Network will not assign IP address to XBOX

My home wireless network allows my Xbox to sign in using the WPA2 passphrase, but it does not assign an IP address.  I have check that DHCP is turned on, that MAC filtering is off, tried the wired ethernet connection, and basically went through the entire trouble shooting thing built into the xbox.  I'm begining to think the xbox is defective. 

I have answered the recommended questions below to help facilitate an answer:

What Country/State/Province do you live in? USA, Ohio

Modem brand & model number: 2Wire

Router brand & model number: Netgear WNDR3400

Network Connection Type: Wireless/Wired preferably wireless, but i tried both

If Wireless, what type of encryption are you using? WPA2 but i also tried without encryption.  same result.

Things you have tried: Is UPnP Enabled? Yes/no/Unknown Yes

Is NAT Type Open? I don't know what this is and cannot find a NAT type setting in my router.

Any Error Codes you encounter: What type of internet do you have? Cable/DSL/T1/3G? DSL

Who is your ISP(Internet Service Provider)? AT&T RoadRunner

When you run "Test Xbox LIVE connection" what is the exact message shown on screen? Can't obtain an IP address from your router or modem.  Turn your router or modem off and back on, then wait 30 seconds.  (I did this several times)

Log into your routers admin page and assign it a static ip address. Usually when a network wont assign a particular device an ip address it's not usually the device but it's the router.

You should power cycle your modem and router before setting the ip address

Your issue may come from the setup your using.  Putting another router behind a 2wire router does not work very well.  2wire devices are both modems and routers, in one device.  So you typically do not need another router, like a Netgear, behind it.   Although  this should not prevent you from getting an IP address, it will affect your connection to Xbox Live. If you want to use a Netgear router behind the 2Wire, you should put the 2Wire in "bridge" mode. That would make it act more like a standard modem.

I've tried assigning a static IP address as the trouble shooting guide suggested. This had no effect.  I have three other computers on this network and the router assigns them IP addresses just fine.  I think the router is doing what it's supposed to.  

Try running the "Restore to factory defaults" function on your Xbox.  It is in the Network settings under Additional Settings. Then try connecting it to your router again.

Troubleshoot network connection errors

Network connection errors, “can’t connect to the internet”, if you’re connecting to a community (public) network.

  • Press the Xbox button  to open the guide.
  • Select Profile & system > Settings > General > Network settings .
  • Select Advanced settings . The IP address and MAC address will be listed on the screen.
  • Write down the IP address and MAC address.

Wireless connections

Step 1: disconnect third-party headsets, step 2: check for other wireless interference, step 3: power cycle your console and network hardware.

  • If you are using a router, plug in the router and wait for all the lights to return to their normal state.
  • Test your connection again ( Profile & system > Settings > General > Network settings > Test network connection ). If the connection test is not successful, continue to the next step.

Step 4: Try a direct-to-modem connection

  • On your router, unplug the network cable connecting the router to your Xbox console (leave the other end of this cable plugged into your Xbox).
  • On your modem, unplug the network cable that connects the modem to your router. At this point, neither the Xbox nor the modem should be connected to the router.
  • Now connect your Xbox directly to your modem (use the same cable that was connecting your Xbox to your router).
  • Press and hold the Xbox button  on the console for a minimum of 5 seconds to turn off the console.
  • Unplug the power cord from the back of the modem.
  • After one minute, plug the modem back in and wait for all the lights to return to their normal state.
  • Turn on the console.
  • Test your Xbox connection again ( Profile & system > Settings > General > Network settings > Test network connection ).
  • Check with your router manufacturer to see if there is a firmware update that you can try to install on your router. After you install the firmware update, try to connect directly to the router again.
  • Try restoring your router to factory defaults. You may need to consult your device documentation or contact your router manufacturer for help with this.
  • Buy a new router.

Step 5: There may be an issue with your internet service provider

Wired connections, step 1: power cycle your console and network hardware, step 2: check the network cable.

  • Unplug the network cable from the back of your console.
  • Inspect the cable’s connector and the console socket to make sure that they are clean and free of debris.
  • Plug it back in, making sure it clicks into place.
  • Follow the network cable to your router, modem, or gateway and unplug it.
  • Router or gateway : Plug the network cable into a different port. Make sure the cable clicks into place.
  • Modem : Plug the network cable back into the modem. Make sure the cable clicks into place.
  • Verify that all power cables are firmly seated in the modem, gateway, or router and that all networking devices are powered on.
