If you want to start a school or expand your current one, you need a business plan. The guide below details the necessary information for how to write each essential component of your school business plan.

Executive Summary

Your executive summary provides an introduction to your business plan, but it is normally the last section you write because it provides a summary of each key section of your plan.

The goal of your executive summary is to quickly engage the reader. Explain to them the kind of school you are running and the status. For example, are you a startup, do you have a school that you would like to grow, or are you operating a chain of schools?

Next, provide an overview of each of the subsequent sections of your plan.

  • Give a brief overview of the school industry.
  • Discuss the type of school you are operating.
  • Detail your direct competitors. Give an overview of your target customers.
  • Provide a snapshot of your marketing strategy. Identify the key members of your team.
  • Offer an overview of your financial plan.

Company Overview

In your company overview, you will detail the type of school you are operating.

For example, you might specialize in one of the following types of schools:

  • Private K-12 school : this type of school typically charges tuition, and may be affiliated with a religious organization, or specialize in a particular learning method.
  • Charter school: this type of school offers primary or secondary education for a tuition, and may receive some public funding, and/or donations. These schools require their students to take state-mandated exams.
  • Special subject school: this type of school specializes in teaching a specific subject, such as driving, first-aid, self-defense, fine arts, language, or general tutoring.
  • Preschool: this type of school typically serves children who are aged 3 and 4. These schools prepare young children to enter formal education, and are funded by some combination of tuition, donations, and government grants.

In addition to explaining the type of school you will operate, the company overview needs to provide background on the business.

Include answers to questions such as:

  • When and why did you start the business?
  • What milestones have you achieved to date? Milestones could include the number of students served, the number of students accepted into elite formal education institutions, etc.
  • Your legal business Are you incorporated as an S-Corp? An LLC? A sole proprietorship? Explain your legal structure here.

Industry Analysis

In your industry or market analysis, you need to provide an overview of the school industry.

While this may seem unnecessary, it serves multiple purposes.

First, researching the school industry educates you. It helps you understand the market in which you are operating.

Secondly, market research can improve your marketing strategy, particularly if your analysis identifies market trends.

The third reason is to prove to readers that you are an expert in your industry. By conducting the research and presenting it in your plan, you achieve just that.

The following questions should be answered in the industry analysis section of your school business plan:

  • How big is the school industry (in dollars)?
  • Is the market declining or increasing?
  • Who are the key competitors in the market?
  • Who are the key suppliers in the market?
  • What trends are affecting the industry?
  • What is the industry’s growth forecast over the next 5 – 10 years?
  • What is the relevant market size? That is, how big is the potential target market for your school? You can extrapolate such a figure by assessing the size of the market in the entire country and then applying that figure to your local population.

Customer Analysis

The customer analysis section of your school business plan must detail the customers you serve and/or expect to serve.

The following are examples of customer segments: families with elementary-aged children, families with high-school-aged children, families with preschool children.

As you can imagine, the customer segment(s) you choose will have a great impact on the type of school you operate. Clearly, families with high schoolers would respond to different marketing promotions than families with preschoolers, for example.

Try to break out your target customers in terms of their demographic and psychographic profiles. With regards to demographics, including a discussion of the ages, genders, locations, and income levels of the potential customers you seek to serve.

Psychographic profiles explain the wants and needs of your target customers. The more you can recognize and define these needs, the better you will do in attracting and retaining your customers.

Competitive Analysis

Your competitive analysis should identify the indirect and direct competitors your business faces and then focus on the latter.

Direct competitors are other schools.

Indirect competitors are other options that customers have to purchase from that aren’t directly competing with your product or service. This includes public schools, virtual schools, and families who do homeschooling. You need to mention such competition as well.

For each such competitor, provide an overview of their business and document their strengths and weaknesses. Unless you once worked at your competitors’ businesses, it will be impossible to know everything about them. But you should be able to find out key things about them such as

  • What types of students do they serve?
  • What type of school are they?
  • What is their pricing (premium, low, etc.)?
  • What are they good at?
  • What are their weaknesses?

With regards to the last two questions, think about your answers from the customers’ perspective. And don’t be afraid to ask your competitors’ customers what they like most and least about them.

The final part of your competitive analysis section is to document your areas of competitive advantage. For example:

  • Will you provide specialized instruction, either in subject or in method?
  • Will you offer courses or services that your competition doesn’t?
  • Will you provide better customer service?
  • Will you offer better pricing?

Think about ways you will outperform your competition and document them in this section of your plan.  

Marketing Plan

Traditionally, a marketing plan includes the four P’s: Product, Price, Place, and Promotion. For a school business plan, your marketing strategy should include the following:

Product : In the product section, you should reiterate the type of school that you documented in your company overview. Then, detail the specific products or services you will be offering. For example, will you provide religious-focused K-8 education, college preparatory courses, or single-subject instruction like driving or fine arts?

Price : Document the prices you will offer and how they compare to your competitors. Essentially in the product and price sub-sections of your plan, you are presenting the courses and/or extracurricular activities you offer and their prices.

Place : Place refers to the site of your school. Document where your company is situated and mention how the site will impact your success. For example, is your school located in a growing neighborhood, in the city center, or will you operate purely online? Discuss how your site might be the ideal location for your customers.

Promotions : The final part of your school marketing plan is where you will document how you will drive potential customers to your location(s). The following are some promotional methods you might consider:

  • Advertise in local papers, radio stations and/or magazines
  • Reach out to websites
  • Distribute flyers
  • Engage in email marketing
  • Advertise on social media platforms
  • Improve the SEO (search engine optimization) on your website for targeted keywords

Operations Plan

While the earlier sections of your business plan explained your goals, your operations plan describes how you will meet them. Your operations plan should have two distinct sections as follows.

Everyday short-term processes include all of the tasks involved in running your school, including answering calls, planning and delivering instruction, applying for grants, fundraising, performing administrative tasks, overseeing instructors, handling discipline, scheduling and monitoring extracurricular activities, etc.

Long-term goals are the milestones you hope to achieve. These could include the dates when you expect to enroll your Xth student, or when you hope to reach $X in revenue. It could also be when you expect to expand your school to a new city.  

Management Team

To demonstrate your school’s potential to succeed, a strong management team is essential. Highlight your key players’ backgrounds, emphasizing those skills and experiences that prove their ability to grow a company.

Ideally, you and/or your team members have direct experience in managing schools. If so, highlight this experience and expertise. But also highlight any experience that you think will help your business succeed.

If your team is lacking, consider assembling an advisory board. An advisory board would include 2 to 8 individuals who would act as mentors to your business. They would help answer questions and provide strategic guidance. If needed, look for advisory board members with experience in running a school or experience with public school administration or who has served on a public school board.  

Financial Plan

Your financial plan should include your 5-year financial statement broken out both monthly or quarterly for the first year and then annually. Your financial statements include your income statement, balance sheet, and cash flow statements.

Income Statement

An income statement is more commonly called a Profit and Loss statement or P&L. It shows your revenue and then subtracts your costs to show whether you turned a profit or not.

In developing your income statement, you need to devise assumptions. For example, will you enroll 100 or 1,000 students per semester, and/or offer extracurricular activities? And will sales grow by 2% or 10% per year? As you can imagine, your choice of assumptions will greatly impact the financial forecasts for your business. As much as possible, conduct research to try to root your assumptions in reality.

Balance Sheets

Balance sheets show your assets and liabilities. While balance sheets can include much information, try to simplify them to the key items you need to know about. For instance, if you spend $50,000 on building out your school, this will not give you immediate profits. Rather it is an asset that will hopefully help you generate profits for years to come. Likewise, if a lender writes you a check for $50,000, you don’t need to pay it back immediately. Rather, that is a liability you will pay back over time.

Cash Flow Statement

Your cash flow statement will help determine how much money you need to start or grow your business, and ensure you never run out of money. What most entrepreneurs and business owners don’t realize is that you can turn a profit but run out of money and go bankrupt.

When creating your Income Statement and Balance Sheets be sure to include several of the key costs needed in starting or growing a school:

  • Cost of equipment and supplies
  • Payroll or salaries paid to staff
  • Business insurance
  • Other start-up expenses (if you’re a new business) like legal expenses, permits, computer software, and equipment

Attach your full financial projections in the appendix of your plan along with any supporting documents that make your plan more compelling. For example, you might include your school location lease or a list of elective courses or extracurricular activities you will offer.

Good management is the key to success and good management starts with setting goals. Set goals for yourself for the accomplishment of the many tasks necessary in starting and managing your business successfully. Be specific. Write down the goals in measurable terms of performance. Establish priorities. Plan in advance how to measure results so you can know exactly how well you are doing. This is what is meant by "measurable" goals. Honesty with your employees is the best way to build trust. Make sure your employees understand the ethical expectations you have for them. More than that, always behave in an ethical way yourself. If your employees observe you behaving dishonestly, they will do so as well. Be a good example for your team. Just like the parents of a family, you are who your team looks up to in your organization. Do not talk negatively about the company you work for or your bosses to your team. It sets a horrible example and may come back to haunt you. A good leader turns a mistake into a learning experience. Talking about what didn't go right and being open with the entire team about this incident can help everyone from making that same mistake later. Most people wish to be effective leaders of others, but very few actually succeed in doing so. Schools are often a good place to learn and increase your knowledge about commerce and trade. Whatever level of school you’re at – primary, secondary, undergraduate or graduate – there are a lot of opportunities to make money. Not only do you have a captive audience in other students, but other students will generally have some money to spend in the form of allowances, stipends, or financial aid. If school rules permit, it might be possible to sell sweets, chocolate, or any kind of product your fellow students might be interested in, and you might have found a way to increase your pocket change.

Identifying Your Market Niche

Step 1 Find out what your peers want.

  • Games, toys, or collectables.
  • Information like study guides.

Step 6 Determine if there any rules, laws, or ordinances that might restrict your business.

  • If you’re offering a good or service on a college campus, you should contact the appropriate authority on campus to see if you can exchange goods or services on campus.
  • Consider advertising at school, but exchanging money for goods or services elsewhere. This might enable you to get around any rules or regulations your college or school might have.
  • Make sure you don’t need a business license to operate. In many places, you can do a certain amount of business (under a certain dollar figure) without actually having to apply for a business license. However, if your business is successful and you want to expand, you might need to apply for a license.

Building Your Business

Step 1 Think about your sales expectations.

  • If you’re selling a product, make sure you have enough on hand to meet daily or weekly demand without investing too much money in stock that you might not sell if your business fails.

Step 4 Figure out the timing of when you'll need to purchase products.

  • Practice offering your service to someone. If you’ll be tutoring, tutor a friend a couple of times so you’ve worked out the kinks in your tutoring approach. If you’ll be offering dog walking or lawn care services to your peers parents, practice those services before you even have your first customer.
  • Make sure you’ve sat down and thought about all the questions potential customers might have about your service. You don’t want to be left not being able to answer a question from a potential customer.
  • If you have one, check out your website and test it for kinks. If you’re doing something web-based, make sure you’ve tested your website several times before opening it to the public. Doing Business and Dealing With Customers

Step 1 Advertising and getting customers.

  • Print off flyers and pass them out to your friends and peers at school. Make sure that this is okay with the school authorities before you do this.
  • Put up posters or flyers on designated advertising boards at your school or on your campus. Often times, schools and colleges will designate certain areas for the posting of advertisements. Post your flyers there.
  • Advertise your business through word of mouth. Tell everyone about the service your offering or the product you’re selling. After all, it might be your friends and the people you see every day who wind up making up your customer base. Rely on these people, and ask them to tell others they know.
  • Promote your business on social media. Use social media outlets like Facebook, Twitter, and Instagram to advertise your business. This will probably help you get the word out the quickest, especially if you have friends promoting your business for you. [10] X Research source

Step 2 Have product samples ready to show people.

  • Go to the bank and get plenty of cents, quarters, dimes and nickels.
  • You don't want to be given a $5 bill, and not have the change.
  • To avoid the problem of change, try to price your product in a way that will make it easier for people to pay. Avoid selling a candy bar for 95 cents when you can charge a dollar. Don’t sell something for $4.35 when you can sell it for $4 or $4.50.

Step 4 Keep your money safe.

  • Never carry more money than you need on any given day.
  • If you’ve had a lucrative morning, lunch period, or afternoon, deposit excess money somewhere safe if you can. At the very least, separate larger bills from smaller bills and put them somewhere different than where you keep your change.
  • Don’t keep your change in your wallet or purse. Make sure you have something specific, like a money pouch that you use to hold the money you’ll need for your business.
  • Don’t flash your money around or tell your friends or anyone else how much you make every day. The less people know, the better.
  • If someone tries to rob you, don’t fight them. It’s better to lose a day’s worth of money than to have a trip to the hospital or infirmary. [11] X Research source

Step 5 Offer good customer service.

  • Do the math on faulty products. How often do you expect to sell something that unbeknownst to you is broken or spoiled? In the course of normal business, you will definitely come across customers who will come to you wanting a refund for something that is “not right.”
  • If it makes economic sense, offer your customers a replacement and a refund. This will make them extremely happy, and chances are they’ll come back to you again.
  • Always apologize and never blame the customer. Arguing or being rude to your customer will just lose you business.
  • Accept feedback and ask for feedback. No matter whether your customer is offering negative or positive feedback, you should accept it and try to internalize it. Also, if you have regular customers, ask them for feedback about how you can better serve them.

Many policies, strategies and plans have been introduced in South African schools so as to acquire quality education. Background: In 2007, the Tanzanian government called for improvements in its primary health care services. Part of this initiative was to accelerate the training rate for nurses qualified to work in rural areas. The aim of this study was to reflect on the issues experienced whilst establishing and implementing a faith-based organisation (FBO) nursing school and make recommendations for other similar initiatives. Design: This paper describes an auto-ethnographic case study design to identify the key difficulties involved with establishing and implementing a new nursing school, and which factors helped the project achieve its goals. Results: Six themes emerged from the experiences that shaped the course of the project: 1) Motivation can be sustained if the rationale of the project is in line with its aims. Indeed, the project's primary health care focus was to strengthen the nursing workforce and build a publicÁprivate partnership with an FBO. All these were strengths, which helped in the midst of all the uncertainties. 2) Communication was an important and often underrated factor for all types of development projects. 3) Managing the unknown and 4) managing expectations characterised the project inception. Almost all themes had to do with 5) handling conflicts. With so many participants having their own agendas, tensions were unavoidable. A final theme was 6) the need to adjust to ever-changing targets. Conclusions: This retrospective auto-ethnographic manuscript serves as a small-scale case study, to illustrate how issues that can be generalised to other settings can be deconstructed to demonstrate how they influence health development projects in developing countries. From this narrative of experiences, key recommendations include the following: 1) Find the right ratio of stakeholders, participants, and agendas, and do not overload the project; 2) Be alert and communicate as much as possible with staff and do not ignore issues hoping they will solve themselves; 3) Think flexibly and do not stubbornly stick to original plans that might not be working; 4) Be realistic and do not romanticise. Embarking on such a project was a timely response to the Tanzanian's government call for strengthening Primary Health Care and for rapidly accelerating the training of nurses able to work in rural areas.

The Riverside School Board will consider a proposed timeline and process for developing a new facilities plan at its Feb. 22 meeting, nearly two years after voters rejected a bond levy for its previous facilities plan.

The proposal was introduced by board President Lori Krenisky at the Jan. 25 board meeting and details an eight-month process for creating a five-year plan, as well as the primary objectives for the plan. A motion to approve the plan has been placed on the Feb. 22 agenda, which is available on the district’s BoardDocs page.

The plan calls for the creation of a committee in its first month, led by Riverside Superintendent Chris Rateno. It would include district administrators, staff, parents, community members and a school board liaison.

The committee would then spend the second and third months reviewing the previous facilities plan, a February 2023 report from owner’s representative NV5 and a late 2023 facility condition assessment from Bialosky . It would also consider stakeholder feedback and determine if the district needs an additional consultant.

Later phases would include community consultation and the development of a five-year plan, which the board would vote on in month eight. The plan would consider the needs of existing buildings, along with ways to create more space and “unique learning spaces.”

“This timeline is designed to facilitate a collaborative and informed decision-making process, ensuring that the finalized plan reflects the input of key stakeholders and addresses the critical needs of our educational facilities,” the plan stated.

Krenisky said that she considered how the district could “get out of the starting gate” with its facilities planning.

“We seem to keep going in circles, and I’ve done some consultation with people I know that run projects, some people that are in construction, different things like that,” she said.

“We’ve got all this information, it is really great, and we need to bring in a diverse group of stakeholders to kind of really look at where our facilities are, what the tenor is and what the community needs,” Rateno added. “Our schools are the hub of the community and we need to answer to them.”

Krenisky added that the plan was designed to address the district’s longer-term facilities needs. “Day-to-day items” would be handled by the board’s buildings and grounds committee and its maintenance staff.

One project that was mentioned as a possible focus for the buildings and grounds committee involved the high school restrooms, which Rateno said have been the subject of community concern.

Board member Scott Fishel recommended hiring an owner’s representative, while board member Belinda Grassi recommended that the board’s finance committee consider bond financing options.

The district’s previous facilities plan was approved in 2016. It used a bond levy approved later that year to fund the construction of Parkside and Riverview elementary schools, while it closed Hadden, Hale Road, Leroy and Madison Avenue elementary schools.

The bond levy to support the second phase was rejected in the May 2022 election . The second phase would have involved the construction of a grades 6-12 campus to replace Riverside Campus and LaMuth Middle School. The project’s third phase would have turned LaMuth’s former building into an elementary school and closed one or both of Buckeye and Melridge elementary schools.

The Feb. 22 board meeting is scheduled to begin at 6 p.m. It will take place at the Riverside Campus Lecture Hall, 585 Riverside Drive, Painesville Township.

Biden Administration Cancels Another $1.2 Billion of Student Loan Debt

CULVER CITY, California/WASHINGTON (Reuters) -President Joe Biden said on Wednesday his administration is cancelling $1.2 billion worth of student loans for nearly 153,000 people who are eligible under a program used to make good on his promises to increase loan forgiveness.

Biden, a Democrat, last year pledged to find other avenues for tackling debt relief after the Supreme Court in June blocked his broader plan to cancel $430 billion in student loan debt.

Left-leaning progressive and young voters, whose support Biden needs to win re-election in November, have been vocal in advocating for student loan forgiveness on a wide scale. Republicans largely oppose such actions.

"While a college degree is a ticket to a better life, that ticket is too expensive," Biden said during a trip to California that has been focused primarily on fundraising for his re-election campaign.

Biden said the latest round of debt relief would be "a huge help to graduates of community college and borrowers with smaller loans, putting them back on track faster for debt forgiveness than ever before."

The administration has now canceled some $138 billion in student debt for nearly 3.9 million people through executive actions, the White House said.

The latest announcement applies to people enrolled in a repayment program known as Saving on a Valuable Education (SAVE) and covers those who borrowed $12,000 or less who have been repaying the money for at least 10 years.

The SAVE plan, according to the White House, takes into account a debt holder's income and family size when setting monthly payments and makes sure balances cannot grow from unpaid interest if the borrowers are making regular payments.

Recipients of the relief will receive an e-mail from Biden.

"I hope this relief gives you a little more breathing room," Biden writes in the note, provided by the White House. "I've heard from countless people who have told me that relieving the burden of their student loan debt will allow them to support themselves and their families, buy their first home, start a small business, and move forward with life plans they've put on hold."

Thousands of student-loan borrowers are set to get emails from Biden that their balances are wiped out. Here's what happens next.

Student-loan borrowers, check your emails — you might find a message from President Joe Biden in your inbox telling you that your debt is canceled.

On Wednesday morning, the White House and Education Department announced it would be canceling $1.2 billion in student debt for 153,000 borrowers — the result of early implementation of a provision in the SAVE income-driven repayment plan that shortens the timeline for borrowers to see relief.

Specifically, borrowers who originally took out $12,000 in loans or less and have made as few as 10 years of qualifying payments are becoming eligible to have their remaining balances wiped out .

Beginning on Wednesday, borrowers in the first batch of relief will receive emails from Biden stating: "Congratulations—all or a portion of your federal student loans will be forgiven because you qualify for early loan forgiveness under my Administration's SAVE Plan."

"I hope this relief gives you a little more breathing room," the email, a draft of which was reviewed by Business Insider, said. "I've heard from countless people who have told me that relieving the burden of their student loan debt will allow them to support themselves and their families, buy their first home, start a small business, and move forward with life plans they've put on hold."

A White House fact sheet stated that the shortened timeline to forgiveness will especially help "borrowers with smaller loans and put many on track to being free of student debt faster than ever before." Additionally, per the fact sheet, 7.5 million borrowers are enrolled in the SAVE plan, and 4.3 million of them have a $0 monthly payment.

Here's what will happen next for borrowers who are, or hope to be, eligible for SAVE plan relief.

Next steps for SAVE plan debt relief

Biden's email noted that the Education Department has already informed impacted borrowers' loan servicers that they are eligible for relief. The relief will happen automatically, and borrowers who are notified will not need to take any action.

Servicers will notify borrowers that their forgiveness has been applied, but "it may take some time for your account with your servicer to reflect this change," per the email. It recommends borrowers wait at least 21 days after being notified of the relief to contact their servicers if they still do not see the relief applied to their accounts.

The Education Department also said that beginning next week, it will start emailing borrowers not currently on the SAVE plan that they could become eligible for relief if they enroll. Borrowers already enrolled in SAVE but not included in the first batch of debt relief will have their loans automatically discharged once they meet the criteria, and the department will continue evaluating borrowers' accounts "on a regular basis," per its press release .

Biden's email also cautioned borrowers to watch out for scams and said that any notification regarding debt relief would come from [email protected], [email protected], or [email protected].

More upcoming student-debt relief

While the relief announced on Wednesday was a result of early implementation, other provisions of the SAVE plan will be going into effect in July. Those include cutting payments for undergraduate loans in half and allowing periods in deferment of forbearance to count toward forgiveness progress.

Beyond the SAVE plan, the Education Department is also planning to complete its one-time account adjustments for borrowers on income-driven repayment plans and Public Service Loan Forgiveness by July 1. The adjustments have so far given thousands of borrowers relief, but the department recommends borrowers who are not in the federal direct loan program or have federally-held loans in the Federal Family Education Loan program consolidate their loans by the end of April to benefit from the adjustment.

More broadly, on February 22 and 23, the department is holding its final negotiation session with stakeholders to help craft its second attempt at student-debt relief after the Supreme Court struck down the first plan. Once negotiations conclude, the department will prepare proposed text on the borrowers it's seeking to include in this new relief plan.

These borrowers are likely to be eligible for Biden's new student loan forgiveness plan

  • The Biden administration has been working on a new student loan aid package that could come as soon as this year.

While Biden first attempted to cancel student debt through an executive order, he has now turned to the rulemaking process.

  • Here's who may qualify.

Since the Biden administration's first student loan forgiveness plan was rejected at the Supreme Court , it has been working on creating a new, legally viable relief package.

That debt cancellation could come as soon as this year . The alternative plan, which has become known as  Biden's "Plan B ," could forgive the student debt for as many as 10 million people, according to  one estimate .

The U.S. Department of Education and the negotiators tasked with determining who will be eligible for the president's revised aid have identified five groups of borrowers.

1. Those who owe more than they borrowed

Borrowers with outstanding federal student loan balances that exceed what they originally borrowed may be among those who qualify for the cancellation.

A person's student debt can balloon for a number of reasons, said Nadine Chabrier , a senior policy and litigation counsel at the Center for Responsible Lending.

"Unfortunately, it is very common," Chabrier said.

Student loan servicers, the companies the Education Department contract with to service its debt, have a record of steering consumers into forbearances and deferments, she said. These options for  struggling borrowers  can keep loans on hold for many years, but interest often continues to accrue. 

Scott Buchanan, executive director of the Student Loan Servicing Alliance, a trade group for federal student loan servicers, denied that the companies benefit by veering from the government's orders.

"We are incentivized to meet the requirements that the government sets, which includes giving borrowers the benefits that the law provides," Buchanan said. "We are audited, and get business or lose it based on meeting those standards."

Advocates have also said the interest rates on federal student loans are too high, especially for borrowers from the 1980s , who have rates exceeding 8%. Current fixed rates today can be nearly as high .

2. Borrowers in repayment for 20 years or more

Those who have been carrying their student debt for decades may also benefit.

With many of the Education Department's repayment plans requiring 20 years or more of payments, such stories are common. Millions of Americans older than 60 are still paying off their student loans , research finds.

"There is both financial harm and psychological harm of being in debt for decades, especially when it feels like there is no hope that it will ever be repaid," said Persis Yu , deputy executive director at the Student Borrower Protection Center.

3. Attendees of schools of questionable quality

In its revised relief package, the Biden administration notes it is looking to include student loan borrowers who attended career-training programs "that created unreasonable debt loads or provided insufficient earnings for graduates," as well as borrowers who attended institutions with high student loan default rates.

4. People eligible for forgiveness who haven't applied

The Education Department already has several programs that lead to student loan forgiveness, and as part of its new aid package, it is looking to identify those who may be eligible but just haven't applied.

For example, the Public Service Loan Forgiveness program, signed into law by then-President George W. Bush in 2007, allows certain not-for-profit and government employees to have their federal student loans canceled after 10 years of on-time payments. In 2013, the Consumer Financial Protection Bureau estimated that one-quarter of American workers  may be eligible .

However, the technical and often confusing requirements of the plan have acted as a barrier, experts say.

Student loan servicers also earn a fee per borrower per month, which advocates say discourages transparency around loan forgiveness opportunities.

"Instead of providing borrowers with access to the affordable pathway out of debt, decades of mismanagement and abuse have left these borrowers trapped in debt like hamsters on a hamster wheel with no way out," Yu said.

5. Borrowers experiencing financial hardship

The Biden administration has also said it wants to forgive the debt of those experiencing financial hardship.

So far, it has proposed a set of factors that could identify struggling borrowers, such as those with student loan balances and required payments that are unreasonable relative to their household income, and people with high child care and health-care expenses.
