good place to start, with the assumption you will update and revise the plan frequently.  Particularly if soliciting funding, you may require additional time and detail later. Tim Berry, one of the leading experts on lean business plans, provides a good overview in his  What's a Lean Business Plan  article.

School projects can come in a variety of forms, and the exact process you'll need to create a successful one will vary from project to project, subject to subject, and class to class. However, some general steps and best practices can help you tackle any project on your plate more successfully. You'll need to pick a topic and plan out your project. Next, you'll need to do some research. Finally, you'll need to put everything together in your final project.

Deciding on a Project

Step 1 Begin early.

  • For instance, maybe your assignment is "Create a visual representation of the US Civil War. You can pick one battle, one idea, one speech, a defining moment, or focus on the war as a whole. Make sure to include relevant dates and people in your representation."
  • You can break this down into parts: 1) Make something visual about the Civil War. 2) Choose a focus. 3) Include relevant dates. 4) Include relevant people.

Step 3 Brainstorm ideas.

  • Try freewriting. Take out a sheet of paper. On the top, write down something such as "US Civil War Project." Start writing about the project. Don't stop yourself or censor ideas. Step 4 Pick a focus.

  • The best way to pick a topic is to choose what you focused on in your brainstorming. For instance, maybe you think the Gettysburg Address is a good focal point.
  • However, if your topic is still too broad, such as "battles in the Civil War," try picking one aspect within that topic. You could choose one battle you think is defining, or a particular aspect of the battles, such as battle fatigue in soldiers.
  • Most public and university libraries have databases providing access to scholarly articles. You can always ask the librarian to help you find what you're looking for

Step 5 Decide how you want to represent your project.

  • You can even think about doing something 3-dimensional instead of 2-dimensional. Maybe you could make a 3-D map of the battles, depicting the movement of troops.
  • Alternatively, you could try sculpting out of papier-mâché. Maybe you could sculpt Abraham Lincoln and use scripts coming off his body to tell your story.

Planning Out Your Project

Step 1 Sketch it out.

  • To make an outline, start with the main topic you are covering. Maybe you're doing the Gettysburg Address. Write that at the top.
  • Next, break down your project into sub-headings. Maybe your subheadings could be "Speech Background," "Location of Speech," and "Impact of Speech."
  • Under your subheadings, jot down the basic ideas of what you'll need. For instance, under "Speech Background," you might need the date, what battle preceded the speech, and the reason Lincoln gave the speech.

Step 2 Make a list of materials you'll need.

  • Assign time for each chunk, including deadlines. Work from the final deadline backward. For instance, if you have 4 weeks to complete your project, say you'll spend the last week painting and putting the project together. The week before that, write out the text for your project. The week before that, research your project. In the first week, make your plan, and get your materials together.
  • If needed, divide your project further. For instance, "researching the speech" may need to be divided into several days' worth of work.

Step 4 Gather the appropriate materials.

  • When using an article database, narrow the search engine to only relevant databases. For instance, platforms such as EBSCOhost carry a wide range of smaller databases, and you can narrow your search down to one relevant to your topic, such as a database focused on history.
  • You can also research the archives of particular newspapers. While some newspapers offer free access to their archives, others might require you to pay.

Step 4 Narrow your materials.

  • You'll need the author's full name, the title of the book, the publisher, the edition, the date it was published, the city it was published in, the title and author of individual articles in the book if it has them, and the page number where you found the information.

  • Evaluation of the market. It is necessary to estimate the capacity of the market, the population, the number of potential customers. It is difficult to do this without complete marketing research. Therefore, you should look for the results of this assessment for your region. As a last resort, you can predict the estimated demand.
  • Competitors. Make a list of your competitors who are already working in this market. Not only direct competitors that offer similar products and services but also those companies that produce alternative services should be considered. If you do not have a specialized tea boutique in your city, this does not mean that the market is free from competitors: you have to fight for customers with those department stores and supermarkets that also sell different types of tea.

Production plan

List of products (services provided) and their volumes, technological processes, necessary equipment and materials, cost calculation.

  • Business processes. Write down the list of equipment, tools, raw materials, and materials needed to create your chosen range of products and services. Calculate the optimum production volumes your equipment can handle. Specify which employees and what kind of downloads you will need.
  • Products. List the products, services, and work that you will offer your customers. Costs for the organization of business processes will allow you to find out the cost and to make a price list.
  • Start-up investment. Calculate how much money it will take to start a project. Sum up the cost of all assets, fixed assets, repairs, materials, and other expenses that will be required to start production.

Organizational plan

List of necessary staff, organization of work, distribution of functions and tasks in the team, involvement of third-party organizations and specialists, personnel costs — calendar of activities for launching the project.

Marketing plan

Advertising channels and costs, ways to promote a company and its products (services), estimated marketing impact – sales volume, number of customers, and transactions.

  • Promotion channels. Newspaper ads, radio and TV commercials, online advertising, creating your own site and group on social networks, advertising in local publics and forums, participating in trade shows .
  • Target audience. Who to focus on when organizing sales. Who your client is by age, gender, occupation, income level. Where to find them and how to reach.
  • Promotion cost. How much will it cost to find and engage? How often you will have to run ads, what are the appropriate options to choose?

Financial indicators

This is where the financial side of your business is reflected, namely: future costs (product purchases, rentals, hiring, etc.), revenue, net profit, profitability, and return on the project.

Risk assessment

A list of major issues that a company may face, their potential consequences, and a plan of measures to minimize them.

Project summary

The most important part is a compact presentation of the contents of the entire document on several pages, it is important here to place the accents correctly, taking into account the addressee and the purpose of preparing the business plan.

Even though it is only a business plan for students, not the one you would present to a real investor, try to make it look realistic.

Inside Project Osceola: Florida State sports’ 9-figure private equity plan

The first known mention of the two-word phrase that could revolutionize Florida State sports sits on the top of the third page of a cash projections spreadsheet from September 2022.

Project Osceola.

The name is a nod to the Seminoles’ spear-planting symbol . The project is a potential nine-figure private equity investment into FSU sports that could accelerate conference realignment and touch everything from the Tampa Bay Lightning to Minor League Baseball.

After the sports business website Sportico first reported FSU’s private equity talks in August , the Tampa Bay Times requested public records from the Seminoles. The Times received more than 2,500 pages last week.

The resulting picture is riddled with redactions and tantalizingly incomplete. Some of the most interesting tidbits are only semi-related — like a potential date for FSU to leave the ACC and a naming sponsor for Doak Campbell Stadium. It’s possible nothing ever materializes beyond due-diligence checklists and presentations labeled “strictly private and confidential.”

But the emails, PDFs and spreadsheets still provide the deepest, albeit preliminary, glimpse of the complex legal theories, detailed financial discussions and groundbreaking possibilities of Project Osceola.

How a private equity investment at FSU might work

The best explanation comes in a September 2022 email from Ken Artin, a public finance attorney at the firm Bryant Miller Olive. State agencies, he wrote, generally can’t become a “joint venture partner, equity partner and anything that looks like that” with a for-profit company. But there’s a workaround, which he called a “super license agreement.”

FSU can move its intellectual property (like logos and names) to a new university entity. That new entity could license the intellectual property to someone else (a private-equity firm). The firm would then try to profit off that licensed material by using it better, more efficiently or in new ways.

Within six months, that proposed non-profit entity had a name: FSU NewCo. The specific intellectual property available from FSU NewCo is redacted.

The companies involved

In August 2022, FSU and J.P. Morgan signed a non-disclosure agreement to work on a deal with outside investors. At least two private-equity firms were interested.

One was Arctos, whose sports portfolio includes a share of the Lightning and Red Sox . The other was Sixth Street, which has a stake in the San Antonio Spurs and the sports entertainment company Legends Hospitality .

Financial terms

They’re almost all redacted, beyond a few peeks.

In November 2022, at least two scenarios had $250 million in private equity.

A second set of figures comes from an “ACC Upside” model in January 2023. It lists a $75 million initial investment plus a $50 million “follow-up equity investment” four years later. By 2032, it projects FSU’s 2032 cash flow to be $197 million — $46 million more than the “No Investment” scenario.

An email from an attorney at Davis Polk & Wardwell outlines FSU’s proposals in June: $25 million upfront, another $125 million under redacted circumstances plus up to $200 million in future debt “without consent and without additional limitations.”

Beyond the cash injection, FSU’s goals (as laid out in an October 2022 presentation) included maximizing revenue opportunities to stay nationally competitive, modernizing management structure, ensuring flexibility in any deal and conducting the process in a way that protects FSU “from negative reaction from important constituents.”

How FSU would use the money

It’s unclear. Arctos and Sixth Street both wanted “a more concrete answer” in March.

As FSU considered $250 million scenarios, athletic director Michael Alford and a school financial administrator, Michael Williams, wanted the money upfront for capital projects. J.P. Morgan’s Todd L. Smith responded that FSU “will ‘owe’ investors a return on that,” so “collecting it all up front if we don’t have immediate need or use will ‘cost’ something.”

Paying off debt would make it easier to divvy up revenue between investors and FSU, according to discussion materials from September 2022. FSU has since approved $265 million in additional debt to renovate Doak Campbell Stadium.

Additional operating expenses were also mentioned, and a June discussion included an initial purchase and “General Basket” of money FSU could use on anything.

Could private equity fund FSU’s ACC exit?

FSU redacted or withheld records as the school and conference litigate the Seminoles’ potential half-billion-dollar exit from the league. But FSU’s ACC future pops out of bars of black; one review featured a “General Basket” and unexplained “Conference Basket.”

One of the “next steps” listed in October 2022: “Determine use of proceeds, especially in a ‘no realignment’ scenario.” By January 2023, there was a “Leave ACC” budget model. Its commentary is partially redacted, but conference payouts spike from $43 million in 2025 to $96.4 million the next year .

Football ticket revenue for home games jumps, too. Its 2026 projections are $18.6 million — $3.2 million more than the “Base Case” — in part because of “post-ACC-exit ticket prices in-line with peers.”

Sixth Street’s due diligence tracker had a March request for conference payout details in the “base case and conference change case.”

Naming rights to Doak

Projections for 2026 include naming rights to FSU’s football home, formally called Bobby Bowden Field at Doak S. Campbell Stadium. FSU’s Year 1 revenue ranges from $1.5 million to $5 million, depending on the document and its assumptions. Sponsorship for the basketball arena, the Donald L. Tucker Civic Center, adds another $800,000-$2.6 million.

USF (Yuengling Center), Florida (Exactech Arena) and UCF (FBC Mortgage Stadium) are among the state teams with corporate names on their buildings. Last season, Georgia Tech tacked on Hyundai Field to the name of its century-old Bobby Dodd Stadium.

Multiple budgets add a concert series at Doak (four shows with 50,000 spectators each, according to an August model). FSU eventually expects these two revenue streams to top $10 million per year.

Minor League Baseball in Tallahassee?

That’s a possibility, according to a 10-year projection the sports consulting firm Navigate presented in 2022. The document lists a $75 million expense for FSU in the 2027 fiscal year for a new baseball stadium; the Seminoles’ Dick Howser Stadium is four decades old. FSU’s baseball revenue nearly doubles to $2.75 million.

A new revenue source also appears in ’27: “Minor League Baseball Team.” It initially adds a combined $4.1 million in tickets, sponsorship/licensing and facilities. The idea is cited in at least one other document but never detailed.

Name, image and likeness

Multiple documents cite $8 million in name, image and likeness (NIL) contributions for the ’24 fiscal year. One scenario ups that figure by 2-3% each year. In another, donations spike to $11.1 million in ‘25 and $13.6 million by ‘32.

These numbers are notable because they’re an official snapshot in a murky marketplace filled with unverifiable, third-party claims. They’re also relevant to Project Osceola; Sixth Street asked about FSU’s NIL partnerships and “plan moving forward” in July.

Ofwat orders Thames Water to produce turnaround plan over sewage record

Debt-laden firm had allowed rivers to become polluted and homes to be flooded with sewage, MPs hear

Thames Water has been ordered to update its service commitment plan by the regulator Ofwat after a minister said the company’s performance in regards to sewage dumping and serving customers was “completely unacceptable”.

Robbie Moore, the floods minister, said Britain’s biggest water supplier was “under no illusions over the scale of the challenge” as MPs heard that Thames had allowed waterways to become polluted and homes to be flooded with sewage.

At a Westminster Hall debate on the performance of the company in Oxfordshire, Moore said: “Ofwat have directed Thames Water to produce a service commitment plan.

“This will require Thames Water to publicly commit to a plan for how they will start to turn their performance around. Please be assured that regulators and the government will be scrutinising these plans in detail to make sure every possible is being done to get the company back on track in terms of service delivery, environmental performance and ensuring that the customers get what they quite rightly deserve in terms of good supply.”

Debt-laden Thames has been repeatedly criticised for its record on sewage dumping and leakage, while fears have been raised about its financial position after auditors said it could run out of money by April .

Thames last published a commitment plan in December, which was updated in January. “Our underlying performance is improving in some areas, but deteriorating asset health, climatic events and cost pressures, means our current performance is falling short of expectations,” the plan said .

Layla Moran, the Liberal Democrat MP for Oxford West and Abingdon, said: “Our local environment is under threat thanks, in part, to the shoddy performance of Thames Water. The dumping of sewage in our rivers, failing to unblock drains, failing to fill reservoirs and they don’t deliver value for money.”

Moran recounted anecdotes from her constituents, including an angler who witnessed faeces “float past the end of his fishing rod” and a dog owner who claimed his greyhound, named Roy, died when it fell ill shortly after entering raw sewage.

There is also a row over plans to build a 150bn-litre reservoir , spanning almost two miles across, to the south-west of Abingdon. Moran said her constituents had “no faith” that Thames can deliver the project.

She said the company had been “horrifically mismanaged” and called for a public inquiry into the reservoir plans. She said executive bonuses should be blocked in the water industry “until the sewage dumping stops”.

Moore said independent analysis had shown that stopping storm overflows completely would cost between £120bn and £600bn, adding £271 to £817 a year to bills, by 2049. The industry has committed to spend £60bn by 2050, after years of under investment.

Moore said the government had also given the Environment Agency an extra £2.2m a year to carry out enforcement action after concerns about understaffing.

The outcome of a joint investigation by the Environment Agency and Ofwat into practices at sewage treatment works is expected to be announced within the next two months, industry sources said.

Moore said: “It is critical that all water companies, including Thames Water clean up their act, behave transparently and take urgent action to improve their performance where they fall short. If they do not achieve this, this government shall not hesitate in holding them to account.”

Ofwat said it had received Thames Water’s latest plan last week and had asked the company to provide quarterly updates on its progress.

Thames Water said: “Our plan was published on 5 December and voluntarily updated on 31 January. We have committed to provide Ofwat with quarterly updates on our performance.”
